Interagency Agreement #22-568-5 with the Housing Authority of the
County of Contra Costa (HACCC) in the mount of $32 , 700, for the
period. from July 1, 1999 through June 30, 2000 for the provision of
Homeless Program Services
FISCAL IMPACT:
This Interagency Agreement is funded by County funds.

On June 16, 1998, the Hoard of Supervisors approved Interagency
Agreement #22-568-3 (as amended by Amendment Agreement #22--568-4)
with the Housing Authority of the County of Contra Costa, for the
period from July 1, 1998 through June 30, 1999 , for the provision
of Homeless Program Services.
Approval of Interagency Agreement #22-568-5 will allow HACCC to
continue providing services for the operation of County' s Homeless
Program' s Brookside and Central County shelters and Mt. View
Transitional Housing facility through June 30, 2000.

Contract #24-722-55 with Bi-Rett Corporation, for the period from
July 1, 1999 through June 30 , 2000, in the amount of $463 , 581 for
provision of substance abuse program services . This Contract
includes a six-month- automatic contract extension through December
31, 2000, in the amount of $231, 790 .

BACKGROUNDZREASON(S) FOR RECOMMENDATION(S)
On January 26, 1999, the Board of Supervisors approved Novation
Contract #24-722-53 (as amended by Administrative Amendment
#24-7.22-54) with Bi-.Rett Corporation, for the period from July 1,
1998 through June 30, 1999 (which induced a six-month automatic
extension: through December 31, 1999) , for the provision of
residential substance abuse program services at its Diablo Valley
Ranch facility.
Novation Contract #24-722-5-5 replaces the six-month automatic
extension under the prior Contract and allows the Contractor to
continue providing services through June 30, 2000 .

(Frank Puglisi, jr. ) , to execute on behalf of the County, Contract
#26-352 with Delta Personnel Services (dba Guardian Security Agency) ,
in the amount of $35, 000, for the period from September 1, 1999 through
December 31., 1999, for the provision of Security Guard services at .Los
Medanos Community Hospital .
FISCAL IMPACT
Funding for this Contract is included in the Health Services
Department ' s Enterprise I budget .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
For many years the County has contracted with registries to provide
temporary qualified personnel to assist the Department during pear work
loads, temporary absences and emergency situations .
;finder Contract #26--352 , the Contractor shall provide its uniformed
security officers to safeguard equipment and furnishings and to monitor
unauthorized visitors at the Los Medanos Community Hospital carpus
prior to occupancy of the facility by Pittsburg Health Center staff .
These officers will patrol the buildings and grounds in order to serve
as a visible deterrent for potential problems, particularly thefts and
vandalism, at the property.
Once the facility is occupied by the Department, the Public Safety
Officers currently assigned to the Pittsburg Hearth Center will assume
responsibility for security services at the Los Medanos campus .

Board of Supervisors approval is required.

On January 5, 1999, the Board of Supervisors approved Novation

with hi--Rett Corporation (which included a six.-month automatic
contract extension through December 31, 1999) to provide a
vocational training program at its Diablo Valley Ranch facility.
Novation Contract #24-81.4--5 replaces the sax-month automatic
contract extension of the prior contract, and allows the Contractor
to continue to provide services through June 30, 2000 .

Department ' s Ambulatory Care Centers .
FINANCIAL IMPACT:
Funding for this Contract is included in the :health Services
Department ' s Enterprise 1 budget .
REASONS FOR RECOMMENDATIONS/B CKGROUND:
Currently, the Department has no nursing leadership/management at its
Richmond Health Center, Fast County Ambulatory Care Centers and forth
Richmond Center .for Health. The large nursing team needs on-site
leadership, guidance and consistency.
LTnder Contract #26-380, Cheryl Standley will provide professional
services as an Ambulatory Care Clinical Supervisor, including but not
limited to, assisting the Department in policy development and
implementation, hiring and supervising professional and non-
professional nursing personnel, and providing day-to-day coordination
of nursing services in the Ambulatory Care Centers through July 31,
2000 .
