In this event, the Mate shall have no liability to pay any funds whatsoever to Contractor or to furnish any other considerations under this Agreement,and Contractor shall not be obligated to perform any provisions of this Agreement. If funding for any fiscal year is reduced or deleted by the Budget act for purposes of this program,the Mate shall have the option to either, cancel this Agreement with no liability occurring to the Mate, or offer an Agreement amendment to Contractor to reflect the reduced amount. Il. FIRMCIAL INPACT This grant application is in the amount of $124,970 to fund salaries and benefits for an attorney and an investigator for the project. The District Attorney's Office has operated itsDA-NET project for ten (10) years. As in prior years, expenditures and revenue have been built into the District Attorney's 1999/2000 budget to implement the grant. Ill. REASONS FOR RECOW(ENDATION/BACKGROUND The goal of the State program is to enhance prosecution of major drug vendors through vertical prosecution, thereby increasing the likelihood of convicting offenders and ensuring appropriate sentences for their crimes. Chapter 1 €24, Statutes of 1954, authorizec the State program and set forth its basic guidelines. If the grant is approved by the State, the District Attorney will continue to use the projec to concentrate on the investigation and prosecution of methamphetamine manufacturers in Contra Cresta County, the :yaw Enforcement Western States Information Network (WSIR) astima.te8 that Contra Costa is one of the most active methamphetamine manufacturing areas in othern California. This grant has allowed Contra Costa county to assign a. skilled--and committed team to pursue these title-consuming and complicated cases. The results for 1996/97 grant year were: 272 new defendants were referred to SQA-NET, 89 were f d upon, and 86 have already resorted in convictions. CONSEQUENCES OF NE IVE ACTION Failure to approve this recommendation would result in the inability of the District Attorney to apply for $124,970 in State funds available to combat major narcotics production and trafficking in the County. Since these funds have been built into the District Attorney's 1999/2000 budget, disapproval of the recommendation would create a revenue shortfall on that amount. BACKGROUND/REASONS FOR RECOMMENDATIONS The City sof Walnut geek has approached Contra Costa County to provide assistance to check plans and specifications for compliance with the requirements of the current building and city codes. Any County staff costs will be reimbursable to the County by fees collected by the City of Walnut Creek. The effective date of this contract is July 23, 1999 and terminates December 31, 2000. The County wilding Inspection Department currently provides plan checking and inspection .services to the Cities of Clayton, Lafayette, Moraga and Orinda. The Department also provides, can an hourly basis, plan checking and inspection services to the City of Hercules. BACKGROUND: Contra Costa Reads' 2000 has been very successful introducing second grade students, their teachers and parents to library services and programs. The program "kicked-off' in April, 1999, With the Contra Costa County Board ofSupervisors' support. The goal of "Contra Costa heads! 2000" is to provide every second grade student in the library service area With a library card by the end of the year 2000. It is sponsored by the Contra Costa County Library in partnership With schools, elected officials, local businesses and Friends of the Library groups. "Contra Costa Reads! 2000" seeks to: Bring second grade students (and many of their parents and teachers) into the library for a tour and issue there library cards; Give each second grader a paperback book to keep; Promote the benefits of lifetime learning and reading; Establish and strengthen partnerships between schools; elected officials and the libraries; Educate the public about the many programs and services Which libraries provide to the community. On June 21, 1999 the California Mate Library announced the Youth Services Materials Grant Program. At the Convocation on Providing public Library Services to California's 21st Century Population held in May, 1997, one of the recommendations to the Mate Library was "To develop collections and programs for ages 10-18 years, beyond homework assignment." The Mate Library is making available $1,000,000 in Library services and Technology Act Funds to public libraries for the "Youth Services Materials Grant program." Libraries have an opportunity to apply for either $10,000 grants or $5,000 grants that would be used to purchase either children's materials or young adult materials. A maximum of $50,000 can be requested by a jurisdiction. The Contra Costa County Library applied for $50,000 and was approved for 25,,,0000, The California state Library received 340 applications smith requests totaling $2,800,000.
