Reasons for Recommendations and Back r€end: Adoption of this contract will result in semimonthly street sweeping of the unincorporated communities of North Richn ond, East Richmond Heights,unincorporated San Pablo (Rollingwood, Tara Hills,Montalvin 'manor and Montara Bay neighborhoods), El Sobrante, Rodeo and Crockett for Fiscal`'ears 1999/00 and 2000/01. East Rich r:and Heights is a new addition to the west County service contract In 1335,under the auspices of the County's Clean Water Progra in,Public Works began contracting for routine street sweeping services in North Richmond and have extended the service area on an incremental basis. Street sweeping is an important maintenance practice for the Clean Mater Program because it reduces the arnount of debris and sediment entering the storm drain system. If pollutants are not removed from, the gutter and storm drain inlets, they are transported by stortr water through the storm drains directly to waterways without being treated. Amending the expired west County contract for fiscal period September 1, 1997 through July 31, 1999 will compensate UBS for expanding their service level in 1998 to routinely sweep Montalvin Manor Park's roadway and parking facility. UBS,in a spirit of cooperation, accepted the additional responsibility as part of their existing contract at the request of Public Works staff and County Service Area(CSA)Mm17. The contract contingency had covered the expense of the additional work, save for the month of July 1999. The 1000 will complete the contract liability. Until 1995, departmental policy had been. to employ street sweeping for public safety concerns, (e.g., removing gravel from roads with heavy bike use, debris related to road improvement projects or clea=ning up after pavement maintenance activities such as chip seal),not routine street sweeping. The exception to this policy had been:discovery Bay,Pleasant hill BST and the Alamo area(Danville Blvd., Stone`Malley Road)where the costs of routine street sweeping were covered by a special assessment or district, Other exceptions include locations receiving the service from another agency, such as Delta Diablo Sanitary District in Bay Point. The County's Clean Water Street Sweeping Program is not responsible for non-routine cleaning services such as those referenced above (debris related to road construction or pavement maintenance activities). Routine street sweeping is currently provided through the County's dean dater Programer to the comni:anities of Pacheco, Clyde, Discovery Bay, Oakley, Pleasant Hill BTT, unincorporated industrial Martinez and north Concord, as well as west Co=unty pending approval of this contract The contractor,Universal.Building Services(UBS),competed with five other companies and presented the lowest bid for the third consecutive contract period. UBS successfully provided the service to a smaller west county area during the previous fiscal contract period. Reasons for R9 c€nm� ndaflons and B�e� In order to meet the requirements of our Joint Municipal National pollutant Discharge Elimination.System. 'PDES) Storn.water Permit with the State,the County works independently and jointly with the cities of Contra Costa, and the Flood Control District to implement the Contra Costa Clean Water Program (Programs). In recut years,the State has encouraged the Program to work across jurisdiction lues with the general public to reduce storm-water pollution in a watershed. (A Watershed is roughly defined as the entire length of a creek.and the surrounding lands that drain into the creek..) Specifically,the State is requesting Contra Costa dean Nater Program agencies to convene meetings between all owners and users of a watersheds facilitate long range water quality planning; demonstrate and teach stor water pollution preventionn activities; and promote creek clean-ups,water quality monitoring and other volunteer activities. In response to the State's request, the County and the City of San Pablo have agreed to work together to perform public outreach activities in the San Pablo Creek Watershed. Because working with the public can be time intensive and requires special conurn pity outreach skills, the County and.City of San Pablo have chosen to contract with Aquatic Outreach Institute (A01). AOI creates and fosters involvement in outreach programs on creeps, wetlands and watersheds for the general public and educators in the San Francisco Bay Area, dough their Watershed Awareness Programs AOI develops and promotes strong community volunteer groups to work in and advocate stewardship for lova:natural resources, such as San Pablo geek watershed. Both the County and.City of San Pablo'have funded and worked with.A01 on Esther, smaller scale public education projects, e.g. Kids-N-Creeks. They have an extensive library of public education materia s on creek habitat,pollution prevention practices, and other subjects designed to reach the average citizen. The proposed Watershed Awareness Program for San Pablo Creek watershed will be modeled after similar projects done in other counties. Aquatic Outreach Institute partnered with Alameda County Flood Control and Mater Conservation District to launch two successful Watershed Awareness Programs, one on Sari Leandro Creek at the border between San.Leandro and Oakland, and the other on Sausal geek in central Oakland. ANSI has had similar success with a Maria County program. The proposed.Watershed Awareness Program is expected to work primarily with the communities of El Sobrante, San. Pablo, and possibly unincorporated North.Richmond, Aquatic Outreach Institute is located.in Richmond and has provided some training to teachers in the West County area. A01's services will fall into the general categories of l)background research, 2)meeting coordination, 3) publicity, as well as )facilitation and promotion of public education and volunteer activities. Examples of background research will include: * .Research historical and ecological history of the watershed * Research adjacent property ownership and drainage patterns * Create a comprehensive mailing list and data.base SUBJECT: San Pablo Creek Watershed Awareness Program---Contract with Aquatic Outreach Institute PA : 3 DAM August 17, 1999 Once meetings begm, AOI wi11 publicize the program, community meetings and events and probably facilitate the drafting of a mission statement of goals and actions plans. They will facilitate cornrnnity activities including the following: ® Conduct annual cleanups,watershed tours and bird and history walks Coordinate everts with local schools * Develop revegetation and restoration.projects Assess watershed for monitoring needs Aquatic Outrea n Institute's original proposal was for a three year program. Staff is requesting funding for a€ne-year contract and may rets to the Board for funding next year after staff has assessed the services provided in the first year. IV. Consequences of Negative Action: 1"he County will fail to meet the Sari Francisco and Central Valley regional Water Quality Control Board requests for multi jurisdictional,waters' ed-wide stormwater pollution prevention education and volunteer activities per the Joint Municipal Storrnwater Permits. The City of Sari Pablo will biose a patter for watershed outreach activities,
