RECOMMENDATION
DECLARE vacant for lack of attendance the seat for the alternate to the at-large
members of the Fish and Wildlife Committee held by James Schmerker, DIRECT the
Clerk to apply the Board's policy to filing the seat and DEFER the vacancy to the
Internal Operations Committee.
BACKGROUND:
Mr. Schmerker has missed more meeting than are permitted under the bylaws of the
Fish and Wildlife Committee, The Committee has talked with Mr. Schmerker and
advised hire that they were going to recommend that his seat be declared vaunt.
He understands the need for this action and is not opposed to it. The Fish and
Wildlife Committee has recommended to our Committee that heir. Sohmerker's seat
be declared vacant and we are prepared to concur with that recommendation. We
are, therefore, recommending that the seat be declared vacant so we can interview
to fill it again,

SPECIFIC REQUESTS)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
REAPPOINT Kathy Leighton to a new four year term on the Airport Land Use
Commission ending the first Monday in May, 2493.
Kathy Leighton's term of office on the Airport Lead Use Commission expired May 3,
1999. She has indicated an interest in berg reappointed. Our Committee
interviewed Ms. Leighton on July 26, 1999. Ms. Leighton has a greet interest in the
County's airports and considerable knowledge about the issues confronting the
airports. She also brings a unique perspective for the Byron airport since she has
lived all her life in Byron, her family has lived there for several generations and she
has real commitment to the Byron community and its well being. We are pleased to
recommend IVIS. Leighton's reappointment to the Airport Land Use Commission for
another term.

I. EXPRESS appreciation to all Local Child Cara and Development Planning Council applicants
to their € terest in the Council and in child care issues.
ACKNOWLEDGE that the composition of the Planning Council is set by law and consists of
30 members. six each in the categories of consumer representatives, child care providers,
public agency representatives, community representatives and discretionary appointees.
3, ACKNOWLEDGE that the Board of Supervisors and the County Superintendent of Schools
each have the authority to appoint one halt of the Council's membership.

Council. Frances Graeae in the Child Care provider Category for East County (3 year terra);
Patricia Stroh in the Child Care Provider Category for West County (3 year tern) effective August
3, 1999; and Christeen Hanson in the Public Agency Category for Central/South County (2 year
terra) effective August 16, 1999 contingent upon the required 10 day notice by the Clerk of the
Board.
. ACKNOWLEDGE that the Family and Human Services Committee and the County
Superintendent of Schools will again consider appointments in the Central/South County
Community Representative Category and Fast County Consumer Category this fall at which time
there will be, hopefully, applicants for those categories.
BACKGROUNDMEASONS FOR RECOMMENDATIONS.
On July 26,. 1999, the Family and Human Services Committee and the County Supennte dent of Schools
interviewed applicants for the Local Planning Council for Child Care and Development: Frances Greene,
Patricia Stroh, Wilda Davison and Christeen Hanson. Each of the applicants made a brief statement
about her qualifications and interest in the Council. The Committee and Superintendent expressed their
appreciation for the interest of each of the applicants and felt all would be excellent members of the
Council. At issue was whether the applicants world fit the requirements of the various membership
hip
categories.
Jean Baker, staff to the Council, read the definition of the open categories:
® Child Care provider e a person who provides child care services or represents persons
who provide child care services.
Public Aaencv Reoresentative s a person who represents a city, county, city and county
or local education agency.
Communit a r°esentatiye a a person who represents an agency or business that provides
private funding for child care services or who advocates for child care services through
participation in civic or community based organizations, but is not a child care provider and
does not represent an agency that contracts with the California Department ent of Education
to provide child care and development services.
® Consumer Q a parent or person who receives, or has received within, the past 36 months,
child care services.
The Committee and Superintendent agreed that none of the applicants met the requirements for the
Consumer or Community Representative category. Staff was requested to recruit for those categories
so that they could, hopefully, be filled by fall.
The Committee and Superintendent agreed to appoint Frances Greene in the Child Care provider
Category for East County., Patricia Stroh in the Child Care provider Category for West County effective
August 3, 1999 and Christeen Hanson in the Public Agency Category for CentrallSouth County effective
August 16, 1999 to allow for the 10-day posting requirement under the rules of the Maddy Act.
