These monies are available to the County for distribution to both County operated and on-County operated entities, upon application to the State. Contained within the application are assurances by the County regarding use of these funds. These assurances apply to both the County operated services as well as the privately operated services. The funding condition are as follows: I. 'Funds must be used to supplement existing levels of services provided and shall not be used to fund existing levels of service. . Counties will be required to provide, or arrange and pay for, medically necessary follow-up treatment, including prescription drugs for any condition detected as part of a child health and disability prevention screen. 3. A county will nate to maintain a level of financla€ support of county funds for health services that is at lust equal to its county match plus any overmatch of county funds in the 1988/89 fiscal year. 4. ponies will be accounted for as revenue to the County health Services plan Update and Budget Supplement and cannot be used as county matching finds for any ether program requiring a county match. 5. FINANCIAL FACT The FY 1999-00 State Standard Agreement will provide $473,219 of Federal and State funds to conduct programs and activities on behalf of county residents age 60+under the Older Californians Act. There are no County funds required. Required match is provided by subcontractor agencies. III. REASONS FOR RECOMMENDATION/BACKGROUND Due to the passage of the 1996 amendments to the Older Californians Act, the Office on Aging will assume administrative responsibility for the Alzheimer's Day Care Resource Center (ADCRC), Brown Bag, Respite Registry, and Senior Companion Programs . The Office on Aging will directly administer the health Insurance Counseling and Advocacy Program.(IIICAP) and Linkages/Respite Purchase of Services(RPOS), a new Case Management and information and assistance program for qualified adults 18+. RPOS offers funds for the purpose of purchasing respite care for eligible caregivers. ADCRC provides specialized day care for approximately 50 participants with dementia and support and education for families members. This Standard Agreement provides a rtmaximu , reimbursable amount-- of mountof $6 , 5010 for the term of the Agreement . FISCAL IMPACT: Approval of this Agreement will result in a maximus: reimbursable amount of $6, 500 from the State for the term of this contract for the Summer Food Service Program. No County funds are required. REASONS FOR RECOMM ATIONZBACKCROU : The State Department of Education operates summer feeding sites throughout the State of California to assist families who are working while their children are not in school. . However, the State does not have enough staff to perform the food service safety evaluations that are needed at each site, and have traditionally relied on the County environmental health staff to provide these services . On August 11, 1998, the Board of Supervisors approved Standard Agreement ##28-6001-1 with the California Department of Education for the period from June 18, 1998 through September 30, 1998 . Approval of Standard Agreement. ##28-600-2 will allow the Department to continue these services through September 303, 1999. FISCAL IMPACT: The cost of contracting to remove derelict vessels from the Delta is reimbursable by the California Department of Boating and Waterways. A small amount of overtime costs for Deputies in the Office of the Sheriff will be incurred in conjunction with the removal. Funds are available for this purpose. BACKGROUND. The Sheriffs Marine Patrol has identified derelict vessels is the 'Delta for removal and disposal. Removal of vessels has been reimbursed by the California Department of Boating and Waterways and funding in the amount of$136,600 is available to continue removal and disposal. To date forty three vessels have been removed under this program. These funds are administered by the Bay area.Air Quality Management District (13AAQMD). II< FISCAL L PACT: General Services has received over $250,000 in Transportation for Mean Air (TCPA) funding for clean air vehicles and fueling facilities since 1995. We recently submitted an application (June, 1999) for funding for seven heavy-duty compressed natural ,gas (CNG) vehicles for use by Public Works. This grant funding has allowed replacement of high-mileage, gasoline burning vehicles with clean burning, new model vehicles. We were also able to get $140,000 in funding to install a CNG fueling trailer at the Waterbird Way County fueling site. M. BACKGROUND: The BA QMD, in conjunction with the Department of Motor Vehicles, collects a $4.00 surcharge on motor vehicle registrations paid within the Air District's jurisdiction. The surcharge provides funding for the BAAQM 's Transportation for Clean Air (TFCA). 'PPCA funds are distributed to public agencies to implement projects to reduce air pollution from motor vehicles in accordance with the requirements of State law and the AA MD's Bay Area 1997 Clean Air Plan (CAP). There are a variety of categories of funding and different application due dates. The most recent application for heavy-duty vehicles was submitted June 30, 1999, and Board authorization to apply is a requirement of the program. There are at least two other application deadlines, so the Department is requesting approval from the Board of Supervisors to apply for these monies as they become available throughout the next fiscal year. On September 19, 1995, the Board of Supervisors approved Novation Contract #24-935-1 with Crestwood Behavioral Health, Inc. , to provide mental health treatment services, for the period from July 1, 1995 through June 30, 1999 which included a six'-month automatic extension through December 31, 1999. This Novation Contract replaces the six-month automatic extension of the prior Contract and allows the Contractor to continue providing services through June 30, 1999.
