SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSnFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the County Risk Manager to amend the Short Form Service
Contract with Essential Staffing, Inc. to increase the payment amount by $50,000 to a total
$150,000 limit for additional consulting services and workers` compensation staffing services
with no change in contract termination elate.
FINANCIAL IMPACT:
Costs for workers' compensation claims administration services are fended through the
Workers' Compensation Self-insurance Trust Fund.
BACKGROUND/REASONS FOR ECOMMENDATI'ON:
Essential Staffing, Inc. is a firm with special skills involving workers' compensation claims
Services and has provided services to the County since January 5, 1998. The County retained
their services to evaluate workflow in the workers' compensation operation and to assist in the
adjusting of claims because of vacancies due to adjusters being on medical leave and on loan
to Human Resources. Services during this contract period include gaining clericals and
adjusters. on industry-wide workers' compensation claire practices, assisting in the integration of
clerks and adjusters into adjusting teams., providing temporary staffing for a clerical vacancy,
and staffing for a vacancy due to an adjuster being on loan to the Human Resources
Department.

ECOMintENDATION1. APPROVE and AUTHORIZE the Risk Manager to sign Amended Joint Powers Agreement with
Contra Costa Community College District and Contra Costa County Municipal Risk Management
Insurance Authority for the provision of puce officer training and other training.
2. APPROVE payments of up to $15,900 per year for two years from the Automotive Liability and
Workers' Compensation Trust Funds.
BACKGROUND:
In 1997, the County entered into a Joint Powers Agreement with the Community College District and
Municipal Risk Management Insurance Authority for the administration of a driver training simulator
system. Driver training simulators are effective tools for reducing Vehicle accidents. Regional law
enforcement personnel have been the primary users of the simulators, and drivers of fire protection, City
and county Vehicles have also used the simulators.
Training will be expanded for other skills including "perishable skills" that degrade over time unless they
are periodically reinforced, such as training in the various techniques to forcibly control a resisting
suspect.

The California Commission on Peace Officers' Standards and Training (POST) has given a $100,000 grant for
the purchase of a use of force simulator. This grant is conditioned on the Joint Powers Agreement partners
administering the use of farce simulator system. The present Joint Powers Agreement only provides for
administration of driver simulator training. It needs to be amended to provide for administration of training on
use of farce and any additional training for"perishable skills."
The Contra Costa County Municipal Risk Management Insurance Authority and the County Risk Management
have each paid $15,000 per year for the past two years to cover operational and maintenance casts for the
driver simulator system. The training programs will continue to require a subsidy of up to $30,000 per year for
the next two years to subsidize instruction casts and operating expenses. The Contra Costa County Municipal
Risk Management Insurance Authority and Centra Costa County Risk Management will each pay orae-half of
the annual subsidy of up to$30,000 per year for the next two years.
Driver training and use of force training are effective loss control tools. Through a cooperative
intergovernmental partnership, the Joint Powers Agreement administers the program. The Sheriff supports
and endorses this Agreement and expenditure.
FINANCIAL IMPLICATIONS:
The appropriated charges will be paid by the Automotive Liability and Workers' Compensation Trust Funds. It
is anticipated the charges will be offset by reduced costs from liability and workers' compensation claims.

RECOMMENDAT-ION'S:
APPROVE and AUTHORIZE the County Administrator or his designee to execute on behalf of the County a
contract with Dr. Troy Duster in an amount not to exceed $43,000 for the period May 1, 1999 through
September 30, 1999 for Federally required SafeFutures evaluation services.
FISCAL IMPACT:
This contract is included in the current SafeFutures budget(Federal Funds) and will not entail any costs to the
County.
REASONS FOR RE L)MMEN12ATION/BAC KGROUND:
The SafeFutures grant is funded by the Office of Juvenile Justice and Delinquency Prevention (OJJDP;), to
implement various additions and systems improvements in iuvenile justice. The County is currently in the third
of five years of funding. Because the SafeFutures program is a demonstration grant, OJJDF requires the
completion of a local evaluation of grant implementation activities and program outcomes. Or. Troy Duster,of the
Institute for the Study of Social Change, U.C. Berkeley has been the local evaluator. The contract authorized
herein will pay for the third year evaluation of SafeFutures.
CONSEQUENCES OF NEGATIVE ACTION:
The local evaluation is a requirementby OJJDP and continued receipt of the SafeFutures funding is conditional upon
completbn of a local evaluation each year.

a standard contract Amendment Agreement with James La Miller, increasing the
contract payment limit to $65,000, to continue providing technical human resource
consulting services through June 30, 2000.

The Human Resources Department Is currently utilizing the services of Jaynes tee miller
to provide a wide range of support services, including developing, organizing and
conducting in-house training programs for new Human Resources Analysts in areas
such as examination format, recruiting, affirmative action, interpretation of the
Personnel Management Regulations and ether specialized personnel activities as
requested by the Director of Human Resources. The approval of this amendment
agreement would enhance our agility to provide personnel services to our customers.
EISCAL IMPACT
The cost of this contractthrough June 30, 2000 is within departmental budget.

A. APPROVE a Fifth Amendment authorizing extra work under the Consulting Services
Agreement dated October 23, 1996, with Ted L. Smith, Civil Engineer, for construction
management services during removal and replacement of underground fpuel storage tanks at
twenty County fire stations. The Fifth Amendment increases the scope of services and increases
the Payment Limit, as modified by the First, Second, Third, and Fourth Amendments, from
$25,000.00 to$27,500.00, an increase of$2,500.00.
B. AUTHORIZE the Director of General Services to execute the Fifth 'Amendment to the
consulting services agreement, and to issue written authorizations for extra,work, in addition to
the authorization for the Fifth Amendment, provided that the cumulative total extra cost for such
additional authorizations shall not exceed$2,500.00.
II. FINANCIAL 'IVMPA-CT
Sufficient funds are available for this project to cover this increase in the Consultant's payment limit.

to accomplish additional subsurface investigation of ground water contamination, as ordered by

1. Effective Bate and Pa 'es: :Effective September 21, 1999, Ted L. Smith,Civil Engineer(herein called"Consultant), a sole proprietor, and the
County of Contra Costa(herein called"County") a political subdivision of the State of California,mutually agree as follows:
2. Pte: On October 23, 1996,the parties entered into a contract entitled"Consulting Services Agreement;'referred to as the"Agreement,"which
covers civil engineering and project management services for removal and replacement of underground fuel tanks at thirteen fire stations for the
Contra Costa County Fire Protection District. The Agreement previously has been amended as follows: First Amendment dated November 18,
1997; Second Amendment dated March 3, 1998; Third Amendment bated July 1, 1998; and Fourth.Amendment dated December 1, 1998. The
parties desire to further amend the Agreement to expand the scope of service and to increase the payment limit accordingly.
3. Amendments-to Agreemen :
A. In accordance with Section 14 of the Agreement,provide the following extra service. Provide additional constriction management services
required to accomplish additional subsurface investigation of groundwater contarnination at Fire Station leo. 12 in Martinez and Fire Station
No.69 in El Sobrante,as directed by the Regional dater Quality Control Board.
B. In the Agreement,Section 3(e),as modified by the First,Second,Third,and Fourth Amendments,change the Payment Limit from$25,000.00
to$27,500.00,an increase of$2,500.00. This change shall apply to charges from and after May 1, 1999.
C. The completion bate as shown in Section 1(f},as modified by the Fourth Amendment,is changed from April 30,1999 to December 31, 1999.
4. Effect:
Subject to the revisions made by this and any prior amendments,the Agreement shall remain in full force and effect.
