Correll Foundation to fund tenant improvements, archictect ral casts,furnishings and medical equipment at the North Richmond Center for Health and the Forth Richmond Family Service Center, EISCA'L IMPACT. Eden Housing, Inc., is the non-profit developer who is serving as the fiscal agent for these grant monies. The services provided in this grant will further the goal of increasing access to and integration of key services for families living in distressed neighborhoods. Pascalli, Jr. ) , to execute, and behalf of the County, Standard Agreement #28-636 (State #6022-9) with the Governor' s Office of Emergency Services, in the amount of $98, 704, for the period from August 2, 1999 through March .31, 2000, to assess the Y2K readiness of businesses handling' hazardous ' materials in Contra Costa County. FISCAL IMPACT The State will reimburse the County monthly for actual personnel and direct costs incurred by County in performing the services under this agreement, but not to exceed a total funding ''amount of $98 , 704 . No County funding is required. BACKGROUND O REASON(S) FOR RECD R AT I C N(S) . In February, 1998, the Governor signed executive order D-3-99 ` mandating the State accomplish by all means necessary the assessment of facilities handling hazardous materials for Y2K> compliance . State agencies have all been involved in these ' assessments and have �acknowledged that they need to utilize resources of local agencies to complete these assessments . Under the terms of this agreement, the Department ' sHazardous ' Materials ' Division will ; 11) conduct assessments of the possibility of release of hazardous materials by approximately 250 businesses on a list comprised by the State because of Y2K non- readiness; (2) add any business that should beincluded; (3) query the remaining businesses on their Y2K readiness plan and implementation; (4) conduct inspections of those facilities suspected to be at high risk and not acting in good faith to address their responsibilities; and (5) after notifying, the State, take appropriate and legally available action to eliminate the risk and prevent an accidental. hazardous material release by facilities and handlers not identified as being Y2K ready, `.Three certified and sealed copies of this Board Order should be returned to the Contracts and Grants Unit . Renewal Application describes service program charges which are necessary for the County to remain eligible to continue to rece,ve this $1,421,034 Federal Grant Allocation, and presents a plan and detailed provider budgets for use of these funds. No County matching funds are required. The Federal "Substance Abuse and Mental Health. Services Administration" (SAIM SA) Grant Program: utilizes the Federal Granit funds for integrated systems of care to nerve the target populations of adults and older adults who are seriously and persistently mentally ill and seriously emotionally disturbed (SED) children and youth. While approval, of this document does not obligate the County to make any expenditures, submisslon and approval by the State are required in order for the County to receive these Federal Grant Funds from: the State in FY 1999-2000. .7n order to meet the deadline for submission, the document has been forwarded to the State, but subject to Board approval. May 1, 1998 through June 30, 2000, for the County' s participation in the Healthy Families Program. The Healthy Families Programa provides low income children and young adults through the age of nineteen with low cast health insurance. For a minimal monthly pre—Lum., eli gi.ble children can enroll in: the Contra Costa;Heal th Plan and receive full health care coverage . The purpose of t1h s Amendment is to add provisions fog the Contra. 'Costa Healtr Plan to provide health care services to eligible infants under age one in -tae Healthy Families Program and establish rates of payment these infants .
