I. COMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to execute contract
cancellation agreement#38-568-7 with St. Vincent de Paul Society, effective August 17, 1999.
11. _FINANCIAL IMPACT:
The contract being cancelled is Federally funded through the California Department of Community
Services and Development . Unused contract funding will be re-allocated to other CSBG program
operations.
KGROLND:
St. Vincent de Paul Society was selected, along with four other community-based organizations,
based on the results of a Request for Proposal (RFP) administered by the Department and the
Economic Opportunity Council to provide poverty program services in target areas of the County.
On January 13, 1998, the Board of Supervisors accepted the recommendation of the Economic
Opportunity Council to enter into contracts with the above-listed organizations. On February 24,
1998, and December 15, 1998, the Board approved contracts with the above-listed contractors to
provide CSBG program services for calendar years 1998 and 1999, respectively.
The Contractor has been unable to provide any CSBG program services during calendar year 1999
due to problems with staffing and lack of appropriate facilities. After much discussion, the
Contractor and the Community Services Department have agreed to mutual cancellation of the
contract. Please see the attached letter from St. Vincent de Paul. The Economic Opportunity
Council is aware of the on-going problems faced by the Contractor and is scheduled to approve the
contract cancellation at its next meeting on August 12, 1999. The unspent $20,000 in contract
funding will be used to pay for Department participation in local one-stop career centers located in
Richmond and Bay Point.

I. RECOMMENDED ACTION.
APPROVE and AUTHORIZE the Community Services Director or designee to execute Interagency
Amendment Agreement x'39-553-2 with the City of San Pablo for infant/toddler services to increase
the payment limit by $9,962 to a new `Fatal contract payment limit of$321,539 for the period from
February 1, 1999 through June 30, 1999
II. FINNAINCIAL LMPACT:
No County funding is required. The City of San Pablo receives its funding for these services from.
the California Department of Education.
III. CHILDREN'S LIIEACT STATEMENT:
The Community Services Department Child Development Program supports two of Contra Costa
County's community outcomes: "Children Ready for and Succeeding in School" and "Families
that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive
services, including high quality early childhood education, nutrition, and health to low-income
children throughout Contra Costa County.
IV. REASONS FOR CO EIS DATIONS/BACKGROUND:
On February 2, 1999, the Board of Supervisors approved Interagency Agreement #39-553 with the
City of San Pablo to provide full day child care to infants and toddlers for the period from
.February 1, 1999 through June 30, 1999,
The State Legislature has budgeted additional funds for Child Care and Development programs to
compensate for costs associated with the higher State minimum wage law. Funding will be used by
the Child Development Division of the Community Services Department to offset increased
program. costs.

I. RECONEMENDEDACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to execute Interagency
Amendment Agreement#39-853-3 with the City of San Pablo to increase the payment limit by $12,324
to a new Total contract payment limit of $333,853 for the period from July 1, 1999 through June 30,
20001 for Infant/Toddler Child Care Resource funding.
II. FINANCIAL ACS
No County funding is required. The City of San Pablo receives its funding for these services from
the California Department of Education.
III. CHILDREN'S EMPACT STATEMENT:

IV. REASONS FOR RECO- NDATIONS/BACKGROUND:
On June 22, 1999, the Board approved Interagency Agreement#39-853-1 with the City of San Pablo to
provide general child care services to 35 infants and toddlers residing within San Pablo. Child Care
Resource Grants are funded through a grant from the federal Department of Health and Human Services
and roust be used for the benefit of infants and toddlers ages 0 to three years. Funds may be used for
purchase of equipment and materials, expanding recruitment and outreach, staff training, and minor
renovations or repairs.

Amendment 35-449-2 with Scat Brannon for Farcy Head Start Program Implementation
Consultant services to increase the Contract Payment Limit by $23,500, from $23,500 to a new
Total Contract Payment Limit of $47,000 and to extend the contract term from July 9, 1999
through January 10., 2000.
II. FINANCIAL IMPACT.
Funding for this contract is included in the Community Services Department FY 1999-00 Budget.
No County fending is rewired..
III. REASONS FOR CO-iNl NDATIONS/BA,CKGROL7ND:
The Contra Costa County Early Head Start program is in its first year of program operation. This
new programa award will allow the County's Bead Start program to expand services to serve
approximately 2.04 infants and toddlers, ages 0 to 3 years old, a population that is not served by the
existing Head Start Basic Grant program.. As part of the initial start-up phase of the Early Dead
Start program, Mr. Brannon was contracted to act as the Early Mead Start Program Implementation
consultant. In this capacity, the Contractor coordinates staff training, negotiates collaborations with
infant/toddler childcare providers throughout the County, and researches and applies for additional
Early Head Start program funding. Approval of this contract amendment will allow for continued
staff development and parent training through December 31, 1999.

Amendment #35-439-3 with Greg Gibbons to increase the Contract Payment Limit by $20,123,
from. $53,573 to a new Total Contract Payment Limit of $73,696 and to extend the contract term
from August 31, 1999 through December 31, 1999,

Funding for this contract is included in the Community Services Department FY 1999-00 Budget.

III. REASONS FOR SCC)? DATIOIONS/BA.CKGROi.'ND:
On November 3, 1998, the Board of Supervisors authorized the Community Services Director to
execute Contract #35-439-1 for the provision of staff development services. Mr. Gibbons has been
contracted to develop and implement a comprehensive career development program for staff and
qualified parents. The Contractor also researches and applies for additional program funding armed
at increasing staff training and leadership skills. This position is included in bath the 1998 and the
1999 Head Start Basic Grant and budget. Approval of this contract amendment will allow for
continued staff development and parent training through December 31, 1999.
