The initial contract award of $6,369,300 is within the funds available to finance construction and related oasts. BACKGROUND: In March 1996 the County's Director of General Services authorized Feng and Chan Architects to begin a feasibility study for a new Clinical and Public Health Laboratory at the Contra Costa Regional Medical Center. The County authorized schematic designs for this new laboratory in June 1996 and by June of 1993 construction documents were suff=iciently complete to begin the code and regulatory reviews mandated by California State law for essential facilities. This construction is subject to a review of environmental significance in conformance with Centra Costa County Guidelines for implementing the California Environmental Quality Act (CEQA). On June 22, 1999 the County approved the plans and specifications and adopted the Negative Declaration of environmental impact. Five bids were received on July 29, 1999 with the lowest responsible and responsive bidder being J. W. & Sons of Petaluma, CA. Three bids were within 3% of the low bidder, indicating a fair price was submitted for the work. The low bid exceeds the Architects estimate by 8%. However, redesigning or re-bidding the project would not substantially lower the project cost.
