SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Deputy Director ® Redevelopment to execute a Memorandum of
Understanding with the San Francisco Bay Area Rapid Transit District to cooperatively
pursue a Community Planning process for the BART Joint Development Property, (Area
11/12) at the Pleasant Hill BART Station.
FISCAL IMPACT
No County General funds are involved. The County Redevelopment Agency will be
entering into the consulting services agreement and incurring expenses in an amount
expected to be approximately $100,000.00. The Bay area Rapid Transit District will be
paying the Agency $25,000.00. The net cost to the Agency is approximately $75,000.00,
Funds have been budgeted for this purpose.

BACKGROUND/REASONS FOR RECOMMENDATIONS
The recently adopted amendments to the Pleasant Hill BART Station Area Specific Plan provide
for a Community nity Planning Program for the BART Joint Development Site at Pleasant Hill BART
(Areas 11112). The purpose of the Community Planning Program is to facilitate cor:nmu nity
exploration of planning and design/development alternatives. The framework for this effort are
the
�permitted uses and square footage e set forth € the Pleasant Hill BART Station Area Specific
Plat f.
On June 15, 1999 the Agency Board accepted a Consultant contract and work program for a
Community Planning program. This Community Planning effort will involve BART and the
Redevelopment Agency, among others.
A Memorandum of Understanding memorializing the elements of the Community Planning
process, providing for project oversight and management, and stipulating joint funding provisions,
has been prepared and agreed to by the respective agency staffs.
