Wingett, County Administrator Conlra DATE: �1ou� October 25, 1983 r SUBJECT: Walnut Creek Veterans Memorial Building SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: It is recommended that your Board: 1. Indicate its willingness to re-invest the proceeds from the sale of the Walnut Creek Veterans Memorial Building being acquired by the City of Walnut Creek' s Redevelopment Agency for facilities to serve the veterans groups being displaced by this acquisition. 2. Designate the County Administrator to represent the County in negotiations and discussions with the veterans organizations and the City of Walnut Creek in this matter. 3. Indicate the County' s inability to contribute any further financial assistance beyond the proceeds of the sale of the memorial building property for veterans purposes in the Walnut Creek area. BACKGROUND: For several years the City of Walnut Creek has had plans to redevelop portions of the downtown area which include the parcel on which the County- owned Walnut Creek veterans memorial building is located. It now appears such an acquisition will go forward and will occur no later than approxi- mately one year. The law would allow the Walnut Creek Redevelopment Agency to acquire this County-owned property for their Towne Centre project through procedure of eminent domain if a negotiated acquisition cannot be arranged. Understandably the veterans organizations currently using the Walnut Creek facilities are concerned about their requirement to relocate. There have been several meetings between city officials and the veterans con- cerning the status of the project. I attended the last of these meetings at which it was agreed to form a Veterans Building Relocation Committee including veteran representatives from the Walnut Creek organizations, city officials and County representatives. Clarence Nixon, Director of the Veterans Administration Hospital, has indicated a willingness to chair this committee as a party who is not directly involved in the issue. The Walnut Creek veterans memorial building was constructed with general fund monies and therefore the County has the authority to dispose of the proceeds ,of the sale to the City in any manner in which the Board chooses. It is our recommendation that your Board indicate as a policy matter that you are willing to re-invest these funds for facilities to serve the veterans organizations now utilizing the Walnut Creek building. This would be exactly the same policy that your Board adopted with respect to the Family Stress Center owned by the County which was recently acquired by the Concord Redevelopment Agency. We have made clear, however, that the County does not have any additional capital improvement funds to invest in any relocation effort. It is further suggested that the County Administrator be authorized to represent the County in further discussions with the veterans organiza- tions and the City of Walnut Creek to work out relocation arrangements mutually agreeable to all parties. 189
