RECO.ML iI+NDED ACTION: APPROVE and AUTHORIZE the Community Services Director or designee to execute contract #38-458 with Cambridge Community Center in the amount of $33,800 for Head Start program enhancement services for the period from August 1, 1999 through July 31, 2000. II. FINANCIAL IMPACT: This contract is funded by the head Start Basic Grant. Funding for this contract for the period from August 1, 1999 through June 30, 2000 is included in the Community Services Department's FY 1999-00 budget. Funding for the period from July 1, 2000 through July 31, 2000 will be included in the Department's proposed FY 2000-01 budget. No County funding is required. III. CHILDREN'S IMI PACT STATEMENT The Community Services Department Head Start Program supports two of Contra. Costa County's community outcomes: "Children heady for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition., health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. REASONS FORCOMI ENDATIO QTS/BACKGR()UND: The Executive Branch of the Federal government and the National Head Start Program have promised the American public to serve one million children by the year 2001. 'Traditionally, most Head Start children have been served in part-day, part year programs. With the implementation of Welfare-to-Work measures, these services are no longer fit the needs of low-income populations. In response to the need of Head Start parents and CalWCRKs participants in the County, the Dead Start program has made a commitment in its 1999 - 2001 three year plan to provide Head Start services to enrolled children for twelve hours per day, fifty-two weeks per year. The goal is to provide a total of 3,690,960 hours, an increase of 370 percent using the sane budget originally provided for a part-day program.. This goal can be achieved through childcare partnerships. The Community Services Department has already initiated a collaborative effort between its Mead Start and Child Development Divisions, and currently serves over 150 children. In a further effort to reach underserved and high need areas, Contra Costa County Mead Start has contracted with the Greater Richmond Social Services Child Care Program in North Richmond and the State Pre- school in Martinez. As part of these agreements, a total of 40 children currently enrolled in full-day, year round Child Development programs have been co-enrolled as Head Start children. Effectively, this measure to `°unstack classrooms" has freed up slots in County Head Start classrooms in other high need areas such as Bay Point, Pittsburg and Antioch to operate full day, year round services for an additional forty children. With every "unstacking" measure, full day services are available for double the amount of children, who will be served through contracts and existing Head start classrooms. Approval of this contract with Cambridge Community Center will allow the County Head Start program to serve an additional 24 children in a full-day, fall year environment at a significantly reduced cost. RECOMMENDED ACTION: Approve and authorize the Chair of the Board of Supervisors to execute on behalf of the County an agreement amendment with Abolghasern Maleleani to provide Project Year 2000 prograniming services increasing the payment limit from $420,000 to $590,000 and extending the expiration date to .Tune 30, 2000. II° This action if approved will not result in any increased cost to Information Technology. III= RFASON FOR COMMENDATION AND BACKGROUND: Contra Costa County faces a similar situation as many other organizations, in that its present COBOL applications will not be capable of properly manipulating date information effective January 1, 2000. Based on the recommendation of Data Dimensions Inc., a consulting firm hired to assist with the planning of this conversion, the Department of Information Technology (DoIT) has started converting these COBOL application to be ready for the Year 2000 processing. DoIT is contracting with Abolghasem Malekani, as limited internal resource makes it necessary to use contract help so program conversation dates are met and the applications are ready to process on schedule. Techmlogy recruitment efforts to fill vacant positions has not attracted any qualified applicants with the necessary technical backgrounds because of low salaries. The Data Processing Classification and Salary study has been completed and the results have been implemented. Human Resources has started the recruiting necessary to fill the vacant positions. Until there are eligibility lists to select from., we will continue to use contractors to meet our customer's needs. IV. CONSEQUENCES OF NEGATIVE ACTION: If the request is not approved Information Technology will not be able to provide timely support to our customers.. I have based my estimate on information provided by Jon Paynter at Voll Brothers, Inc. Jon informed me that Toll will have 8-10 new floor plans with an average of five elevations/floor plan. There will be 17 custom house.designs within the two subdivisions. Toll anticipates building 50-60 houses per year. My review will be similar to what I just completed for the three models. This included reviewing the plans in the context of the approved Design Guidelines for the development; the conditions and mitigation monitoring table; the CC&Rs; and relevant ordinances(Water Conservation). I see this job as an adjunct to star in that I will work directly with Toll to resolve any design problems, coordinate design review wildh the City of San Ramon, and when my review is finished, provide you with a package that includes the form(sirtular to what was completed for the models) indicating compliance with the guidelines, and stamped approvals from dhe City of Sart Ramon and the Fire District. The landscape plans will be stamped by the landscape architect to show that They comply with the water conservation ordinance. I will beep you informed of issues which may arise requiring staff"attention so that the issues can be resolved prior to submittal of the plan package. `r. I have also included hours for meetings with County stA the applicant and City of San Ramon, if necessary, Between the two subdivisions there are a total of 147 houses to be reviewed(excluding the three I recently reviewed), Based upon Toll's building projections, it will be three to four years before the two subdivisions are completed. Rather than provide a cost estimate for the entire build out, i propose that finis contract extend to the year 2001 at which time it can be either cancelled or renegotiated. My cost estimate reflects a total of 75 house plans to be reviewed during this time frame in addition to the costs incurred reviewing the three model designs. This estimate assumes that all of the new floor plans will require review and one third of the custom lots. I would like to request that as we begin to review the houses,Toll provide a"master"plan map of the subdivision(s)as each.house is saki. This would serve as a useful tool for both the County and the binder to-insure diversity with�.n the subdivisions. The master map would be updated as houses are sold. I have based my estimate on information provided by Ion Paynter at Toll Brothers, Inc. Ion informed me teat Toll will have 8®10 new floor plans with an average of five elevations/floor plan. There will be 17 custom house.desig ns within the two subdivisions. Toll anticipates building 50-60 houses per year. My review will be similar to what I just completed for the three models. This included reviewing the plans in the context of the approved Design Guidelines for the development; the conditions and mitigation monitoring table; the CC&Rs;and relevant ordinances Fater Conservation). I see this job as an adjunct to staff in that I will: work directly with Voll to resolve any design problems, coordinate design review witch the City of San mon, and when my review is finished, provide you with a package that includes the form(similar to what was completed for the models) indicating compliance with the guidelines, and stamped approvals from.the City of San mon and the Fire District. The landscape plans will be stamped by the landscape architect to show that they comply with the water conservation ordinance. I will keep you imPormed of issues which may arise requiring staff'attention so that the issues cavi be resolved prior to submittal of the plan package. d,. I have also included hours for meetings with County staff, the applicant and City of San Ramon, if necessary. Between the two subdivisions there are a total of 147 houses to be reviewed (excluding the three I recently reviewed). Based upon Toll's building projections, it will be three to four years before the two subdivisions are completed. ether than provide a cost estimate for the entire build out, I propose that this contract extend to the year 20341 at which time it can be either cancelled or renegotiated. My cost estimate reflects a total of 75 house plans to be reviewed during this time frame in addition to the costs incurred reviewing the three inodel designs. This estimate assumes that all of the new floor plans will require review and one third of the custom lots.
