I. RECOMMENDED ACTION:
APPROVE the Delta Road Bike Lane Project, and
DETERMINE that the project is a California Environmental Quality Act (CEQA) Class
4h Categorical Exemption.
DIRECT the Director of Community Development to file a Notice of Exemption with
the County Clerk.
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to
Community Development for processing, and a $25 fee to the County Clerk for filing
the Notice of Exemption.

II. FINANCIAL IMPACT:
The estimated project cost is $267,000, funded by Transportation Development Act
(66%), Measure C [34%].
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project consists of the creation of bicycle lanes within existing rights-of-way on
Delta Rd. from Second St. in Knightsen, west to Marsh Creek .
It is needed in order to improve bicycle access between the Marsh Creek Trail and the
community of Knightsen.
The project has been determined to be in compliance with the General Plan and is
exempt from CEQA because it consists of the minor public alteration in the condition
of the land and vegetation and will not result in the removal of any scenic resource.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and
may jeopardize funding.

III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project consists of constructing a traffic signal by drilling foundations, trenching for conduit,
installing pullboxes, installing detector loops, installing vehicular and pedestrian traffic signal
facilities, and other related work. All work will be completed within the public right of way and on
Blackhawk Drive, which is a private road. An easement will be obtained from the Blackhawk
Homeowners Association to install detector loops on Blackhawk Drive. No utility relocation is
anticipated. Excavation associated with the signal project is for foundations, conduit runs and
pullboxes only
This purpose of this project is to construct a traffic signal to provide a higher level of efficiency for
traffic using the intersection.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because the project consists of the construction of a new small facility located on a
previously developed site.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may
jeopardize funding.

The project is located at the intersection of Camino Tassajara and Blackhawk Drive, in the south
county area, near the Town of Danville (Figures 1 — 3).
2. Project Description:
The project consists of constructing a traffic signal by drilling foundations, trenching for conduit,
installing pullboxes, installing detector loops, installing vehicular and pedestrian traffic signal
facilities, and other related work. All work will be completed within the public right of way and on
Blackhawk Drive, which is a private road. An easement will be obtained from the Blackhawk
Homeowners Association to install detector loops on Blackhawk Drive. No utility relocation is
anticipated. Excavation associated with the signal project is for foundations, conduit runs and
pullboxes only.
