" NOES: None ABSENT: Supervisor Powers ABSTAIN: None SUBJECT: Economic Development Program The Board having received an October 28, 1983 report from the County Administrator providing information on the organization structure and financing of the Economic Development Program proposed by Micciche & Associates for Contra Costa County, and having also received comments of the Director of Planning, the Public Works Director, and the Executive Director of the County Housing Authority with respect to said Program; and The Board having received an October 31, 1983 letter from Wilfred Ninnis, Chairman, E1 Cerrito Neighborhood Preservation Committee, expressing certain concerns regarding the role of the Community Develop— ment Block Grant (COBG) program in the Economic Development Program, and the recommendation that the Private Industry Council (PIC) be the Advisory Committee for CDBG programs; and Mr- Ninnis having referred to the absence of a provision in the Micciche report with respect to public participation in the decision making process relative to CDBG programs, as well as provision for joint participation by those cities who help make the urban county program possible in Contra Costa County; and Randy L. Starbuck of the El Cerrito Redevelopment Agency and the City of E1 Cerrito having appeared and supported the concerns expressed by Mr. Ninnis, and having expressed his belief that the issue of redevelopment. needs further study; and Board members having noted that a great deal of work still needs to be done prior to the implementation of the program, having indicated that public input will be solicited to assist in the decision making process, and having suggested that the cities be requested to review and adopt some of the policies recommended by the Task Force; and There being no further discussion, IT IS BY THE BOARD ORDERED that the aforesaid report is REFERRED to the Internal Operations Committee (Supervisors Fanden and Powers ) and the Finance Committee (Supervisors Torlakson and McPeak) and that said Committee review the concerns as noted.
