ENDORSE THE APPLICATION OF THE CITY OF RICHMOND FOR DESIGNATION AS A LOCAL WORKFORCE INVESTMENT AREA SPECIFIC REQUEST(S)OR RECONIMEMOAMN(S)&BACKGROUND AND JUSTIMATION RECOEMENDATION: APPROVE and AUTHORIZE the Chair, Board of Supervisors, to sign a letter to the Governor endorsing the application of the City of Richmond for designation as a Local Workforce Investment Area, BACKQROUND: Under the Workforce Investment Act,which will replace the Private Industry Council next year, certain types of jurisdictions are authorized to serve as the Local Workforce Investment Area. Contra Costa County is automatically eligible for such designation because of its size. Other jurisdictions can request a waiver to the minimum population requirement and seek separate designation. The City of Richmond is seeking such designation and has asked the Board of Supervisors to endorse their application. The Board of Supervisors has already recognized the likelihood that Richmond would apply for separate designation in its letter which expressed the County's declaration of intent to become a Local Workforce Investment Area. He has asked, however, that the Board's letter reaffirm the position taken already by the Board, namely that the Board expects that the County will be designated the Local Workforce Investment Area for the area covered by the City of Richmond if the City of Richmond's application is turned down for any reason. The City of Richmond has operated a successful workforce development system in Contra Costa County for over 30 years. For the past several years, Richmond's success has garnered it millions of dollars in funding and resources over and above its State formula funding, from both the public and private sectors. Although this funding has been targeted to services in the Richmond area, it has had a positive impact on workforce development in both western Contra Costa County and in the East San Francisco Bay region as a whole. In our pre-planning discussions, the City of Richmond has committed to work closely with our County Local Workforce Investment Area, which will serve the remainder of Contra Costa, to better align our respective worforce development systems and operations, along with our education, employment, and social service partners in the East Bay Works regional collaboration, which includes Alameda County and the City of Oakland. The Honorable Gray Davis ,august 17, 1999 Page 2 Once again, we support your approval of the City of Richmond's application for designation as a Laval Workforce Investment Area in order that additional funding will be made available for our area which will greatly enhance workforce development for the citizens of Richmond, Contra Casty County, and the State of California.
