View douse Supported Transitional Diving Program to provide shelter and support services for homeless individuals and families in Central County. On October 6, 1998 , the Board of Supervisors approved: Contract #25-005-7 with Shelter, Inc. for the period from September 1, 1998 through August 31, 1999, to provide shelter and support services for homeless individuals and families in Central County. Approval of Contract Amendment Agreement #25-005-8 will allow the Contractor to continue providing services through October 31, 1999 . Approval of Novation Contract #24-927-2 with Asian Paci'f'ic Psycholog4 cal Services SPECIFIC QUES TIS)OR RECOMMEN DA'#IONIS)&BACKGROUND AND JUSTIFICATION REGOMMENDATION S) : Approve and authorize the Health Services Director or tris designee (Donna Wigand) to execute on behalf of the County, Novation Contract #24-927-2 with Asian Pacific Psychological Services, in the amount of $149,450, for the period from July 1, 1999 through ,Tune 30, 2000, to provide school and community based mental health services for ?fedi-Cal eligible Asian children and families enrolled in the Early and Periodic Screening, Diagnosis, and Treatment (EPSDT) Program. This Contract includes a six-month automatic extension through December 31, 2000, in the amount of $74,725. FISCAL IMPACT, This Contract is funded 51.5% by Federal FFP Medi-Cal Funds and 48.5% by State EPSDT Funds. No County funds are required. CHILDREN'S IMPACT STATEMENT: This Mental Health EPSDT Program supports the following Board of Supervisors , community outcomes. "Children,Ready for and Succeeding in School" ; "Families that are Safe, Stable, and Nurturing" ; and "Communities that are Safe and Provide a High Quality of %if+e for Children and Families" . Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAMAS) BACKGRCtUNDIREASOH(S) FOR RECOMMENDATION(S): This Contract-, meets the socia' needs of County's population in that it provides school and community based mental health services, including: assessments; individual' , group and family therapy; medication support; case management; outreach; and ;crisis intervention services, to an underserved Asian population and will result in greater home, community, and school success. On December 1, 1998, the Board of Supervisors approved Novation Contract #24-927-1 with Asian. Pacific Psychological Services for the period from July 1, 1998 through June 30, 1999 (which included a six-month automatic extension. through December 3 ., 1999) to provide school and community based mental health services to Medi-Cal eligible Asian children and families enro"pled in the EPSDT Program. FISCAL IMPACT: This Contract is funded 100% by County Funds. The Shelter Plus Care Program provides housing and support services to homeless individuals with rental health, substance abuse, or HIV/AIDS disabilities. This Contract meets the social ;seeds of County's population in that it provides coordination of housing and support services to County's homeless population. FISC:Al IMPACT This Contract is funded as follows: $ 21,254 Federal Plock Grant Funds 1,548 County Funds $ 34,062 Total Camtract Payment Limit CHILDREN'S IMPACT STNr This Alcohol. and Drug Abuse treatment program supports the Board of Supervisors, ;'Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcomes by providing individual, group, and family counseling; substanceabuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased :knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources, and increased school and community support for youth'and parents in recovery. This Contract meets the social needs of County°s population .in that it provides a specialized Substance Abuse Treatment (SAT) program so that addicted youth are provided an opportunity to recover from the effects of alcohol and other drug use, become self- sufficient, and return to their families and communities as productive individuals. On June 22, x.999, the Board of Supervisors approved Contract #24-443-12 with Adolescent Treatment Centers, Inc. , for the period from April 1, 1999 through June 30, 1999 for the provision of an augmented adolescent residential chemical dependency treatment program at its Thunder ?load facility in Oakland. The Department anticipated completion of an RFP process and selection of a vendor no later than Jane 30, 1.999, however, the RFP process has taken longer than expected.
