IV. REASONS FOR RECOMMENDATION:
Ms. McCormick has sent in a written resignation stating that she accepted a position with an employer

ocated in San Francisco and she noes not reside in Contra Costa County. Ms.McCormick's membership
term was through 9/30/99.
In accordance with the Job Training Partnership Act(DTPA)Legislation, Section 102(22)(f)66any vacancy
in the membership of the Council shall be filled in the sarge runner as the original appointment." Mate
later requires positions to be filled within 60 days;accordingly the Board is acknowledging the resignation
of Ms. McCormick until a new appointment can be made.
Ms.McCormick should be removed the Private Industry Council,Inc. non-profit organization. Individuals
who are no longer members of the PIC are precluded from serving as a director of the noxi-profit
organization.

Mr. Wetter has seat in a written resignation stating that he accepted a position with the Employment&
Human Services Department as Workforce Investment Board Executive Director. Mr. Wetter's
membership termm was through.6(30120M.
In accordance with the Job Training Partnership Act(JTPA)Legislation,Section 1€32(22)( "any vacancy
in the membership of the Council shall be filled in the same manner as the original appointment." Mate
law requires positions to be filled within.60 days;accordingly the Board is acknowledging the resignation
of Mr. 'wetter until anew appointment can be mads.
Mr. Netter should be removed from the private Industry Council,Inc.non-profit organization. Individuals
who are no longer members of the PIC are precluded from serving as a director of the non-profit
organization.

The Contra Costa County Board of Supervisors, by Resolution No. 59/736 on November 14,
1959; determined that Redevelopment Agency staff work with residents and community
organizations during the process of adopting the Rodeo Redevelopment Plan. Upon the
adoption of the Rodeo Redevelopment Plan on July 10, 1999, the Board of expressed its
desire to formally establish a Redevelopment Advisory Committee for the Rodeo
Redevelopment Project Area. Recent appointments to ;lie Rodeo Municipal Advisory
Committee now make the Rodeo Municipal Advisory Committee the appropriate vehicle for
community consultation on redevelopment matters.

In 1951 the Board of Supervisors established a Steering Committee to guide a Specific Plan
study for the Pleasant Hill SART Station Area. The Steering Committee € embership was
confirmed by the Board of Supervisors on August u, 1997, at which time it confirryled the
individual nominees as current members.
The City of Concord has advised that Helen Allen has been nominated to serve as the City's
alternate on the Pleasant bill SART Station Area Steering Committee;

BACKGROUND:
There are currently several vacancies on the Homeless Continuum of Care
Advisory Board. The advisory Board has done an extensive recruitment, has
screened applications, interviewed applicants and asked applicants to attend
meetings of the advisory Board. The advisory Board has made recommendations
to our Committee, which include declaring two seats vacant for lack of attendance,
moving three members from their current seat to other seats to better reflect their
interests and representation. The advisory Board has also recommended adding
two seats to the advisory Board to broaden representation to other groups which
are concerned with homeless issues.
Our Committee met on September 13, 1999, with Ginger Marsh, Chair of the
Advisory Board, members of the staff of the Homeless Programs in the health
Services Department and at bast one prospective member of the advisory Board,
Torn Conrad. We have carefully reviewed the applications that have been received
and the recommendations being made by the advisory Board. We are impressed
with the background, credentials and interest of the applicants that are being
recommended for appointment.
We are, therefore, recommending that the Board of Supervisors tae the above
actions on September 21, 1999, We will recommend appointments to the vacant
seats on September 28, 1999 in order- to allow for posting the vacancies as is
required by law.
