Families, in the amount of $382,500 for Head Start Program Expansion funds for the period from January 1, 1999 through December 31, 1999. lf. FLNIANCIAL IMPACT: This award is funded by the U.S. Department of Health and Human Services Administration for Children and Families (ACF). Funding will be added via appropriation adjustmnent to the current Head Sart Budget. The non-federal match for this award has been waived on a one-tine basis. No County funding is required. III. C; II.D '� The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high duality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Itosta County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. The Early Head Start program allows the County to expand these services to children ages Cl to 3 years. REASON' S FOR, RECO NDATIO SIBACKGRO On May 18, 1999, the Board approved the submission of a supplemental grant application to the U.S. Depart ent of Health and Human Services, Administration for Children and Families for 1999 Head Start Program Expansion funds. This action awards $375,000 in Expansion Start-Up flunding and $7,500 in pro-rated expansion operations funding. With these funds, the current Head Mart Program will expand services to an additional 72 children and families, for a new total of 1,659 children and families served by the Contra Costa Head Start Program, Start-up funds will be used to purchase a new two-classroom, modular ($325,000) and for purchase and installation of a new playground facility ($50,000) in the City of San. Pablo. The modular and playground are expected to be licensed, equipped and ready to serve 40 children by mid-year 2000. The remaining $7,500 in pro-rated expansion dollars will go to Head Start Delegate Agency First Baptist Church in order to begin services to five additional children on October 1, €999. The Head Start program expansion will provide additional full-day, full-year services to welfare-to- work participants and Hispanic and .Asian populations in. Pittsburg, Bay Point and Richmond. Beginning January 1, 2000, annualized expansion funding for program operations will be $550,000. The on-going operational funding and any associated non-federal match requirements will be included in the Head Start Basic Grant .Application for Program Year 2000, which is due to SCF October 1,1999. TO: BOARD OF SUPERVISORS FROW Anne Henley Cain,Acting County Librarian DATE: September8, 1999 SUBJECT: REQUEST FOR AUTHORIZATION TO APPLY FOR AND ACCEPT FUNDING FROM THE CALIFORNIA STATE LIBRARY SPECIFIC REQUEST(S)OR RECOMMENDATION(S)& BACKGROUND AND JUSTIFICATION RECOMMENDATION: Authorize the Acting Contra Costa County Librarian to apply for and accept California State Library funding in the amount of$6x1,323,for the period of July 1, 1999, through June 30, 2000, to: Fund two (1.75 FTE) Library Literacy Specialist-Project positions; purchase adult literacy materials;and fund miscellaneous services and supplies, FINANCIAL IMPACT: Funds committed to Project Second Chance by the Contra Costa County Library, a Federal grant and private donations are matched by the California Library Literacy Service. The ratio of State to local funds is estimated to be a minimum of$1 of State funds to $4.26 of local funds. The total amount being certified is $2181657. Contra Costa County Library funds total $154,808; $2,104 is from P.L. 100-97, Sec. 32*1 funds; $16,245 in private funds from PSC, Inc.; $30,500 in private funds from The Silver Lining Foundation;and $15,000 in private funds from the Y & H Soda Foundation, BACKGROUND. ;Funds were made available to fifth year and beyond library literacy programs during FY 1990-1;991, via a bill known,, as AB 3381 (Baker). The amount available is based upon funds provided by the Contra Costa County Library's local funds and funds raised through community support and/or grants. Each year's request is based on a minimum match estimated by the State Library, County funding is available for a full-time Library Literacy Director and one full-time Senior Clerk. Additional funding is sought through State matching funds to fund one full-time and one part-time Library Literacy Specialist-Project, to serve as tutor/learner coordinators in CentralANest and East Contra Costa County. They will recruit and train volunteer tutors, maintain tutor/learner relationships, interview adult learners for placement with tutors, evaluate tutoring processes and recommend tutoring materials. Funds will also be directed to purchase a bulk mail permit and postage; fund travel and mileage reimbursement for tutor/learner coordinators, and purchase adult literacy nnaterials. The State of California enacted the California Oil recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling and appropriate disposal of used rail. The California Integrated 'waste Management Board (Ci NAB) has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by cities and counties under the program. The CIWMB has made available approximately $b million in grant funds for such programs. The ClWMB will review and award grants by December 1999. The grant terry spans from January 1, 2000 through April 30, 2002. Community Development Department staff have initiated discussions with three franchised solid waste/recycling haulers (Allied/Pleasant bill rayshore Disposal, Garaventa Enterprises and Bay View refuse) to determine the potential cost and design of a residential used oil curbside collection program in various unincorporated areas of the County. The grant application will seek funds to cover the casts of retrofitting existing collection trucks for used oil and used oil filter collection, purchasing and distributing used oil collection containers, disposing of used oil, staff costs, transportation costs, and public education and material costs. 1 h County's franchised haulers will be responsible for actual used oil collection, The program will supplement the County's existing used oil collection centers and drop-off locations as well as the Contra Costa dean Water Program's existing public outreach campaign, The County Community Development Department's Solid Waste Division is responsible for implementing waste diversion programs as required by Mate law (A 939). AB939 requires cities and counties to reduce waste by 0% by the year 2000. In accordance with this law the County produced the household hazardous Waste Element (HHE) and the Source reduction and recycling Element (SR ) which delineates the various programs the County es required to implement. We propose to use grant funds to Delp establish a residential used oil curbside collection program in ;unincorporated areas of the County, This grant would fund a collection program to divert a potentially harmful material at little or no cost to unincorporated rate payers. The benefits of the grant, if awarded, include the following. Encourage unincorporated County residents who change their own motor oil to recycle this potentially hazardous and environmentally damaging material. Increase capture rate of discarded used oil, the only option currently available to most unincorporated residents is drop-:off services, The convenience of a curbside program should result in an increase of motor oil recycled and reduce illegal dumping. Allow for implementation of this collection program without affecting refuse collection rates. 'Complement the Public Works Clean 'mater Program used oil recycling education and outreach efforts. Demonstrates a good faith effort by the County to implement programs required by State law (, 19391' Provide more consistent collection services with those in place In some unincorporated areas and some cities. Used Oil is currently collected curbside in some unincorporated areas of the County (e.g. Crockett, Port 'Costa, Mit. 'view, Alamo, and lackhawk) as well as in the cities of Antioch, Danville, Lafayette, Martinez, Moraga, Orinda, Pleasant 'dill and Walnut Creek The application that would be prepared by the Community Development Department seeks funding for used oil curbside collection for the unincorporated areas currently not served, with the exception of areas in West County served by Richmond Sanitary Service (RSS). The RSS service area is the subject of a separate grant application being prepared by the West Contra Costa Integrated haste Management ,authority (WCCiWMA). This contract provides $2,022,000 in Property Tax Administration Funds to the Assessor's Office in 1999-2909 for improving operations and to offset funding shortfalls. All Interest earned by these funds while in the trust account will be credited to the trust account for enhancing the property tax administration system. BACKGROUND_ At the November 23, 1995 Board meeting, the Board approved theCounty's participations in AB818 A18which is the source of the Property Tax Administration funding. ABB18 makes available over 2 millions to the County in fiscal years 1995- 96, 1996-97, and 1997-98. If the assessor's Office performs annually at the - anticlpated level, these funds will not have to be repaid to the State. The Assessor's Office received the funds in 1995-96, 1996-97 and 1997-98 and has performed at a level where these funds will not have to be repaid. d In 1997, the Legislative approved X48719, a continuation of A13813, for ars additional three years of funding. On December 'I, 1993 the Board approved the County's participations in A13719 .
