military services in 1835 by the Nexican government, and
WHEREAS, THE TOWN EST MORAGA is now home to over j6,000 residents whoyarticfpate in
a wig array ofyartnershfps and e c its to buifYa welcoming andftiendCy community; and
WIIEREAS, THE TOWN OF MO AGA recognizes the carat s of Saint .Mary's Coffege as a.
Leading higher education institution within this community; and
WHEREAS, the Board of Supervisors recognizes the achievements by the yeoyCe of the I"own
of Noraga over the vast 25 years; and
NOW, 'I`H ' ORE, BE IT REsoLvED that the Board of Supervisors of Contra Costa County
hereby acknowledges the 25�_6 -Anniversary for the Thwn of Noraga.

RECOGNIZING ASSEMBLYWOMAN N L E C.LEACH
FOR HES.EFFORTS IN THE JOINT USE PUBLIC/HIGH
SCHOOL LIBRARY IN THE CITY OF€I EY
WHEREAS, the public library is a vital community resource that provides a public
forum for education and inforrnation, and serves the educational,recreational and information
needs of people of all ages; and
WHEREAS, providing children access to libraries promotes lifelong reading and
learning; and
EAS, libraries need to be open and well stocked with books and other resources
in order to provide essential services to the community; and
WHEREAS, the Contra Costa County Library had been actively involved in trying to
improve the library facility in Oakley for many years; and
WHEREAS, the Liberty Union School District had provided space for a public library at
Freedom High School; and
WHEREAS, the funding for public libraries has been reduced to an unacceptable level,
and no funds were available purchase the necessary furniture and equipment and the opening day
collection for a new library in Oakley; and.
WHEREAS,AS, A. semblywoman Lynne C. beach was instrumental in including$350,000
in Senate Bill 1554 for the Liberty Union High School District to be used for a joint-use library
project with the Contra Costa County Library; and
WHEREAS,the new Oakley.Public Library opened on August 3, 1999 with over 11,000
new books added to the collection as well as new furniture and equipment. Also as a result of
her efforts, Contra Cosh County,the City of Oakley,the Liberty Union School District, and
Freedom High School have created an innovative partnership to improve library service to the
residents of Oakley through a joint-use public library/high school library.
NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors of the
County of Contra Costa, California, does hereby acknowledge the extraordinary efforts of
Assemblywoman Lynne C. Leach in obtaining the necessary funding and expresses appreciation
and gratitude for her assistance in bringing this innovative library partnership to fruition.

In the Matter of Declaring Resolution No.99/492
the Month of October 1999
"Veterans of Foreign Wars" Month
On the Occasion of their 100' Anniversary
WHEREAS, in September 1599 veterans of Cuba and the Philippines met separately to form
organizations to represent the interests of those who served our Country in the Armed Farces;and
WHEREAS, from 1399 to 1914 several veterans groups formed additional organizations to represent
them in their quest for pensions and adequate medical care;and
WHEREAS,on the eve of World War I,the need to have one all-encompassing national veterans
organization was recognized,and an amalgamation of the separate groups took place and the name"Veterans of
Foreign Mars of the United States"was adopted;and
WHEREAS, at the same time the ladies Auxiliary to die Veterans of Foreign Wars was also
established;and
WV EREAAS, throughout this war torn century,the VFW has grovn in bath size and influence
embracing in its ranks all veterans of all the wars and conflicts and counting among their major accomplilments
their role in the creation of the U.S.Veterans Bureau,later to became the Department of Veterans Affairs in the
President's Cabinet;and
WHEREAS, in addition to responding to the needs of the members of their own organization,
members of the VFW serve their communities by providing over$2.7 million in scholarship opportunities
through the VFW's Voice of Democracy program,through the Ladies Auxiliary collecting over 3 million
annually for cancer research for a total of some $47 million over the past 44 years,providing over$1 million in
relief since 1964 through their National Disaster Relief Fund program,contributing more than 14 trillion hours of
volunteer services each year benefiting hospitals,youth programs,patriotic endeavors,environmental efforts,
safety instruction and thousands of other local community programs.
NOW,THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of
Contra Costa, California,does hereby proclaim the month of October 1999 as"Veterans of Foreign Wars"
month in honor of their 1€33'Anniversary.
BE IT FURTI-IES. RESOLVED that the Board of Supervisors of Contra Costa County sloes
hereby commend and salute all-members of the VFX'for their commitment to their fellow soldiers by fulfilling
the motto adopted by their founders in 1899 namely to"Horior°the Dead by Helph2g,the Livr 6V"and for their
dedication,support and contributions to their community.

Veterans of Foreign Wars,
Antioch Post #6435, in
Conjunction with the naming
Of October 1999 "Veterans
Of ForeignWars" Month
WHEREAS, the Veterans of Foreign Wars of the Lnited States was established in September
1899; and
' rHER AS, in recognition of their 100`°Anniversary,the Board of Supervisors of Contra Costa
County has declared October 1999 as"Veterans of Foreign Wars" month in Contra Costa County;and
WHEREAS, the Antioch Veterans of Foreign Wars, Post.#6435,was established and officers
installed on March 3, 1946 beginning with 60 members and growing throughout this time to a current
membership of 643;and
WHEREAS, the Ladies Auxiliary was also established and has grown to a current membership
of 137;and
WHEREAS,VFW Post 6435 and it's Ladies Auxiliary provide valuable, service and assistance to
local veterans and their families,as well as to the community;and
WHEREAS, the Antioch Veterans of Foreign Wars, lest#6435,have donated thousands of
dollars and countless hours of public services to local programs such as the Babe Ruth Little League,
Pony League,various soccer and football athletic programs,the REACH Drug program and various
Boy Scout programs; and
WHEREAS, Post 6435 raises funds for these programs by conducting bingo games and other
fundraising programs,including the rental of VFW facilities;and
WHEREAS, in honor of the 100`°Anniversary of the establishment of the'Veterans of Foreign
Fars of the United States organization,VFW.Post#6435 will be holding a celebratory event on October
23, 1999 at the Antioch VFW Hall at 815 Fulton Shipyard Road in.Antioch
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa
County floes hereby commend and extend its appreciation to VFW Dost 6435,and joins Post.7#6435 and
their fellow veterans across America in celebrating 100 years of valuable service to our veterans as well as
their con iibutions to our local communities.

WHEREAS,ion September 29, t 999, Red and White Ferries will rescue daily ferry
service between Richmond and San Francisco-a service that first commenced in
the early 1900's,
WHEREAS,every weekday there will be eight convenient round-trips,between the
Richmond Ferry Terminal and the Sane Francisco Ferry Building;
WHEREAS,Contra Gaeta residents will also enjoy scheduled weekend ferry service
to the Sari Francisco Ferry Building and Historic Fisherman's Whart
WHEREAS, ice from Richmond to San Francisco will enable'hundreds of
commuters to get out of their cars each day helping to decrease traffic gridlock
along interstate Soand reducing auto emissions,
WHEREAS, the City of Richmond and its residents have overwhelmingly supported
the resumption of ferry Service to Sari Francisco as an etwironmentallysound,
economical l alternative to commuting by auto,
WHERAS, Richmond commuters Will were the luxury of ample parking at the
Richmond Ferry Terminal arra a bus line that connects with the ferry terminal;
WHEREAS,commuters will be treated to special entertainment fern
every month;
NOW, `HEREFORE BE IT RESOLVED,,that the Board of Supervisors does hereby
support the Red and White Fleet's resumption of ferry service-between Richmond
and San Francisco and further declares'September 29, f 9 as Richmond-San
Francisco Commuter Ferrer Service POY.
