RECOM ENDED ACTION: ACCEPT Financial Assistance Award from the U.S. Department of Health and Human Services, Administration for Children and Families, in the amount of $50,500 for funding to improve Head Start teacher qualifications for the period from January 1, 1999 through December 31, 11999; and, ACCEPT Financial Assistance Award from the U.S. Department of Health and Human Services, Administration for Children and Families, in the amount of$260,951 for Head Start Quality Improvement funds for the period from January 1, 1999 through December 31, 1999; and, ACCEPT Financial Assistance Award from the U.S. Department of Health and Human Services, Administration for Children and Families, in the amount of $5,916 for Head Start Training and Technical assistance funds for the period from January 1, 1999 through December 31, 1993; and, ACCEPT Financial Assistance Award from the U.S. Department of Heap and Human Services, Administration for Children and Families, in the amount of $8,000 for costs associated with attending the Johnson and Johnson Management Fellows :Program.. 11, FINANCIALIM-PACT: Finding will be added via appropriation adjustment to the Community Services .Department Budget. County, as the Grantee, is required to generate a 20% non-federal local match of in-bind, non-cash contributions in the amount of $67,467 for Quality Improvement/"Training and Technical Assistance, and $2,000 for Johnson and Johnson Management Fellows Program. CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." 'These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. IBJ. REASONS FOR 11 CIM E1lDATIONS/11 CKGROi.'ND: On June 22, 1999, the Board of Supervisors approved the submission of a grant application to the U.S. Department of Health and Human Services, Administration for Children and Families in the amount of $80,500 to improve teacher qualifications. These funds will help implement the new mandate of the Head Start Act which requires that, by September 30, 2€103, at least half of all Head Start teachers in center based programs must have an associate,baccalaureate,or advanced degree in early Childhood Education or a degree in a related field,with lyre-school teaching experience, On April 27, 1999, the Board of Supervisors approved the submission of a grant application to the U.S. Department of Health and Human Services, Administration for Children and Families in the amount''of $269,867 for Mead. Start Quality Improvement and Training and Technical assistance funds. This application was approved in the amount of $260,95. for Quality Improvement funds and $8,916 for 'Training and Technical Assistance funds. Project goals are as follows: a) increase the number sof fail'-day, full-year child care slots available to low-income families, especially those transitioning from welfare to work, to help them attain self-sufficiency, and b) improve teaching quality in Head Start classrooms. On May 18, 1999, the Board of Supervisors approved the submission of a grant application to the U.S. Department of Health and Human Services, Administration for Children and Families (ACE) in the amount of$8,000 for costs associated with attending the Johnson and Johnsen Management Fellows Program. The Johnson and Johnson Management Fellows Program is a prestigious, highly competitive program for Head Start program directors. These funds will help cover registration, airline, and miscellaneous per diem costs for the Contra Costa County Head Start Director and her co-participant. Although the above funds were applied for separately, the ACF has chosen to award theme in one single Financial Assistance Award letter. ECOMMENNDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute and submit 1999 State Standard Agreement #99C-1209, Amendment No. I (County #39-800-6) with the California Department of Community Services and Development to amend contract language for Low-Income Weatherization Assistance Program services for the period from April 1, 1999 through March 31, 2000. II. FINANCIAL D, PACT: No County funding is required. This Agreement is Federally funded through the State Department of Community Services and Development. This amendment reflects language changes only and has no effect on the total consideration of the original Agreement. III. REASONS FOR REGI IEl 3ATI£II'SIBACKGRO ND: On June 15, 1999, the Board of Supervisors approved Contract #39-500-5 with. the State Department of Community Services and Development for the period from April 1, 1999 through March. 31, 2000. Approval of the above amendment will allow for the Community Services Department to continue the provision of Low-Income Weatherization Assistance through March 31, 2000. This Agreement provides $72,507 in reimbursable f mds to enable the County to weatherize approximately 130 low- income households in Contra, Costa County during the period April 1, 1999 through March 31, 2000. REASONS FOR RECOMMENDATIONS/BACKGROUND: On April 27, 1999, the Board approved the submission of a supplemental grant application to the U.S. Department of Health and Human Services, Administration for Children and Families for Early Head Start braining and technical assistance funds. Funds will be used to engage in contractual agreements as follows: • Contract with community college to develop a curriculum and provide child development training to staff on-site. This will be coordinated with the Head Start Training/Technical Assistance funding. • Contract with infarct/toddler specialists for training on Dome-based option, • Contract with specialist in classroom design to review playground and classroom layout for new facilities. On January 26, 1999, the Board approved the submission of supplemental grant applications to ACF for Head Start and Early Head Start COLA funds. COLA funds for the 1999 program year will be used to provide salary and associated fringe benefit increases for Family and Children's Services employees. in addition, these funds will be used to cover increased costs resulting from inflation or other price escalation factors in the fallowing budget line items: janitorial services, child and adult food services, supplies and materials, rent, utilities, and equipment.
