Care Society, Inc .' (dba Barbara Milliff Center) , in the amount of
$11-0 , 397, for the period from July .1, 1999 through June 30, 2000, to
provide in-home, transition, and outpatient services for Medi-Cal
eligible children and families enrolled in the Early and Periodic
Screening, Diagnosis, and Treai-mens (EPSDT) Program. This Contract
includes an automatic six-month extension through December 31, 2000 in
the amount of $55, 198 .
FISCAL IMPACT:

CHILDREN'S IMPACT STATEMENT:
This EPSDT program supports the "Children ready for and succeeding in-
school" , the "Children and youth who are healthy and preparing for a
Productive adulthood" , and the "Families that are safe, stable and
nurturing" ccimmunity outcomes . Expected program outcomes include
improvement in , soclai-emot-tonal development-, avoidance of out-of-acme
placements, reduction of reports involving Children' s Protective
Services, increased family satisfaction, and an increased use of public
and ccri-munity-rase resources .

ECOMMENDATION(S) sCn July 28 , 1998, the Board of Supervisors approved Contract #24-- 836-4
with We Care Society, Inc . , for the period from July 1, 1998 through June
30, 1999, for provision of in-home, transition, and outpatient services
for Medi-Cal eligible children and families enrolled in Barbara Milliff
Center' s Early and Periodic Screening, Diagnosis, and Treat-hent (EPSDT)
Program.
Approval of Contract. #24-836-5 will allow the Contractor to continue
providing services through June 30, 2000 .

RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee
(Chuck Deutschman) to execute on behalf of the County, Contract
Amendment Agreement ,#x`24-979-1 with Addiction Research and Treatment,
Inc. , dba Bay Area, Addiction Research. and. Treatment (BA.ART)
effective June 1, 1999 , to amend. Contract x`24--979, to increase the
contract payment limit by $51, 000, frond S1, 87a, 000 to a new Contract
Payment Limit of 1, 926, 300.
FISCAL IMPACT:
This Contract is funded as follows:
982 , 540 Federal Medi-Cal Funds
943 , 460 State. Drug Program Funds
$1,926, 000 Total.
No County Funds are required.
BACKGROPYD/REASON( FOR-RECOMMENDATION(S) :
On December 8 , 1998, the Board of Supervisors approved Con trac-
24--979 , with Addiction Research and Treatment, Inc. , for the period
from October 1, 1998 through June 30, 1999 (which included a six-
month automatic extension through December 31, 1.999) to provide
methadone treatment services through its Methadone Maintenance.
Clinics Program (Medi-Cal, Drug Abuse Treatment Services) in East and
Wiest County,
These methadone maintenance treatment services are mandated under
Sobsky v. Smoley.. Approval of Contract Amendment Agreement
#24-979-1 will allow the Contractor to provide additional units of
service through :furze 30, 1999 .

Approve and authorize the Health Services Director, or his designee
(Chuck Deutschman) to execute on behalf of the County, Novation
Contract #24-640-11 with Bi-Bety Corporation, in the amount of
198 ,760, for the period from July 1, 1999 through June 30, 2000,
for residential substance abuse treatment for County clients
referred through the Bay area Service network (BASN) Project, This
Contract includes a six-mon--h automatic extension through December
31, 2000, in the amount of $99, 380.
FISCAL IMPACT:
This project is bunged 100% by State BASN funding.
BAC:ICGFtCDUND REASON(S) FOR- RECOMMENDATION(S).:
The California Department of Corrections (CDC) funds, through the
State Department of Alcohol and Drug Programs, substance abuse
treatment services for CDC-approved parolees, referred to as the Bay
Area Service Network. fBASN) Project. This Contract meets the social
needs of County's population in that it provides substance abuse
treatment services for parolees
On December 1, 1998, The Board of Supervisors approved Novation
Contract #24-640-10 with Bi-Bett Corporation for the perlod from
July 1, 1998 through June 30, 1999, which included a sax- month
automatic extension through December 31, 1999
Novation Contract #24-6403-11 replaces the automatic extension under
the prior Contract and allows the Contractor to continue providing
services through June 30, 2000.

Approve and authorize the Health services Director or his designee
(Wendel Brunner, M.D. ) to execute on behalf of the County, Contract
#22-721-1 with Molly White in the amount of $20, 152 , for the period
from September 1, 1999 through June 30, 2000, to provide
consultation and technical assistance to the Department with regard
to County's Bicycle-Head Injury Prevention Project.
FISCAL IMPACT:
This Contract is funded 10% by State Funds through an Award. Grant
from the San Diego State University Foundation and 90% County Funds
Approval of this Contract will result in a cumulative twelve-month
total in excess of $25, 000, and therefore, Board of Supervisors
approval is required,
In March 1999 , the County Administrator approved, and the Purchasing
Services Manager executed Contract #22-721 with Molly White for the
period from February 16, 1999 through August 3:, 1999 for
consultation and technical assistance to the Department with regard
to County' s Bicycle-Heat: Injury Prevention Project,
Approval of Contract #22-721-1 will allow the Contractor to continue
providing service through June 30, 2000.

Scale (RERVS) fee schedile in effect on August 1, 1993 . in the event rate

included in the County's Health Plan capitated payment, County will thereafter
increase the rates County pays to Contractor accordingly.
FISCAL IMPACT
This Contract is funded by Contra Costa 1111ealth Plan Member premiums. As
appropriate, patients and/or third-party payors will be billed for
services .

The Health Plan has an obliclation to provide certain specialized
professional. health care services for its members under the terms of their
lndividua_ and Group Heal. -th plan me: ersnip contracts with the County.
