APPROVE and AUTHORIZE the County Counsel to execute, on behalf of the Contra
Costa County, an agreement for legal services with Wendel, Rosen, Black & bean (Les A. Hausrath)
for legal services in connection with assigned County condemnation matters.
SISAL IMPACT
None to the County. Payment pursuant to this contract, vary with services rendered in
assigned uses. Payments under this contract are charged to the pertinent project account.
Acquisition costs (including legalfees)for hatters initiated in conjunction with the Contra Costa
Transportation Authority(CCTA) and are 100% reimbursed from CCTA (Measure C. Bands).
BACKGRQ1-tNL)IREA ONS FOR RECOMMENDATIONS
The Public Works Department is involved in various projects in the County which
require the acquisition of real property. These projects include the Mate Route 4 East Project in the
Pittsburg area and the Mate Route 4 West Cap Project in the Hercules area, both of which are
funded by the Contra Costa Transportation Authority. Les A. Hausrath, with the law firm of Wendel,
Rosen, Black& Dean is experienced in eminent domain matters and has previously represented
public agencies, including the Cities of Fremont and Vallejo and the East Bay Regional Park District,
in Such matters. The Public Works Department recommends, and County Counsel concurs that the
services of lir. Hausrath be retained. The term of this contract extends through the completion of all
assigned' eminent domain actions.

RECOMMENDATION:
APPROVE and AUTHORIZE the County Administrator, or designee, to execute contract with
County Office of Education Neighborhood Youth Corps, 1 the amount of$31,600 for recruitment
of thirty high dsk and at-risk students enrolled in the Otto Diablo Unified School District and Central
County Community Schools to be placed in part-time employment in businesses participating in
the Business Leaders'Afliance Job Internship Program from July 1, 1999 through June 30, 2000.
R CIS ND:
The County Office of Education NYC recruits high risk and at-risk students enrolled in the Mt.
Diablo Unified School District and Central County Community Schools and places them in part-
time
art-ti e employment in businesses participating in the Business Leaders' Alliance'Job Internship
Program.
Current participating companies in the Business Leaders'Alliance are Lesher Communications,
Inc., Sunset Development ompany, Reynolds and Brown; John Muir Medical Center, The;;
Mechanics Bank, Anchor pacific Underwriters, Inc., Taylor Made Office Systems, Inc., Tosco,
Shell Oil, Pacific Bell, and Contra Costa County.
Since October 1997{ the County has provided the administrative foundation for part-tire job
internships in businesses participating in the Business Leaders' Alliance. The Neighborhood'
Youth Corps is very experienced in working with volunteers and at-risk youth and has done an
excellent job. This Board Order authorizes the continuation of the Business Leaders'Alliance job
Internship program for 1999.20 fiscal year.

_ MPACT STATEMENT.
This is an excellent opportunity for at risk students to gain skills in the work environment that will
be beneficial to them in the future. Not only are these students gaining meaningful Shills but also
receiving payment. Economic self-sufficiency by providing employment is crucial in keeping youth
away from crime. Expected program outcomes are reduction in crime and increased employment
opportunities.

L RECOMMENDED ACTION:
Approve and aphorize the Sheriff coroner, or his designee, to execute on behalf of the County, contract
with John A. " ontagh, for Rangemaster/Armorer/Instructor services for the period of September 1, 1999
to August 31, 2000.
IL FINANCIAL IMPACT:
Continued county funding in an amount not to exceed $53,200 for this service is included in the Office of the
Sheriff's budget. This is an ongoing function.
Ill, REASONS FOR RECOMMENDATION/BACKGROUND
The Sheriff's Office contracts with Los Medanos College, Martinez Adult School and other Police Agencies
for use of the Sheriff's Range. These contracts depend on an on-site coordinator, for the realization of their
goals. The safety of persons and property is the responsibility of the Rangemaster.
The Sheriff's Office is currently transitioning from revolvers to semi-auto pistols. `These firearms require
regular annual maintenance.'An expedient method to maintain these firearms is to perforin the maintenance
at the range coordinating it with the Annual Firearms Training. This method requires ars armorer on the
premises.
The Sheriff's Safety personnel must train and qualify with firearms on a semi-annual basis. During FY 97/93
Professional Standards and Resources scheduled over 150,000 man hours of firearms training, utilizing four
ranges.When firearms are being used on more than one range simultaneously a Rangemaster is necessary,
Mr. Montagh has been instructing firearms for the Sheriff for more than ten years and has acted as
Rangemaster for over two years,
IV. CONSEQUENCES OF NEGATIVE ACTION.
Negative action on this request would' lessen the Sheriff's ability to meet mandated legal requirements for
Peace Officers(in regards to Firearms Training) and would increase the County's liability for daily activities
at the Sheriff's Range. Fends provided by`Outside Agency' contracts would be reduced or last,

RECOMMENDATION:
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute on behalf of the
County a contract with Tri-County Extradition, Inc, not to exceed $120,000 for the provision of
prisoner and fugitive transportation to Contra Costa County adult detention facilities for the
period October 1, 1999 through September 30, 2001.
FISCAL IMPACT:
Tri-County Extradition has been providing these services for the Sheriffs Office under a
previous contract. Transportation of prisoners and fugitives is required in certain instances. The
use of the Contractor provides a cast savings in comparison to oasts associated with use of
County staff, Funding is budgeted for the contact.
BACKGROUND:
On a regular basis prisoners mast be transported among various state and>local detention
facilities within and outside the stag. This is a routine responsibility of the County or done for
the convenience of the State at its expense. On a less frequent'basis, fugitives must be
transported from out-of-state to Contra Costa County, and the expense of Deputy Sheriffs`
escorting fugitives would be extreme. Tri-County Extradition provides qualified staff and
transportation services to ensure timely delivery of prisoners and fugitives at a reasonable cost
to the County.
CONSEQUENCES CE NEGATIVE ACTION:
Without this Contracted service, County personnel would have to be directed to this function at a
greater cost.

APPROVE and AUTHORIZE the Sheriff Coroner, or designee, tea execute, on behalf of the County,
a one year contract extension with Canteen Corporation to provide vending and commissary sales to imnates
at the County adult detention facilities for the period November 1, 1999 through October° 31, 200€.
FISCAL LIMPACT:
There is no fiscal impacton the County. This contract provides revenue to the Inmate Welfare Fuad, with
no County or Inmate Welfare Fund expenditures. The commission rate on sales over$1,100,000 per year is
increased from 26% to 31%.
BACKG-
Under the tees of tate contract the Sheriff retains ultimate and ongoing control over the operation of vending
and commissary sales to inmates while relieving staff of the daily operational functions of this service. The
existing four-year contract with Canteen Corporation was competitively bid, and services have been
satisfactory. The current contract provides a commission of 26%on all net sales;the one year-extension would
increase the commission to 31% for sales over $1,100,000. The service will be rebid in 2000.

If the contract is not extended Sheriff's Office staff would be required to devote additional time to provide
personal:items and snacks to inmates, and the revenue generated by the contract for the Imnate Welfare Fund
would be lost.
