APPROVE and AUTHORIZE the Director of General Services or his designee to contract with C.S.I.
Telecommunications for a maximum amount of$50,000 for telecor mimications engineering services
through.April 30, 2000.'
II, FINANCIAL IMPACT:
The engineering services are budgeted in General Services.

G.S.I. is the engineering firm which provides expertise in the area of radio/microwave and other
telecommunications engineering. G.S.I. provides consulting and engineering services on
telecommunications projects including the digital microwave system., PCGI frequency certifications,
computer room standards, and public safety communication technical evaluations.

Service contract with Group Ipex, Inc., is amended for an additional
amount of$80,000, raising the cap to $249,000, The service contract
terra is extended from August 1, 1999 to February 1, 2000.

APPROVE and authorize County Counsel or designee to execute a temporary legal services
contract with Barbara Rebecca Byrnes for the period from October 1, 1999, through September
30, 2000, at the rate of 52 per hour as utilized.
It, FINANCIAL IMPACT
This contract will be funded from County Counsel revenue from its Retirement Association fee
charges and can be terminated upon three days' notice during its termshould' revenue fee
charges no longer be available.
III, BACKGROUND
The approval of this contract will allow the County Counsel's staff to provide continuity of legal
services for pending Retirement actions during its term.

RECOMMENDATION
Approve and Authorize the Director of Human resources, or designee, to execute e
contract with Cooperative Personnel Services to provide comprehensive technical
human resource consulting services through June 30, 2000 with a payment limit of
$100,000.
ACKGROUND
Currently, the Human Resource Department utilizes the services of Cooperative
Personnel Services to provide a wide range of consulting and support services in the
areas of classification studies, compensation analysis and general)personnel activities.
The approval of this agreement would simplify and streamline the process and expedite
our ability to provide personnel services to our customers.
FISCAL MPACT
The cast of this contract through June 30, 2000, is within departmental budget.
Payment llmit is $100,000.

AMEN-3 Board Order dated March 23, 1999 C.83 and AUTHORIZE the Community Development
Director or his designee to sign the 1999 "Agreement for the Professional Consulting Services of Todd
Sutton.and EBC& Associates for Home Composting Workshops".
FINANCULLMPACT
None to the County General Fund. Cast of services is paid out of solid waste franchise fees.
BACKGROUT�LD_/REASONS FOR RECOMMENDATIONS
The Cities of Antioch, Concord, Pittsburg, Martinez and:Pleasant Hill and the County have contracted with
Todd Sutton and El3C & .Associates in past years to provide for Hone Composting Workshops. The
workshop provides instruction on how to make, maintain and harvest a compost Haile.
The four workshops this year will include locations in various unincorporated areas'ofthe county. The cast
of each workshop was previously stated as $I75 and is now $180 with a total cost of$720. The County
and each city will provide funds to the City of Pleasant 11ill which will then process payments to the
consultant.
The County provides staff and publicity for the workshops and makes compost bins available at discounted
prices. Members of the consortium are able to obtain; slightly lower than normal prices based on the larger
quantity purchases made possible by purchasing as a group. Additionally, free backyard composting books
are given to workshop participants.
