Solano School of Nursing Assistants, Inc- (3414)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGI RUND AND JUSTIFICATION
1. RECOMMENDED ACTION.
Authorize the Director, Employment & Human Services Department, or his designee to.
(1) Execute on behalf of the County a standard form Vocational Training Agreement
(#3414)with Solana School of Nursing Assistants, Inc. 1334 Springs Road, Vallejo, CA
94591 for the tern beginning August 15, 1999 and ending gone 34; 2044 to provide
vocational training to individually referred Job Training Partnership Act (JTPA)
participants for fees as specified in said agreement; and,
(2) Execute additional standard form Amendment Agreements with the above referenced
institution as may be meed for periodic revisions such as adding or deleting a training
course, changing the tuition fees or to comply with charges in State or Federal
regulations.
11. FINANCIAL IMPACT:
None, one hundred percent federal funded.
111. CHILDREN IMPACT STA EMENT,
This contract is to provide vocational training to appropriate DTPA eligible participants. This
will support the third outcome — Families that are economically self-sufficient.
IV. REASONS FOR RECOMMENDATION:
Allocation of Job Training Partnership Act(DTPA) funds for County's overall JTPA Vocational
Training Programs for 1998/99 was approved ; Board on June 2-2, 1999.

SUBJECT: APPROVE and AUTHORIZE the Employment and. Human Services Director, or designee,
to contract with. Mr. Duane Stevens (#21-548) in the amount of$36,000 for Staff Development
Coordinator services, for the period from. August 30, 1999 through February 29, 2000.
SPECIFIC REQUEST(B)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
Mr, wane Stevens (#21-548) in the amount of$36,000 for Staff Development Coordinator services, for the
period: from August 30, 1999 through February 29, 2400.
FINANCIAL IMPACT:
County cost is $7,200(20 percent),with state funds of$28,800 (80 percent)making up the remainder.
BACKGROUND:
The Employment and Human Services Department requires additional staff support to meet staff training needs.
The Staff Development Coordinator will develop, implement,coordinate and oversee ern ployee training
programs. This contract will allow EHSD to staff an interim position while the Department develops a list of
applicants to fill the position on a more permanent basis.

Central Centra Costa One Stop Career Center Services:

1. RECOMMENDED ACTION:
Authorize the Director, Employment and Human Services Department or his designee, to
execute on behalf of the County standard form Job Training Partnership Act (DTPA) contracts
with various service providers (Contractors) as specified in the attached "JTPA Central Contra
Costa One Stop Career Center Specifications Chart"for the terra beginning July 1, '1999 and
ending Jure 30, 2000 and for payment limits indicated therein, subject to approval by County
Counsel as to legal form,

At its meeting of June 21, IS99 the Private Industry Council (PIC) approved continuation of
specified service providers for the Central Contra Costa One Stop Career Center.
These contracts will provide employment and training services for adults, In and out-of-school
youth, older workers and dislocated workers in a One Stop Career Center setting serving the
Central Contra Costa County area.

By its action can February 23, 1999, the Bard of Supervisors approved execution of a Contract
with Alameda County Private Industry Council for the perm July 1, 1993 to June 30, 1999 with
a payment limit of$139,360 in order for the [after agency to provide services to Welfare-oto-Work
eligible CaIWORKG clients through EASTBAY Works Cine-Stop Career Centers in their
jurisdiction as part of a regional collaboration to provide an integratedworkforce development
system.
The State of California Employment Development Department authorized extension of Contra
Costa County Private Industry Council's Regional Workforce preparation and Economic
Development Act grant to a revised end date of December 31, 1999.
