SUBJECT: AWARD CONITRACT FOR ARCHITECTURAL SERVICES FOR THE BROOKSIDE
HOMELESS SHELTER.REPLACEMENT TO THE FIRM OF MULLER AND CAULFIELD
ARCHITECTS IN THE AT'+ OLNI T OF$119,724.
SPECIFIC REQUEST(S)OR RECOMMENTI)ATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
AWARD contract for architectural services for the Brookside Homeless Shelter replacement to the firm of Muller and
Caulfield Architects in the amount of$119,724.
AUTHORIZE the Executive Director of the Housing Authority to execute the contract and-carry out related duties.
II. FINANCIAL IMPACT:
The Housing Authority is to be reimbursed,This contract is fully budgeted and funded under Contra Costa County
Expenditure Account No.4418 under a Board of Supervisors Board Order approved June 22, 1.999 for$180,000 in
predevelopnnent costs. There are no Housing Authority funds involved in this contract.
III, REASONS FOR RECOMMENDATION/BACKGR.OUNTD
The deteriorations and limited capacity of the existing 56 bed Brookside shelter caused the Board of Supervisors to
approve funds for predevelopment work for a new and enlarged shelter with approximately 100 beds,and authorized the
Housing Authority to complete predevelopment tasks. The Housing Authority solicited architectural services under a Request
for Proposals. Six proposals were received and ranked by a review panel based on qualifications and experience with related
work. The top ranked firm was Muller and Caulfield Architects,Oakland,California,a woman owned first. Staff has
negotiated a price with Muller and Caulfield Architects within the moneys budgeted for this work.,The work of this contract is to
provide design drawings, contract documents,and contract administration for the replacement of the existing Brookside Shelter.
The new shelter will be comprised of remodeling and addition to the now defunct women's work/furlough facility on the same
site. The first phase of the architectural services contract will study project feasibility under existing environmental restrictions.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to approve fie execution of a contract the Housing Authority will not be
able to carry out the project to plan for the provision of more shelter beds for homeless people at the Brookside Homeless
Shelter.
