RECOMMENDATION': A. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to execute and transmit an application along with the necessary certifications and assurances to the Contra Costa County Community Development Department for funding from the Emergency Shelter Grant program for the operation of the County's homeless shelter program at the Central County and Brookside sites during the FYI 999/2000. B. APPROVE ANIS AUTHORIZE the Director of the Health Services Department or his designee to accept$105,000 in Emergency Shelter Grant funding and enter into a contract with the Contra Costa County Community Development Department to perform all responsibilities in relationship to receipt of the funding and contracted provisions for receipt of operating funds for the operation of the program. IL FISCAL IMRL- The $105,000 requested in Emergency shelter Grant funding is necessary for the operation of the emergency shelter program at Concord and Brookside, Current funding sources are.not adequate for operations of the shelters at full capacity on a year-round basis. County General Funds committed to the operation of the shelter will be used to fulfill the I€0110 matching requirement. III. BACKGROUND FOR THE TON' The Health Services Department seeks funding to operate the emergency shelter program at full capacity on a year round-basis. The Emergency Shelter Grant(E G)program, funded by the U.S. Department of Housing and Urban Development, is a source of public funding providing valuable housing and service benefits to low-income residents of Contra Costa County. RECOM A. APPROVE AND AUTHORIZE the Director of the Health Services Department or his designee to develop and transmit an application along with the necessary certifications and assurances to the City of Walnut Creels for Community Development Block Giant(CDBG)funding for the operation of the County's homeless shelter program at cental county. AUTHORIZE the Director of the Health Services Department or his designee to accept up to $20,000 in City of Walnut Creels CDBG funding and enter into a contract with the City of Walnut Creels to perform all responsibilities in relationship to receipt of the funding and contracted provisions for FY 1999/2000, II, Ei,SCAPAC— The $20,000 requested in City of Walnut Creels funding is necessary for the operation of the emergency shelter program at central county. Services Director, or his designee (Wendel Brunner, M.D. ) , to execute, on behalf of the County, Standard Agreement #28-609-2 (State 499-85494) with t1ae California Devartment of Health Services, for the period from duly , 1999 through ;lune 30, 2000, for H I V laboratory testing services provided by the County' s Public Health Laborat<ory. This Standard' Agreement provides a :rlaxi rlu? amount of $71, 250 during the term of the Agreement'. FISCAL IMPACT. Under this Agreement the State will pay the County on a fixed price of $95 per HIV viral load test . The maximum amount payable to the County will not exceed a total of $71,250 . No County funds are required. AIDS programs. The testing is funded by the State Office of AIDS which i�p providing this service to HIV infected persons -� who are Y.n)o/t� Meda-Cal el.i.g,wb'e, do not have ,oriv�Ltte iEtis"?Sri1..ance, and who otherwise could not afford this service. Viral Load Testing is important in prognosis and management of antiviral therapy. Three certified and sealed copies of this Board Order should be re turned to the Contracts and Brants Unit. . BACKGROMM/REASON(S) RECO'bMNDATION(S) Since 19$4, Planned: Parenthood has contracted with. the County for laboratory tests, paying a set fee per test The Contractor provides the County with a Medi-Cal sticker for each Medi--Cal eligible client or a State Office of Family Planning (SOFP) Health Access Program (HAP) number :for each OOP client far whorl: a laboratory test is performed. The County bills Medi-Cal clients' tests to :fedi -Cdl and Sb 'P clients' tests to soFp through its billing process . The Sexually Transmitted Disease (STD) program services prodded by> Planned Parenthood under this Agreement are a valuable ' adjunct to the County' s STD efforts and form an integral part of the County' s response to the eDidemic of STD.
