SUBJECT- APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to contract with the Center for Human Development (# 21-304-7) in the amount of$129,854

RECO-M- NTIENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
the Center for Human Development (# 21-304-7) in the amount of$129,884 for Family Preservation. and
Support services in :"forth Richmond for the period.. from September 1, 1999 through August 31, 2000.
FLNA.N"NCIAL IMPACT:
No County cast. The program is funded 1003%by the Federal Family Preservation and Family Support Act.
.Any increases in contract limits through amendments will not include any County cost without further Board
action.
CHILDREN'S IMPACT Y STATEMENTT:
The program supports all five Contra Costa County community outcomes: "Children Ready for and
Succeeding in School"; "Children: and. 'Youth Healthy and Preparing for ProductiveAdulthood"; "Families
that are Economically Self-Sufficient"; "Families that are Safe, Stable and Nurturing"; and "Communities
that are Safe and. Provide a High Quality of Life for Children and Families," FPSP provides a comprehensive
continuum of services to children and families including: information and referral, in-home support; outreach
services for youth;community development; employment and job skills training; parenting classes; and support
groups for parents and relative caregivers.
The Board approved the three-year Family preservation and Support Program (FPSP)plan on .lune 15, 1999, as
approved by the Executive Committee of the Policy Forum.
The Employment and Human Services Department(EHSD)will continue its Family Preservation and Support
Program (FPSP)through its collaboration of community-based providers, which currently include the Pittsburg
Pre-School Council, uttered. Women's Alternatives, the Center for Human Development, and the YMCA of
the:East Bay. Each collaboration focuses on developing and strengthening community resources,

of services as the Independent Living Skills Program Educational Specialist for the
period from October 1, 1999 through June 30, 2000. (Contract#21-483-3)

RECO MIENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director', or designee to contract
with Ms. Linda Adams in the amount of 34,300 for the provision services as the Independent Living
Skills Program Educational Specialist for the period from October 1, 1999 through June 30, 2000.
`III NNCIAL IMPACT:
No County funds. This contract is funded 100% with Federal Independent Living Skills Program
funds.
The Independent Living Skills Program (ILSP), through the use of contract services, provides service
to foster children age 16 years and over, aiding then in transition to emancipation and adulthood'.
The Educational Specialist collaborates with Contra Costa Employment and 'Human Services
Department staff to meet the educational needs of ILSP participants. The services include, but are
not limited to recruiting tutors, ensuring that students remain on trach to graduate, and provide
assistance with all aspects of the college application process.

BACKGROUND.
The Independent Living Skills Program, through the use of contract services, provides services to
faster children age 16 and over, aiding them in transition to emancipation and adulthood. The
Program Services Coordinator assists in the development of the yearly program and coordinates the
work of ether contractors and other service providers.

No County funding is required. 'These contracts are funded through an existing Interagency
Agreement between the County and the Contra Costa Community College District (CCCCD).',).

REASONS FOR RECOMMENDATIONS/BACKGROUND:
The CCCCD receives funding from the State to provide state preschool services. Since 1994 the
CCCCD has contracted with the County to provide direct preschool services as well as
administrative oversight and support to community-based organizations (CBOs) who also provide
said. services. The move--listed CROs contract with the County as Expanded State Preschool
Delegate Agencies.
Approval of these contracts will allow the Community Services Department to continue to provide
preschool services for approximately 250 program-eligible children in the communities of
Pittsburg, Antioch, Martinez, Richmond, 'Concord, and Bay Point.
