1. RECOMMENDED ACTION:
ADOPT Resolution No.4075 approving the Revised Calculation of Performance Funding System for the Housing
Authority of the County of Contra Costa for the fiscal year ending?March 31,2000,as recommended by the Advisory Housing
Commission.
II. FINANCIAL IMPACT:
HUD will provide funding for the daily operations of the Local housing;Authority Owned Rental Properties.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The calculation of the Performance Funding System for the fiscal year ending March 31,2000 is required by HUD
following the transfer of the City of San Pablo Housing Authority"assets and obligations transfer"'transaction to the Housing
Authority of the County of Contra Costa.
The calculation reflects a total amount of$2,693,537 in Operating Subsidy for the 99/2000 fiscal year. This is an
increase of$137,275 over the original operating budget for the fiscal year ending March 31,2000. Funding of Operating
Subsidy for the 99/2000 fiscal year is projected at 96%of eligibility per HUD instructions as compared to 10;0%funding for the
99/2000 fiscal year.
On September 20th, 1999 the Budget Committee of the Advisory Housing Commission reviewed the calculation of the
Performance Funding System for the fiscal year ending March 31,2000 and recommended its approval by the Advisory Housing
Commission. At its Regular Meeting or Monday,September 20th, 1999 the Advisory Housing Commission voted to
recommend adoption of Resolution No.4075 adopting the Devised Calculation of Performance Funding System for the fiscal
year ending March 31,2000
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to adopt this resolution approving the Revised Calculation of
Performance Funding System for the fiscal year ending March 31,2000,the Housing Authority would not receive the additional
Operating Subsidy funds froth HUED for the additional public housing units transferred from the City of Sar:Pablo. Furthermore,
the Housing Authority would not be in compliance with HUD regulations which require:the submission of Performance Funding
System calculations and the Housing Authority would receive an audit finding of noncompliance with HUD regulations.
