1. ADOPT Resolution approving J. W. & Sons as lowest responsive and responsible bidder for the
construction of the above mentioned project
2. APPROVE and AUTHORIZE the County Administrator or his designee to execute a contract with
J. W & Sere and execute all orders identified by the Resolution.
FISCAL IMPACT.
The initial contract award of $6,369,300 is within the funds available to finance construction and
related oasts.
BACKGROUND:
In March 1996 the County's Director of General Services authorized Feng and Chan Architects to
begin a feasibility study for a new Clinical and Public Health Laboratory at the Contra Costa Regional
Medical Center. The County authorized schematic designs for this new laboratory in June 1996 and
by June of 1993 construction documents were suff=iciently complete to begin the code and regulatory
reviews mandated by California State law for essential facilities.
This construction is subject to a review of environmental significance in conformance with Centra
Costa County Guidelines for implementing the California Environmental Quality Act (CEQA). On June
22, 1999 the County approved the plans and specifications and adopted the Negative Declaration of
environmental impact.
Five bids were received on July 29, 1999 with the lowest responsible and responsive bidder being J.
W. & Sons of Petaluma, CA. Three bids were within 3% of the low bidder, indicating a fair price was
submitted for the work. The low bid exceeds the Architects estimate by 8%. However, redesigning or
re-bidding the project would not substantially lower the project cost.

The above-captioned project and the specifications therefor having been
previously approved, and bids having been duly invited and received by the Office of the
County Administrator; and
The bidder listed first above, J. W. & Sons, having submitted the lowest
responsive and responsible bid; and
The County Administrator recommending that the "bid submitted by J. W. & Sons
is the lowest responsive bid, and this Board concurring and so finding,
The hoard ORDERS that t'he contract for the furnishing of labor and materials
for said work is awarded to J. W. & Sons at the listed amount and at the prices submitted
in said bid, and that said contractor shall present two good and sufficient surety bonds as
indicated above, and that the County Administrator shall prepare the contract therefor;
and
The Board FURTHER ORDERS that after the contractor has signed the contract
and returned it, together with the bonds as noted above and any required certificates of

insurance or ether required documents, and the County Administrator has reviewed and
found there to be sufficient, the County Administrator or his designee is authorized to
sign the contract for this Board; and
The Board FURTHER ORDERS that in accordance with the project
specifications and/or upon signature of the contract by the County Administrator or his
designee, any bid bands posted by the bidders are to be exonerated and any checks or
cash submitted for security shall be returned; and
The Board FURTHER ORDERS that the County Administrator or his designee
is authorized to sign any escrow agreements prepared for this project to permit the
substitution of securities for moneys withheld by the county to ensure performance under
the contract,pursuant to Section 22300 of the public Contract Code.

The three lowest bidders were reviewed for the construction of the Clinical and Public
Health Laboratory, Contra Costa Regional Medical Center project. According to our
evaluation the lowest bidder was J. W. & Sons, Inc. who received 90 out of 100 points
for the "Good Faith Effort" evaluation.
My recommendation is to award to the lowest bidder, J. W. & Sons, Inc.
