BACKG1 Dt11�D; CalWC RKS legislation, AB 1542, established the Job Creation Investment Fund and named the Trade and Connmerce Agency as the lead State agency for the administration of the fund. Trade and Commerce is disbursing funds on a grant basis for planning and/or development of job creation strategies. Contra Costa County applied for and received grant funds totaling $80,492 for the development and implementation of a Job Creation Plan. A Job Creation Task Force was established by the Board with leadership from the Employment and Human Services Department and the Economic Partnership in developing and implementing the plan. The Job Creation Investment Fund Implementation Plan was adopted by the Board, April 6, 1999 and submitted to the State for approval April 1999. The Plan was accepted by the State. SCAL: County cost is $2,805 (7,5%). Under the Options for Recovery Program, remaining costs are 75% federally funded ($28,054) and 17.5% state funded ($6,545). Heritage Project foster parent training supports three of Contra Costa County's community outcomes: "Children and Youth healthy and Preparing for Productive ,Adulthood," "Families that are Safe, Stable and Nurturing," and "Communities that are Safe and Provide a High Quality of Life for Children and Families." Enhanced education and training allows foster parents and relative caregivers to improve the quality of care provided, and to help children cope with past abuse or neglect and understand the reasons for out-of-home placement. 1 C RQIN2: Contra Costa Community College will provide two training sessions at the Los Medanos campus, as part of the Heritage :project for the Employment and human Services Department. The training, designed to enhance professional effectiveness, will cost the same per session as under the original agreement. III> REASON FOR RECOMMENDATION ANTI D BACKGROUND: Department of Information Technology formerly had a large data entry section that provided data entry services for most County departments. Over the last 10 years our data entry activities have decreased because of the installation of online interactive systems in most departments, making it possible for departments to perform most of their own data entry. Department of Information Technology reached a point where it is no longer cost effective to maintain an inhouse data entry section. We have been using data entry service bureaus for years to assist with peak workloads and have found them to be very cost effective and efficient. IV.
