No impact to the General F-urid. The Management Program for the former Southern Pacific Right
of Way(Iron Horse Corridor) is iointly funded by the Southern Pacific Right of Way Trust Fund and
the Redevelopment Agency.
1IL Reasons for Recommendations and Bgpkground.:
The County owns and maintains the former Southern Pacific Right offay, also called the Iron
Horse Corridor, from Concord south to the Alameda County line, The County used a State
transportation grant to purchase the Right of Way. The grant was specifically for purchasing
abandoned railroad corridors to preserve them for a mass transit facility. 'There are no plans to
develop transit within the corridor at this time. However, to comply with the state grant
requirements. the County manages the right of way to preserve the opportunity in the future. We
have allowed other compatible uses such as the Iron Horse Trail and underground utilities within
the right of way.
In response to a nurnber of requests from citizens to landscape within the corridor, the County
Board of Supervisors directed the Public Works and Communitty Development Departments to
develop a management program for the former Southern Pacific Right of Way from Concord to
the Alameda County line, One objective of the management program is to evaluate the feasibility
of landscaping within the ;right of way.
The Board of Supervisors authorized Supervisors Gerber and DeSaulnier to appoint a citizen's
advisory committee composed of representatives from Concord, Pleasant Hih, Walnut Creek,
Alamo, Danville, San Ramon, Supervisor Districts 3 and 4 and the East Bay Regional Park District
to work with County staff to develop the management program. Staff and the Advisory Committee
selected a consultant to develop the Landscape Element of the Management Program which has
guidelines for planting within the right of way, including a recommended plant list and a permit
process. The Administrative Draft of the Landscape Element is under review and has been
distributed to all of the jurisdictions represented on the Advisory Committee as well as to the
lcense and lease holders within the corridor.

The Transportation, Water and Infrastructure Committee will not have a chance to review and
provide input on the Management Program.

If the State Coastal Conservancy awards the grant,the Flood Control District participation in the project will
be ftom Flood Control Zone I Funds to cover the cost for flood control planning engineering. The Zone
I cost share Is estimated to be$10,000. The total grant application is for$100,000, of'which$50,000 will
be matching fi--ids. The City of Brentwood, East Bay Regional Park District, and Michael Griffith
(property owner)will contribute the balance of the match.

111. .seasons for Recommendations and Background:
The City of Brentwood, East Bay Regional Park District, Michael Griffith (property owner), and Flood
Control District are working together to develop a Marsh geek Enhancement Project in Brentwood. The
initial goals developed from this consensus planning effort are:
1. Enhance the Brentwood open space network and increase the use of the East Bay Regional Park District
trail along Marsh geek by creating a 5-acre park on the eastern portion of the Griffith property next to
Marsh geek. Provide an accessible natural open space for both formal and informal education about
nature's processes, for public recreation, and for relaxation and refuge from the suburban congestion.
1 Restore the original Marsh geek riparian habitat and wetlands that were Inst when the creek was
diverted and straightened for flood control purposes in the 1960's.
3. Establish a wildlife preser✓e to foster habitat and ecosystems native to the Mt. Diablo Region, which
will protect,nurture, and preserve endangered habitat, ecosystems and ecologically important species
for nature generations.
4. Increase the flood protection on this reach of Marsh Creek to 100-year.
5. Improve water quality in Marsh geek by constructing a wetland area that will act as a filter anal increase
retention time of water from the watershed.
This grant will request additional funds to pay for the above items which are normally not included in
conventional flood control projects.
By participating in this grant application,the District is agreeing to work with the other participants toward
completing a plan to develop a nutually beneficial project. A condition ofimplernenting the plan will be
to provide adequate fording sources for the District's share of both. the project irnplenentat5on costs and e
long-term.maintenance costs.

M. REASONS FOR RECOMMENDATION/BACKGROUND-
The

El Capitan Drive through the use of bioengineering techniques. The project will be the hands-
on construction segment of a five day bioengineering workshop sponsored by the Mood
Control District and the Urban Creeks Council. The workshop will begin on September 15,
1999 and is a follow-up to the geek and Watershed Symposium that was held is April.
The project is needed in order to stabilize the streambank and protect the bridge abutment on
El Capitan Drive.
The project has been determined to be in compliance with the General Plan and is exempt
from CE S. because it will involve the minor alteration of existing facilities, The repair will not
involve an expansion of use beyond that previously existing, nor result in the removal of any
scenic resources.
IV. CONSEQUENCES OF NEGATIVE ,ACTION:
Delay in approving the project will result in a delay of design and construction and may
jeopardize funding and implementation of the bioengineering workshop.

