This ordinance amends Chapter 82-36 (Sale of Firearms) and Chapter 54-20 (Saturday Might Specials) to substitute other county officers for the Director of GMEDA as the local licensing authority and for all other purposes under these chapters, [§25129.] I hereby certify that this is a true and correct copy of an action taker and entered on the minutes of the Board of Supervisors on the date shown. Silver, Deputy County C ns l Re: Amendments to Firearms and Saturday Dight Specials Ordinances `:' Attached please find an ordinance for introduction on the August 17, 1999 Board Consent calendar which amends the firearms dealers ordinance and the Saturday Dight Specials (handgun) ordinance to substitute the county officers to administer the ordinances in place of the Director of GMEDA. The Director of the Community Development Department is substituted for the Director of GMEDA to administer the firearms dealers license (Chapter 52-36). The county officer to administer the Saturday Might Specials ordinance (Chapter 54-20) in connection with creation of a roster of Saturday Night Specials is to be as specified by the County Administrator's Office since we have received no direction in that regard. Should a determination be made to specify an actual county officer in the ordinance, please advise and we will change the text of the ordinance to reflect that determination, Please call to discuss if you have any questions with respect to the proposed amendments. P ITTED BY QR.I�INA_NCE Ij�. 99-___-- (I IREARAMS) The Contra Costa County Board of Supervisors ordains as follows (omitting the parenthetical footnotes from the official text of the enacted or amended provisions of the County Ordinance Code): [Gov. C. § 251241 SECTI S%��AThis ordinance amends Chapter 82-36 (Sale of Firearms) and Chapter 54-24 (Saturday Night Specials)to substitute other county officers for the Director of GMEDA as the local licensing authority and for all other purposes under these chapters. [§25129.1 SECTION 1 Section_ 54--20.008 of the County Ordinance Code is amended, to read: 54-20.008 Roster. The county officer and department designated by the county administrator shall compile, publish and thereafter maintain a roster of Saturday night specials. The roster shall list those firearms, by manufacturer and model number,which the designated officer or his/her designee determines satisfy the definition of Saturday night special set forth in Section 54-20.044. (Orris. 99 § 2; 96-4 § 2.) SECTION_UL Section 54-20.014 of the County Ordinance Code, is amended to read: 54-20.410 Publication. The designed county officer or his/her designee shall publish the roster of Saturday night specials on a semiannual basis and shall send a copy of the roster to every dealer within the unincorporated area of the county who is licensed to sell and transfer firearms pursuant to Section 12471 of the Penal Code of the State of California, (Orris. 99-� § 3; 96-42 § 2.) SEC,____ TION-IY. Section 82--36.202 of the County Ordinance Code is amended to read: 120-2 Purpose and AdtWWMtL . (a) Purpose. This chapter requires and provides criteria for the consideration and approval of land use permits and firearms dealer: licenses before the sale of firearms will be permitted in any nonresidential land use zoning district of this county. The county finds it necessary to establish lard use permit and firearms dealer license requirements and criteria in the interest of the public health, safety and welfare to regulate the sate of fireanris in the unincorporated area. This chapter alone does not alloy or permit sales of firearms, but only applies to sales of firearms where otherwise allowed or permitted within an involved applicable nonresidential land use zoning district. This chapter does not authorize the sate of firearms in any nonresidential land use district where they are not ORDINANCE NO. 99- otherwise allowed or permitted by the applicable involved zoning district's regulations. (b)Administration. For purposes of tl-is chapter,whenever the term Director of Growth Management and Economic Development or GMEDA or his or her designee is referenced, it shall mean the Director of the Community Development Department or his or her designee.
