SUBJECT: Formation of a Local Task Force as Required by State Regulations
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1) Approve formation of a Local Task Force with representation from the County, the
Central Contra Costa `Juste Management Authority,( representing Lafayette, Orindag
Moraga, Danville and Walnut Creek), the West Contra Costa Integrated Waste
Management Authority, (representing Richmond, El Cerrito, San Pablo, Hercules
and Pinole) and the remaining Contra Costa Cities.
2) Direct the Community Development Department Director to designate a staff
member from the solid Waste Division to represent the County on the committee.
FISCAL IMPACT
None, any cost of staff time will be covered by solid waste franchise fees.

BACKGROUNDREASONS FOR RECOMMENDATIONS
State regulations implementing AB939 require that eery County have a Local Task Force(LTF)to
assist in coordinating the development and implementation of the Source Reduction and Recycling
Elements (S s), Non-Disposal Facility Elements (N-DFEs) and Household Hazardous Waste
Elements (HHWEs). The LTF is also responsible for identifying solid waste management issues of
Countywide or regional concern and determining the need for solid waste collection and transfer
systems, processing facilities, and marketing strategies that can serve more than one local jurisdiction
within the region. They should facilitate the development of multi jurisdictional arrangements for the
marketing of recyclable materials and facilitate resolution of conflicts and inconsistencies between or
among city and county source reduction and recycling elements.
Mate staff indicated that the County needs to reestablish its LTF. Membership of the Task Force is
suggested by state regulations but it is the decision of the County and the Cities to provide for the
membership that they decide is most appropriate to their needs. Membership is to be determined by
the County and a rnjority of the Cities which contain a majority of the incorporated papulation. The
LTF acts in an advisory capacity and makes recommendations to various agencies on such things as
revisions to SRREs,NDFEs and HHWEs. Final decision making would continue to be a local agency
responsibility.
On'March 24, 1995 the Board directed staff to pursue the formation of a committee with City staff`
and return with a proposal for the fora and membership of a Local Task Farce. Aber numerous
discussions over a period of months the preferred configuration for a Focal Task.Force appeared to
be one in the general format provided in Attachment A "Local Task.Force Policy"
The most likely task for the committee at this time will be to review and provide comments on various
jurisdictions revised. SRREs,NDFEs and FIH6TEs. The most cost effective and time efficient method
of providing an acceptable LTF is to create a committee with membership consisting of one
representative from each Joint Powers Authority, one from the County and one from each city not
represented by a Joint Powers Authority: The Committee would have meetings on an as needed basis
only. Most of the work would be accomplished through the avail and with individual reviews of
documents.
The County would maintain a distribution list which includes all Task Force members and would
provide that list to project proposing agencies that are seeking LTF review and comments. The
proposing agency would then collect all comments and submit them to the State.
This Policy, along with a membership list and a sample Distribution Letter was sent to the two Solid
Taste Authorities and the remaining 8 cities to request that their City Councils be asked to give
approval to the formation of the Local Task Force. The result of their consideration of the proposal
is as follows; The fare cities represented by the Voest Contra Costa Integrated Waste Management
Authority (WCCIVa MA) approved the formation of the Task Force as an Authority action, the
remaining thirteen cities also approved the formation of the Local Task Force as individual city
actions.
Membership of the committee requires approval by the County and a majority of the cities Mthin the
county which contain a majority of the papulation of the incorporated area of the County. All of the
cities have approved the formation of the LTF in the form recommended by staff. Staff recommends
that the Board of Supervisors approve the formation of a Contra Costa County Local Task Force,
direct staff to set up a process for operation of the task force which will include notification to the
State that the requested action has occurred.

CONTRA COSTA COUNTY LOCAL TASK FORCE POLIO'
I, The Contra Costa County Community Development Department will maintain the LTF
Distribution List (A list of the LTF Membership) included as Attachment ilio. I to this
policy document. The LTF policy and distribution list will be used by any party in the
County required to obtain LTF input for a project or document under State regulations.
2. Any party needing LTF review of a document or proposed project needs to obtain and use
the current LTF Distribution List from the County.
3. A proposing party is responsible for distributing document(s)to all of the LTF members
according to the LTF Policy, including multiple copies for member agencies of the Central
Contra Costa Solid Waste Authority and'Nest Contra Costa Integrated Waste
Management Authority as determined by the respective Authority representatives, and
paying for the distribution. The Proposing Party is also responsible for providing for
adequate time under state regulations for the LTF members to provide cornrnents.
4. A standard LTF Distribution Cover Page provided as Attachment No. 2 is to be used by
Proposing Agencies to explain the purposes of soliciting comments under the State
required LTF.
5. Following review and comment by the LTF, the proposing party will be required, but not
limited to including copies of all comments, in their entirety, received from LTF members
regarding a specific project or document with other materials submitted to the State for its
review.
