APPROVAL FOR NEGOTIATION AND EXECUTION OF LEASE FOR PREMISES AT 2380/2400 BISSO LANE, CONCORD(CP #99-52) SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION 1. RECQMMENDATION APPROVE and AUTHORIZE the Director of General Services to negotiate and execute a lease with RIO Properties 1, LLC, for the premises at 2380/2400 Bisso Lane, Concord, for occupancy by the Employment and Human Service Department, under the terms and conditions more particularly set forth in said Lease; and .DETERMINE that the project is a California Environmental Quality Act (CEQA) Class 27 Categorical Exemption and DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk; and DIRECT the Director of General Services to arrange for the payment of the handling fee to the County Clerk for filing of the Notice of Exemption. 11, FINANCIAL IMPAC Occupancy costs budgeted within the Employment and Human Service Department Ill. REASONS FOR-RECOMMENDATION / BACKGROUND The Employment and Human Services Department requires additional space for the Children's Services Division. Children Service staff currently located at 30 and 40 Muir Road, Martinez will relocate to the new facility at 2380/2400 Bisso Lane, Concord. This will allow the General Services Department to proceed with the phased replacement of the HVAC systems at the 30 and 40 Muir Road facilities, The systems have reached the end of their useful life and are not Y2K compliant. Upon replacement of the HVAC systems, both 30 and 40 Muir Road will be employment focused facilities. CEQA Class 27 Categorical Exemption finding based on lease of portion of previous unoccupied privately owned facility. Use substantially the same as that originally proposed at time the building permit was issued. Use will not result in 10% increase in traffic. Parking conforms to local code.
