S. Constitution affirmed the right of women to vote in all public elections; and, WHEREAS, it had taken American women and their male supporters 72 years of ceaseless campaigning to win this basic democratic right, and, EAS, since the 50th anniversary of that historic date, annual observances of the anniversary of women's suffrage have taken place on August 26; and, WH, RE,4S, in 1971, Representative Bella Abzug (D-NY) introduced a Congressional Resolution to formally designate August 26 as`omen's Duality Day on the federal calendar, in recognition of bath the anniversary of suffrage and of women's continued efforts toward equal rights in the United States, and, W-HHRE,4S, the measure was duly passed by the House of Representatives and the Senate, and was signed by the President, and, ' RERE, S, every year since, the resolution has been reaffirmed by the federal government and celebratory Women's Duality Day programs have been held in workplaces and communities nationwide. NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County does honor and recognize Women's Duality Day on August 26, 1999. Attested AK Ms t 3, 1999 Phil Batchelor, Clerk of the Board of Supervisors and County Administrator by Deputy Adopted this Resolution on _ Aon., st 3, 1999 , by the following vote: AYES: Supervisor Gio-a, Uilker-na, Gerber, DeSaulnier, o anoia ilia NOES, None ABSEN-r: 'done ABSTAIN: None cc: County Administrator Health Services Director 31 THE BOARD €F SUPERVISORS CONTRA COSTA COUNTY CAUFORNIA Adopted this Order of August 8, 1999 ,by the following vote: AYES: Supervisor Gioia, Uri trema, Gerber, DeSaulnl.er, Canciaa 1-la NOES., None ABSENT: None ABsrAiN: None RESOLUTION NO. 99/380 In The Matter of Proclaiming � Contra Costa County as a "Safe Community" � lf'here,as, the National I-IighWay Traffic Safety Administration(NITSA) created the "Safe Community" approach to promote motor vehicle safety and decrease the rates of injury and death associated With motor vehicle crashes; and, ftereas, the "Safe Community" approach not only encourages comprehensive, broad-based efforts in traffic safety, but also increases awareness of other types of injury prevention so that in addition to safe roads, the Safe Community can also have safe homes, safe schools, safe playgrounds, and safe Workplaces; and, Mareas, Centra Costa County was recognized by NHTSA in its 1997 annual report for the innovative, community-Wide efforts it has taken to prevent injury; and, K%er eas, chief among these efforts are traffic safety activities coordinated by the Community Wellness &Prevention Program of Contra Costa Health Services, including projects acknowledged by IV'ilTSA as "best practices for a safe community" such as seat belt use promotion; child passenger safety training; car seat inspections;bicycle helmet use promotion; bicycle safety events and traffic safety courses for children; share the road programs for bicyclists and motorists; and safe bicycle commute promotion; and, Whereas, the Community Wellness &Prevention Program received grant funding from the California Office of Traffic Safety to promote safe communities. This Safe Community grant supports a project focused primarily on child passenger safety, coordinated with the Contra Costa Child Injury Prevention Coalition; and, Whereas, this project has combined With past and ongoing Community Wellness &Prevention Program efforts in drowning prevention, firearm safety,home safety,traffic and bicycle safety, and violence prevention to form a trate spectrum of preventative activities that has the ultimate goal of making Contra Costa County a "Safe Community" for all residents. Now, Therefore Be It Resolved, that the Board of Supervisors of Contra Costa County, California, does hereby declare Contra Costa County as a Safe Community. COUNTY, CALIFORNIA Adopted this Order of August: 3. 1999 , by the following vote: AYES: Supervisors Gioia, Uilkam. a, Gerber, DeSaulnier, Canciam.illa NOES: None ABSENT: None S AW: i-(ane �y� ,ry 7f�rp� R�}y "� gy ras„sfJLUTIONNoo 99/3 1 In The Matter of Recognizing � Nurses and Caps Caring for Contra Costa Children � (NC5) for its accomplishments and activities } Whereas, Contra Costa County is in the process of being declared a Safe Community by the County Board of Supervisors; and, R%er°ecas, a Safe Community is where homes, schools, workplaces, and streets, among others, are teeing made safe and injury-free for all residents, from children to adults to the elderly; and, Whereas, the safety of child passengers in motor vehicles continues to be an important concern in Contra Costa County, where nine out of ten car seats are .not used or installed properly; and, Mereas, police officers from eight Contra Costa cities and the California Highway Patrol and heald-t care providers from hospitals throughout the county have joined together to form. Nurses and Cops Caring for Contra Costa Children (NC5); and, Whereas, NC5 is a remarkable coalition with many members who are nationally-certified Child Passenger Safety Technicians, especially trained to inspect car seats and determine if they are used or installed properly, and, Whereas, NC5 performs at least one car seat inspections event each month, where families can bring car seats to have them inspected and, whenever possible, properly installed. Since 1995, NC5 has inspected 2,500 car seats and performed 7,000 corrections on there; and, Whereas, NC5 recently received a prestigious award from the National Highway Traffic Safety Administration for being a model of how law enforcement and the medical community can work together to prevent injury and beep young passengers safe. Now, Therefore, Be It Resolved, that the Board of Supervisors of Contra Costa County, California, does hereby commend Nurses and Cops Caring for Contra Costa Children, and recognize it as a valuable community asset. Be It Further Resolved, that the Board of Supervisors encourages other law enforcement and health care agencies in the county to participate in NC5, and will furnish copies of this proclamation to all law enforcement agencies that are currently members of NC5.
