SPECIFIC REQUEST(S)4R RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTI��: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXTEND Contract #21-439 with Contra Costa Economic Partnership to implement the Contra Costa County Job Creation Investment Fund Implementation Plan from May 31, 1999 to January 31, 2040. BACKG1 Dt11�D; CalWC RKS legislation, AB 1542, established the Job Creation Investment Fund and named the Trade and Connmerce Agency as the lead State agency for the administration of the fund. Trade and Commerce is disbursing funds on a grant basis for planning and/or development of job creation strategies. Contra Costa County applied for and received grant funds totaling $80,492 for the development and implementation of a Job Creation Plan. A Job Creation Task Force was established by the Board with leadership from the Employment and Human Services Department and the Economic Partnership in developing and implementing the plan. The Job Creation Investment Fund Implementation Plan was adopted by the Board, April 6, 1999 and submitted to the State for approval April 1999. The Plan was accepted by the State. SCAL: County cost is $2,805 (7,5%). Under the Options for Recovery Program, remaining costs are 75% federally funded ($28,054) and 17.5% state funded ($6,545). Heritage Project foster parent training supports three of Contra Costa County's community outcomes: "Children and Youth healthy and Preparing for Productive ,Adulthood," "Families that are Safe, Stable and Nurturing," and "Communities that are Safe and Provide a High Quality of Life for Children and Families." Enhanced education and training allows foster parents and relative caregivers to improve the quality of care provided, and to help children cope with past abuse or neglect and understand the reasons for out-of-home placement. 1 C RQIN2: Contra Costa Community College will provide two training sessions at the Los Medanos campus, as part of the Heritage :project for the Employment and human Services Department. FISCAL: Total County cost under this contract will be $7,021 (20%), with federal and state revenue funding the remaining $28,084 (80%). BACKGROUND: Originally, this contract called for one training session_, Increased finding will allow Contra Costa Community College (CCCC)to provide six additional three-slay training sessions at the Los Ivledanos campus for Employment and Human Services Department(EI Sly) staff,as part of ongoing staff development efforts. The training, designed to enhance professional effectiveness, will cost the same per session as under the original agreement. Contra Costa.Community College will also make in-kind contributions of more than$5,000 to this training program. FISCAL IMPACT: Funds g for this Contract is included in the Health Services Department budget . On May 5, 1998, the Board of Supervisors approved Contract #26- 309-1 with Medical. Doctor Associates, Inc. , for the period from May 1, 1998 through April 30, 1999 to present locum tenens physicians to work as temporary employees, to ensure appropriate medical staff coverage to Contra Costa Regional Medical. Center. Services were requested and provided beyond the pay;r.ent limit and by the end of April, 1999, charges of $226, 11- had been incurred, of which $197, 600 has been paid and $28, 515 retrains outstanding. The Physician registry services were both requested by County staff and provided by the Contractor in good faith. Because of administrative oversight by both the County and Cont.ra.ctor, use of the Contractor' s services exceeded the authorized. limits , The Department is requesting that the amount due to :,he Contractor be paid. This can be accomplished by the Board of Supervisors ratifying the actino ns of the County employees in obtaining provision of services of a value in excess of the contract payment limit . IIa FINANCIAL IMPACT: This action if approved will not result in any increased cost to Department of Information Technology. III> REASON FOR RECOMMENDATION ANTI D BACKGROUND: Department of Information Technology formerly had a large data entry section that provided data entry services for most County departments. Over the last 10 years our data entry activities have decreased because of the installation of online interactive systems in most departments, making it possible for departments to perform most of their own data entry. Department of Information Technology reached a point where it is no longer cost effective to maintain an inhouse data entry section. We have been using data entry service bureaus for years to assist with peak workloads and have found them to be very cost effective and efficient. IV.
