Dear Members of the Board of Supervisors:

As you are no doubt aware, it appears likely that the fuel supply center at Qzolmay be closed in
the near future. The location is a key link in the District's plans to connect its existing holdings
in the Carquinez Strait Regional Shoreline and to complete this section of the San Francisco Bay
Trail. The District is very interested in the property and is working with the Federal Government
and Representative George Miller to determine the most appropriate role for the Park District.
This will depend, of course, on a range of issues that are still being resolved, e.g.,necessary
environmental cleanup, condition of the access road, status of the wharf, etc. At this early
stage, the Park.District would appreciate support from the Contra Costa County Board of
Supervisors for potential future use of the facility consistent with the Park.District's baster Plan
and Carquinez Strait Regional Shoreline Land Use Plan, as well as the ABAG Bay Trail Flan.
What makes this location so critical is that it could connect existing Park District properties on
either side of the Grol site and thus permit connecting the regional trail between Crockett and
Martinez. This is a kevr link in the San Francisco Bay Trail and also in the San Francisco Bay
Area Ridge Trail, the two most significant regional trails in the nine county Bay Area. This link
also helps achieve the "trail around the Strait"connecting the Carquinez Strait bridge and
Martinez/Benicia bridge that is a featured element of the Carquinez Strait Resource Plan. That
plan is now being considered by the nine agencies that signed the Carquinez Strait Coordinating
Council Memorandum of Understanding in 1993, including the City of Martinez and Contra
Costa County. For your information,the Park District Board of Directors took'action to accept
and support the Carquinez Strait Resource Plan at its August 17 greeting.
The Bast Bay Regional Park.District asks that Contra Costa County take an action, preferably a
formal resolution, expressing support for transfer of all or part of the Grol facility to control by
the Bast Bay Regional Park District, as appropriate to implement these important regional
objectives, if you wish any assistance in preparing appropriate;material,or have any questions,
