Environmental Engineering Assoc.Consulting Services Agreement for Misc.Soils Investigations for the State Route 4
West GAP Project
September 21, 1999
Page 2
III. Background and Reasons for Recommendations:
On behalf of the Contra Costa Transportation Authority, the Public Works Department
is involved in the State Route 4 West GAP project which requires soils investigation for
the septic system replacements. This contract amendment will increase the payment
limit for this contract from $50,000 to a new payment limit of $100,000. The Public
Works Department recommends that the services of Environmental Engineering
Associates be used on this project. The amount of work and complexity of the soils
investigation and septic system replacement was far in excess of what was originally
estimated. The term of this Agreement extends through the completion of the project.
IV. Consequences of Negative Action:
An incomplete assessment of the impact of the project on septic systems of properties
which the County needs to acquire on behalf of the Authority could result in substantial
financial risks associated with contamination problems.
