Recommended Action: APPROVE and AUTHORIZE the Public Works Director to execute, on behalf of Contra Costa County, a Consulting Services Agreement Amendment with Environmental Engineering Associates increasing the limit from $50,000 to $100,000 for various services in connection with the State Route 4 West GAP Project soils investigation and septic system replacement matters. II. Financial Impact: Varies with services rendered. Payments under this contract are charged directly to the State Route 4 West GAP project and funded by the Contra Costa Transportation Authority. Background and Reasons for Recommendations: On behalf of the Contra Costa Transportation Authority, the Public Works Department is involved in the State Route 4 West GAP project which requires soils investigation for the septic system replacements. This contract amendment will increase the payment limit for this contract from $50,000 to a new payment limit of $100,000. The Public Works Department recommends that the services of Environmental Engineering Associates be used on this project. The amount of work and complexity of the soils investigation and septic system replacement was far in excess of what was originally estimated. The term of this Agreement extends through the completion of the project. IV. Consequences of Negative Action: An incomplete assessment of the impact of the project on septic systems of properties which the County needs to acquire on behalf of the Authority could result in substantial financial risks associated with contamination problems. Effective on September 21, 1999, Contra Costa County (herein called "PUBLIC AGENCY"), and Environmental Engineering Assopiates, (herein called "CONSULTANT"), mutually agree as follows: 2. PURPOSE. The parties desire to amend that agreement they entered into effective January 11, 1999 entitled, "Consulting Services Agreement", to provide payment for additional work furnished to the Public Agency. 3. AMENDMENT. Said agreement is hereby amended as follows: 1. d. Completion date: Change from "December 31, 1999" to "December 31, 2000." 1. e Increase payment limit from "$50,000 to $100,000." 4. EFFECT. Except for the amendment agreed to herein, said contract remains in full force and effect. Recommended Action: APPROVE and AUTHORIZE the Public Works Director to submit a 1999/00 Transportation Development Act Grant Application for the Bicycle Safety Education Program. The Contra Costa County Health Services Department administers the program. It. Financial Impact: There will be no financial impact to the General Fund. The Bicycle Safety Education Program is funded by this and other grants.
