FISCAL:
Per State Department of Education Agreement E3AP-9012 (CalWORKs Stage 3) County to
receive funding in the amount of $277,191.
The Employment and Human Services Department has been contracting with the State
Department of Education (SDI;) for over 25 years to provide child care services under the
State General Fund Child Care and Development Program. These funds serve families who
receive Child Protective Services, teen parents, children at risk of abuse and neglect, children
with special needs and low income families.

RECOMMENDATION:
Accept two donations totaling$40,000 from Meals on Wheels of Contra.Costa, Inc. on behalf of the County Hone
Delivered Meals Program administered by the Public Health Division of County Health Services, to purchase
additional meals for delivery to homebound elders in {Contra Costa. County.
FISCAL IMPACT:
This $40,000 contribution allows the County Home Delivered Meals Program to deliver approximately 26,600
additional meals to the residences of homebound elders throughout the county, serving approximately 106 additional
homebound elders each day. Substantial voluntary contributions from program clients allow the program to deliver
approximately one additional meal for each additional$1.50 in Other contributions or government funding received.
BACKGROUND:
Meals on Wheels of Contra Costa, Inc., formerly Senior Home Delivered Meals l of Contra Costa, Inc., is a
charitable private non-profit coalition of public and private organizations and individuals which was founded in 1990
for the expressed purpose of developing cin-going resources to bridge the gap between available government funding
levels and the need for additional meals to serve the county's homebound elders. Since its inception in 1990, and
including these contributions, Meals on Wheels of Contra.Costa has to date contributed $312,0€30 for the purchase
of approximately 208,000 additional meals delivered to the residences of horn bound elders throughout Contra.Costa
County. Organizations represented on the Meals on Wheels of Contra Costa., Inc. Board of Directors include the
County Office on Aging(Social Services Dept.),County Senior Nutrition Programa(Health Services-Public Health),
County Advisory Council on Aging, Senior Nutrition Program.Advisory Council, West County deals on Wheels,
Inc. and, Senior Outreach Services (aka Family & Community Services, Inc.).
The County Home Delivered Meals Program is the primary provider of"Deals on Wheels" services in Contra Costa
County, delivering more than 800 meals each day to the residences of homebound elders throughout the county via
its network of more that 40 delivery routes which are almost entirely staffed by volunteers. Service delivery is
coordinated regionally in much of the county through contracts with private non-profit community based agencies.

the population of the County by providing an average of 50 meals per
day, fire days per week, for senior citizens In El Cerrito.
Approval of Contract 429-335-1.2 will allow Contractor to provide
services, through June 30, 2000" .

29-441-19 with the State Department of dental Health for the Condi4ticnal
Release Program. The agreement provides monies with which the County
subcontracts with Many Hands, Phoenix Programs, Rubicon,, and a nuzzwer of
board and care homes to provide addJ.tional CCNREP) services
Approval, of Standard Agreement #29-44>1-20 will continue these services
throug June 30, 2000
