FINA'-CIAL IMPACT: Total County cost is $14,575, with the balance ($44,625) corning from state and federal sources, including: the Federal Family Preservation and Support Program, the Family Enhancement Collaborative, the Independent Living Shills Program and Child Welfare Services. BACKGROUND: During the past several years, contracted Child Welfare Service programs, which enhance core ;mandated services, grew substantially in terms of both allocated funding and the number of community-based providers. The Board first approved a contract with Mr. Puddenhagen on September 1, 1995. This contract will allow Mr. Puddenhagen to continue to provide technical assistance, program monitoring and evaluation, public bid process management, and monitoring of contractors and program outcomes for the Federal Family Preservation and Support Program (EPSP), the Kinship Support Services Program, the Independent Living Skills Program (ILSP), and others. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND SAND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Hunan Services Director, or designee, to contract with the YMCA of the East Pay-West Contra Costa Branch (# 21-347-5) in the amount of$129,884 for Family Preservation and Support services in Coronado for the period from September 1, 1999 through August 31, 2000. FINANCIAL IMPACT: No County cost. The program is funded 100/®by the Federal Family Preservation and Family Support Act. Any increases in contract 'limits through amendments will not include any County cost without further Board action. CHILDREN'S IMPACT S'T'ATEMENT: The program supports all five Contra Costa County community outcomes: "Children Ready for and Succeeding in School"; "Children and Youth Healthy and Preparing for ProductiveAdulthood"; "Families that are Economically Self-Sufficient"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High (duality of Life for Children and Families." EPSP,provides a comprehensive continuum of services to children and families including: information and referral; in-home support; outreach services for youth; community development; employment and ob skills training, parenting classes; and support groups for parents and relative caregivers. BACKGROUND: The Board approved the three-year Family Preservation and Support Program (FPSP)'plan on June 15, 1999, as approved by the Executive Committee of the Policy Forum. The Employment and Human Services Department(EHSD) will continue its Family Preservation and Support Program (EPSP)through its collaboration of community-based providers, which currently include the Pittsburg Pre-School Council,Battered Women's Alternatives, the Center for Human Development, and.the YMCA of the East Bay. Each collaboration focuses on developing and strengthening community resources.
