Approve and authorize the Health Services Director or lois designee (Donna M. ligand.) to execute on behalf of the County Emergency Residential. Care Placement Agreement #24- 08.6-120 with Diane Anglin dba Scenic View, for the period from February 1, 1999 through January 31, 2000, to provide emergency residential care to mentally disturbed adults who are potentially eligible for SS-./SSP, in an amount not to exceed $731 per client per month through December 31, 1999, and in an amount not to exceed $767055 per client per month beginning January 1, 2000; and b. Authorize the Auditor-Controller to pay an amount not to exceed $96 per month through December 31, 1995, and an amount not to exceed $100.80 per month beginning January 1, 2000, to clients who are placed in the board and care facilities under said Emergency Residential Care Placement Agreements for incidental expenses and personal needs. FISCAL 1XPACT: Under this program, the County pays the State-established rates for the residential care of mental health clients who are notes receiving SST/SSP (but who are potentially eligible and have made formal application to the Social Security Administration for SSI/SSP) , contingent upon the client's aigmmng an agreement with the County to reimburse the County from the SST/SSP money, once it is finally granted by the federal government (usually 3 to 6 months retroactively back to the north of application) . For those mental health clients who are not granted SSI/SSP (i.e. , are found ineligible) , the County covers the residential care payments to the facility operators through the County's established Mental Health Program Funding. Initially, ten to twenty percent of the clients are found, ineligible by the Federal. Social Security Administration., depending on changes it Federal guidelines, and then some of these are ultimately found eligible through appeal. processes. For several years, the County's Mental Health Adult Services Program has used these Agreements as an interim financing mechanism to facilitate the residential care of mentally disabled clients and movement of clients, who are deemed eligible for SSI/SSP, from State or local impatient facilities to community--based facilities. Wigand) , to execute on behalf of the County, Contract #24-949-67 (1) with Portia Bell Hume Behavioral .Health and Training Center, for the period from July 1, 1999 through Tune 30, 2000, to provide Medi-Cal mental health specialty services, to be paid as set forth below: a. 51 per minute for mental health services, as described in the CCHMP Provider Manual, excluding group therapy sessions; b. e14 per minute per individual for group therapy sessions, not to exceed 90 minutes per session, as described in the CCHMP Provider Manual; and 1a0 per minute for medication support services, as described in the CCHMP Provider Manual , FISCAL IMPACT: This Contract is funded by State and Federal FFP Medi-Cal Funds . BACKGROUND/REASON FCR RECOMMENDATI NS: On January 14, 1997, the Board of Supervisors adopted Resolution 497/17, authorizing the Health Services Department to contract with the State Department of Mental Health to assume responsibility for Medi-Cal mental health specialty services . Responsibility for outpatient mental health specialty services involves contracts with individual, group and organizational providers to deliver~ these services . On January 19, 1999, the Board of Supervisors approved Contract 424-949-67 with Portia Bel' Hume Behavioral Health and Training Center, for the period from October 1, 19985 through June 33, 1999 for provision o� Medi-Cal mental health specialty services .
