SUBJECT: BYRON AIRPORT— SECOND AMENDMENT TO THE LEASE WITH BYRON AVIATION
SERVICES LIMITED
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director, or his designee, to EXECUTE, on behalf of
the County, a Second Amendment to Lease between County, as Landlord, and Byron Aviation Services
Limited, as Tenant, for land at the Byron Airport.
11. Financial Impact:
This Second Amendment to Lease provides that the tenant will complete certain valuable improvements that
the County would otherwise have to complete.

111. Reasons for Recommendations and Background:
The original lease provided that the Tenant could not refinance its loan until after the completion of Phase
2 of its improvements. The tenant now desires to refinance prior to the completion of the Phase 2
improvements. This Second Amendment to Lease allows the tenant to refinance its loan after the
completion of Phase I of the improvements, in exchange for the Tenant completing certain improvements
at the Byron Airport that benefit the County. Phase I of the improvements was completed in 1998. Phase
2 will be completed in 1999.
IV. Consequences of Negative Action:
The Second Amendment to Lease will not be executed, and improvements benefiting the County Airport
will not be completed.
