APPROVE a Second Amendment authorizing extra work under the Consulting Services Agreement dated September 5, 1997, with Parker Environmental Services for environmental sampling and twenty four hour analysis after removal of underground storage tanks at thirteen County fire stations. The Second Amendment increases the scope of services and increases the Payment limit, from $14,052.00 to $37,800.00, an increase of$23,748.00. B. AUTHORIZE the Director of General Services to execute the Second Amendment to the consulting services agreement, and to issue written authorizations for extra work, in addition to the authorization for First Amendment, provided that the cumulative total extra cast for such additional authorizations shall not exceed$5,000.00. II. FINANCIAL, IMPACT Sufficient funds are available for this project to cover this increase in the Consultant's payment limit. III. REASONS FOR RECOMMENTDATIONS/BACKGROUNDS A. The Director of General Services executed a consulting services agreement with Parker Environmental Services effective September 5, 1997, for environmental sampling of possible soil contamination after underground fuel tank removal and replacement at various County locations for Contra.Costa County Fire Protection District. RECOMMENDATION A. APPROVE a consulting services agreement with Artech Design Group, 1.350 Treat Blvd., Walnut Creel, for full architectural services for Addition to 4545 Delta Fair Blvd., Antioch, for Employment and Human Service Department. The agreement will be effective August 17, 1999 and will provide for Schematic Design, Design Development, Construction Documents and Bidding Phase services, with a payment limit of $406,750.00, which amount shall not be exceeded without prior, written authorization by the Director of General Services. The agreement shall apply to charges for services from and after May 18, 1999. B. AUTHORIZE the Director of General Services to execute the agreement and to issue written authorizations for extra work, provided that the cumulative total extra cost for all such authorizations shall not exceed$25,000.00. 11. The project involves an addition to 4545 Delta Fair Blvd, Antioch to suit the requirements of the Employment and Human Service Department offices as described in the program and feasibility study prepared by Artech Design Group and dated February 25, 1999. RECOMMENDATION A. APPROVE a consulting services agreement with LSA Associates, Inc., 157 Park Place, Point Richmond, California 94801, for professional services for preparation of a CEQA review and report services for New Animal Services Facility in Martinez. The agreement will be effective August 17, 1999, with a payment limit of$32,500.00, which amount shall not be exceeded without prior, written authorization by the Director of General Services. The agreement shall apply to charges for services from and after August 2, 1999. B. AUTHORIZE the Director of General Services to execute the agreement and to issue written authorizations for extra work, provided that the cumulative total extra cost for all such authorizations shall not exceed $3,000.00. Once sale of -existing property is completed, additional funds will be appropriated. III. EFA, ONS FOR RECO-MM=_ A1IQNSZBACKMQ= A, The project involves a new Animal Services Facility in Martinez. In 1998 Senate Bill 1785 was passed that requires all counties to meet specific standards relating to the housing of animals at county animal services facilities. Counties were required to meet these standards by July 1, 1999,however, a year extension has been requested by the majority of the counties. APPROVE a consulting services agreement with George Miers & Associates, 1150 Moraga Way, Suite 150, Moraga, California 94556, for architectural and engineering services for a new animal services facility in Martinez. The agreement will be effective August 17, 1999 and will provide for full design and construction observation services, with a payment limit of $522,768.00, which amount shall not be exceeded without prior, written authorization by the Director of General Services. The agreement shall apply to charges for services from and after June 4, 1999. B. AUTHORIZE the Director of General Services to execute the agreement and to issue written authorizations for extra work, provided that the cumulative total extra cost for all such authorizations shall not exceed 25,000.00. In 1998 the State approved Legislation, SB1785, which requires public animal services facilities to meet certain specific standards relating to the housing and treatment of animals. B. George Miers & Associates was selected to provide architectural services for this project because it successfully completed the feasibility study for the animal services facilities and is familiar with animal services programs and requirements. SUBJECT: APPROVE AND AUTHORIZE CONTRACT FOR ANSHEN + ALLEN ARCHITECTS INC. AT RICHMOND HEALTH CENTER (6971-4609-1' 927-WH6096) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): 1. APPROVE and AUTHORIZE the County Administrator or his designee to execute a Consulting Services Agreement with Anshen + Allen Architects Inc. for programming and feasibility study at the Richmond Health Center in the amount of$96,000. 2. AUTHORIZE the County Administrator or his designee to issue written authorizations for extra work to the aforementioned agreement, provided that the cumulative total extra cost for all such authorizations does not exceed $25,000. FINANCIAL IMPACT-. Sufficient funds are available within the Health Services operating budget to fund this study, The County owned health facility in Richmond is old and near the end of its useful life. The building is too small given staffing and patient load and it lacks sufficient exam rooms. The HVAC system is antiquated and in constant need of maintenance and repair. The proposed contract will involve the preparation of a detailed functional and space program to assess the facility's needs over the next five years, and a cost model for a replacement building on an adjacent site. Anshen + Allen Architects, Inc was selected for this effort because they are currently programming and designing the Contra Costa Health Services' new Martinez Ambulatory Care Facility. The programs for the Martinez and Richmond facilities are similar, and are administered by the same health services staff. Anshen + Allen's demonstrated capacity to perform this work, plus their familiarity with the Martinez program makes therm an excellent choice for the contract. The programming effort is scheduled to begin in September 1999 and be complete by January 2000.
