RECOMMENDED ACTION:
Proclaim August 2, 1999 through August 6, 1999 as 'workforce Preparation (DTPA) Alumni
Week, and accept annual presentation by the Private Industry Council on Tuesday, August
3, 1999, to honor JTPA Alumni and their employers. This week long celebration is i
rec g€�iti l of the success of people that have participated in the JTPA program.

This will support the third outcome-Families that are economically self-sufficient.
IV. REASONS FOR RECOMMENDATION:
The Board of Supervisors, having joust powers of authority as grant recipient and grant
administrator, established the Private Industry Council under the Job Training Partnership ,cf,
of 1932, on June 23, 1933, which implemented the operation of the Jeb Training Partnership
Act (JTPA) program, effective October 1, 1933. The Private industry Council in partnership
with the County Board of Supervisors continues as a leader in workforce development, to
provide services to our county's workforce including dislocated workers, economically
disadvantaged adults and youths, elder workers and other individuals deeding workforce
preparation assistance.
The purpose of promoting Workforce Preparation (DTPA`Alumni Week is to give recognition
to these individuals who have participated in the DTPA employment and training programs and
to the employers who have hired thea;. Each year the County Board of Supervisors proclaim
a week in August as Workforce Preparation (DTPA) Alumni Week as part of National
'Workforce Preparation (DTPA) Alumni Month, and hears a presentation from the Private
Industry Council at the Tuesday board meeting during that week;

Introduction
The Private Industry Council is a leader in creating a workforce development system in Contra Costa and
the East Bay in order to meet the demands of our business community. Our goal is to ensure that our
county has the skilled workforce necessary for the economic well being of our region.
Since 1982, the Private Industry Council has successfully operated the employment and training pro-
crams of the federally funded Job Training Partnership Act in Contra Costa County. Approximately
13,000 laid off workers and economically disadvantaged adults and youth have obtained the skills neces-

sari to become gainfully employed.
In taking a pro-active approach to linking workforce preparation with economic development, the PIC has
undertaken a number of innovative steps to ensure that we are responsive to our customers: the er -
pioyer community, employment seekers, education and training seekers.
The PIC has facilitated the establishment of one-stop Career Centers throughout the county that provide
a variety of business resources to the employer, as well as employment and training resources to current
and future workers, The Private Industry Council's programs are operating from these centers, in col-
laboration with a number of other partners in workforce preparation. These other partners include com-
munity-based organizations, education, social services, and employment services. The goal is to maxi-
mize the effective use of resources by creating a system of delivering employment and training through
the integration of partner services in these one-stop centers.
In response to employers' requests for a more streamlined process to fill their job vacancies, Contra
Costa PIC is a leader in the development and operations of Employer Connection, This is a powerful
network of innovative business professionals representing twenty-nine workforce entities. The goal is to
provide employers with immediate response to their employment needs at no cost, A single point of

ment of labor for outstanding use of technology in government, and in 1998, was recognized by the
E Electronic Steering Committee of the State One Stop Task Force,
The PIC is also a founding member of EASTBAY Forks, a regional workforce development system in
Alameda and Contra Costa counties, The Career Centers in our PIC's service delivery area comprise
five of the sixteen located throughout the East Bay. The locations of all the centers are listed in the back
of this booklet.

Over the past two and a half years, EASTBAY Works has received approximately million to develop a
system in our two counties that is responsive to employers as well as current and future workers. The
PIC has been instrumental in EASTBAY Works receiving hose funds, approximately thirty percent of

The Private Industry Council of Contra Cosh County and the Contra Costa County Board of Supervisors
maintain a positive and crucial partnership in the development and operation of workforce development
programs in Contra Costa County. It is truly an effective public/private partnership.
The PIC itself is a collaborative of volunteer representatives from business, education, labor, public
agencies and community organizations. We are:
