1998, the Board of Supervisors approved an allocation of$67,500 in FY 1998-1999 CDBG
funds to this program.. Implementation of this program was delayed as a result of issues identified
in the federal environmental review process. The City and the County have resolved these issues
and will now develop the required lean.documents.
The purpose of the Brentwood Utility Connection Program is to maintain and improve existing
neighborhoods by assisting very-low and low income homeowners with water and sewer service
connections. The combined allocation of$146,750 will provide a minimum of 25 water and sewer
service connection loans of up to $12,000 each. As proposed, the City of Brentwood will
contribute $59,250 in City resources for connection fees and an estimated $45,083 for program
implementation to provide the required 25 percent matching funds, The loans will be zero interest
deferred loans, due on sale or transfer of the property.
CDBG funds are provided contingent on the City of Brentwood administration of the program,
approval of the required 25 percent match, and negotiation of household qualification and loan
terms satisfactory to the City and County.

the service contract amendment identified below:
Service contract with Voland Group, Inc., is amended for an additional
amount of$80,000, raising the cap to $493,500. The service contract
term is extended from July 1, '1999 to December 31, 1999.

None. Ali costs are supported by application fees and gas tax revenue.

in FY 1997/98 HOME funds previously approved by the Board on,April 8, 1997. The purpose of the-Rivertown Court Project
is to provide affordable homeo-wnership opportunities for low-income households in East County through the neer construction
of 16 single family homes on a currently vacant site in Antioch. In addition,successful completion of this project will assist
the City of Antioch in the Fest PNJvertov,m Neighborhood through an increase in the incidence of ho=ownership.
HOME funds will be used for construction with a minimuzm of$200,000 rolled over into deferred second mortgages to enable
low-incomd first-time homebuyer households to purchase all 16 homes in the development. The HOME funds will be made
available to eligible households in the form of an equity share loan cue on sale or transfer of the property.
Following the original funding approval, CHOC completed construction plans, selected a contractor, and worked to
resolve site development issues. Over this sasme period, reflecting escalating Bay Area construction costs, presject
development costs increased resulting in a f,nding gap. CHOC has resolved this funding gap through a value engineering
and redesign process reducing costs, a reduction in their developer fee, and a request for additional funds through the
Consortium HOME program:.
The total cost of this prgject is$3.3 million. Permanent fending sources include the following:

Pittsburg has approved $125,000 in City Redevelopment Agency funds for this project. All
HO? fE funds will be used to provide housing rehabilitation loans for very-low and lova-income
homeowners, Loan terms include the following: three percent simple interest; 10-year term,
renewable for senior households or based on financial need; and due on sale or transfer of the
property. In order to gaalify for a loan, households must be residents of the City of Pittsburg,
have incomes at or below 80 percent, of the area median income for Contra Costa County, and
own and occupy the unit to be rehabilitated.. The approved funds should be adequate to support
12 to 15 new loans.
The FY 1999-2000 program is a continuation of a multiyear effort to revitalize the City's older
neighborhoods through the rehabilitation of affordable rental and owner-occupied housing. In
addition to Mate and City CDBG funds, City RDA resources, and rehabilitation program income,
previous allocations of Contra Costa HOME funds totaling $480,000 have been used to support
this effort.

BACKGROUND/REASONS FOR RECOMMENDATIONS
Contra Costa County receives an annual allocation of approximately$4 million in federal CDBG and HOME
funds for use in developing housing affordable to lower income households in the County. These funds are
typically provided to affordable housing developers in the form of a subsidized loan. The County's funds are
secured against the property by a deed of trust and specific affordability and use restrictions are incorporated
into a loan and regulatory agreement between the County and project developer. In addition to housing,
approximately $5`00,000 in CDBG funds is allocated on an annual basis to economic development projects
designed to create jobs for low-income persons. These funds are also typically secured against the project
property through a deed and loan agreement. The law firm of Goldfarb and Lipman has previously provided
the County with legal assistance in negotiating loan terms and drafting the required legal documents for CDBG
and HOME prpjects. The proposed contract would be a continuation of this relationship.