2. Project Description:
Work associated with the project will indude the stabilization of a 70-foot long eroded section of Sari
Ramon Greek. The repair will inciude the minor grading of the vertical face of the eroded area to
reduce the slope and facilitate planting. The vertical slope will be graded to an approximately ,l.
to I siope. Erosion control fabric will be installed over the exposed soil and the area will be planted
with willow stakes to stabilize the bank, All equipment will operate from the top of bank, and slit
fencing will be placed below the construction area to block displaced soil from entering the creek.
The U.S. Fish and Wildlife service has issued e determination that the project will not likely result
in take of red-Tagged frog.

GENERAL CONSIDERATIONS:
1. Location,
The project is located alor;g San Ranson geek between Chaney road and Livorna Road in the
central county area r=ear the Town of Alamo(Figures f -3).
Z Project Description, Work associated with the project will Include the repair of five slipouts
along the east and gest banks of San Ramon Greek. The fiat site consists of the repair of an
eroded area surrounding ars outfall that discharges into San Ramon Greek. The evaded area w;i
be repaired by ccattlmg back the protruding outfa€i and installin=g willow ba=sh layering to stabilize
the bar=ks. Repair of the second site will consist of placing a metal pipe around an exposed
irrigation lir=e to ensure that the line is not washed downstream during high flows. xVIilovw stakes
will then be installed along the o Wde edge of this area to f=ather,protect he imgation line as well
as to provide a visual screen for the metal pipe. The third site is Underlain with sandstone and
will require the installation. of approximately 130 yd' of rook slope protection. The rock slope
protection Wil be keyed in to the Led of the creek channelto€ aximize the stability of the repairo
In order to protect the remaining exposed soil along the upstream;toe of the s€pouts wiliaw stakes
will be planted.The fourth site consists of an area that has eroded to form two separate benches
along the bank. T-?-..e vertical face of the upper bench will be graded to reduce the slope and
facilitate planting. Roth benches will be planted per the mitigation plan for the Sam Ramon Greek
Channel improvement Project. The fifth s e consists of an eroded area to be stabilized through
the planting of willaw stakes. If fids are present at the site to be repaired with rock slope
protection, the work area will be deiwatered and flows wiil be diverted around the construction
zone to ensure contindous flows downstream of the wor.<area.. Vegetation in the vicinity of the
five sites consists pdrnadiy of grasses that were hydroseeded following completion of P;ase l of
the San Ramon Creek Channei Imnprovement project as well as adjacent mitigation plantings from
Phase 1, At all five sites,the work will impact the minimum amount of vegetation possible.

Project Description; Work associated with the project will include the repair of five siipou4.s along the east and west banks of Sari
Ramm Creek. The Ernst site consists of the repair of ars eroded area surrounding an outfall that discharges into San Ramon Creek.
The eroded area will be repaired by cutting tack the protruding outfall and Installing willow brash layering to stabilize the banks.
Repair of the second site will consist of placing a€:.tai pipe around an exposed irrigation line to ensure that the line is not washed
downstream, during high flows. 'Willow stakes wi,l there be Installed along the outside edge of this area to further protect the
it i stion line as vvell as to provide a visual screen for the metal pipe. The third site Is underlain with sandstone and VU require
the installation of approximately I 10 yd3 of rock slope protection. tl:e rock slope protection will be Keyed in to the bed of tl'e creek
channel to maximize the stabilE,J of the repair. In order to protect the remaining used soil along the upstream toe of the slipc+ut,
willow sakes will be planted. The fourth site consists of an area that has eroded to fora two separate benches along the bank.
The vertical face of the rapper bench will be graded to reduce the slope and facilitate planting, Both beaches*ii be planted per
the rnitigation pian for the San Ramon Creek Channel Improvement Project. The fifth site consists of an eroded area to be
stabilized through the planting of willow stakes. If flogs are present at the site to be repaired with rock dope protection,the work
area will be dewa.ered and flows will be diverted around the construction zone to ensure continuous flows downstream of the work
area. Vegetation in the vicinity of the five sites consists primarily of grasses that were hydroseeded following Completion of Phase
I of the San Ramon geek Channel Improvement project as well as adjacent mitigation plantings from Phase i. At all five sites.
the wore will impact the minimum amount of vegetation possible. Project Location.The project Is iocated along San Ramon
Creek between Chaney Road and Livoma Road in the central county area near the Town of Alamo.

Recommiend-ation:
Adopt the fiscal year 1999-2000 secured property tax rates as shown on Exhibit A, attached.
Authorize the 'evy of ,Nese rues and those adopted by cities, multi-county districts, and the
two school leease/punchease bonds, as shown in Exhibit 9, against the taxable secured property
within the Coun`y wNch is subject to each rate. The anticipated revenues specified in exhibit A
etre sub ect to changes in the secured roll.
Adopt and levy the 199'-2000 tax rate shown on exhibit B for the Unitary and Operating Non-
Unitary property assessed by the State Board of f uakation with a single countywide value.

adaption by resolution of the tax nates for the current year secured property, tax roil, he

Government Code Section 29101 requires that the .5oard levy these rates on +tie appropriate
taxable property in thie County.
