SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human services Director, or designee to contract with the Family Stress Center Inc., in the amount of$465,000 for the provision of Parent Aid Services for the period from July 1, 1999 through June 30, 2000. FINANCIAL IMPACT: Federal and Mate participation at 70% ($325,500), County match at 30% ($139,500) C✓HI DRETN9S IMPACT STATEMENT: Parent Aide services supports three of Contra Costa County's community outcomes: "Children and Youth Healthy and Preparing for Productive Adulthood," "Families that are safe, Mable, and Nurturing," and "Communities that are safe and Provide a high ("duality of Life for Children and Families." The expected outcomes are that an increased number of children and youth will receive the treatment services they require in a more timely manner, and that cut-of-home placements will be more stable due to the availability of supportive services IIACKGROLTND: This service has been ongoing since 1994 and has been funded from various sources. It is designed to assist social workers in delivering service to children and families who are known to the Child Welfare services system. The following services will be provided; transportation to medical and dental appointments, supervision of supervised visits, and documentation of supervised visits. These services will be available seven days a week, and will include both early morning and evening hours in addition to normal County office hours. The department is doing a Request For Proposal simultaneous with this contract period. (Contract # 21-425-1) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with Diversitech in the amount of$70,400 for Juvenile Court document authorization and standardization for the period of July 1, 1999 through March 31, 2000. FISCAL: Contract costs are claimable as Employment and Human Services Department administrative cost, 40% state funds, 40% federal funds, 20% county funds. I1 DREW S _T)1PACT -STATE N.T: The contract addresses all five community outcomes: 1) Children Ready for and Succeeding In School, 2) Children and Youth Healthy and Preparing for Productive Adulthood, 3) Families that are Economically Self Sufficient, 4) Families that are Safe, Stable and Nurturing, and 5) Communities that are Safe and Provide a high Quality of Fife for Children and Families, Expected outcomes will be to improve the efficiency and accuracy with which juvenile court documents are filed by the Employment and Human Services Department and to expedite actions to protect children who are at risk of parental abuse and neglect. DAMR 0 U, D: The Employment and Human Services Department is responsible for the preparation of Juvenile Court Reports under circumstances where court jurisdiction is necessary to protect children at risk of abuse and neglect. To meet requirements for timely submission to the court, documents should be automated to the maximum extent -possible. County Counsel created a list of standard Court Recommendations and Findings to be used by social workers in the preparation of court reports. The list is currently in WordPerfect 5.2 format. Court reports are prepared using Microsoft Word 6.0, as required by CAIS/CMS system(s). This contract will convert the list to Mord 6.0 format and automate the preparation of reports. FISCAL: No County cost. 100'/a Federal funding by Refugee Employment Social Services (KESS), BACKGROUND: A portion of the funding allocation for Refugee services covers the administrative activities for contract monitoring and required reporting. Ms. Tompkins, as a retired Refugee Program administrator, provides the necessary expertise in services specific to the refugee population to perforin administrative activities.
