RECOMMENDED ACTION.
Approve and authorize the Health Services Director, or his designee
(Deanna Wigand) , to execute on be"Iaalf c the County, Contract #24-958-1
with Rubicon Programs, "nc . , for the period from July 1, 1999 through
June 30, 2000 , to -drov=de mental health services for recipients of the
California Welfare-to-Work Program (Cal-works Program) , at the rates set.
Or th below:
.50 per minute for rental health services, as described in the Cal-Works
Provider Manual, excluding +a°rcup therapy sessions;
( ) per minute per individual for gboup therapy sessions, not to exceed
180 minutes per session as described in the Cal-Works Provider Manual; and
(3) !.00. per minute for medication sup-cort services, as described in the Cal-
Works Provider Manual.

In August, 1997, the State of California Legislature passed Assembly Bill
1542 which brought major changes to the welfare programs previously
operated by the State . Among the changes was a provision which required
treatment of substance abuse and rental illnesses of '�elfare-to-v�'ork
participants, when these conditions interfere with participation in
CTe_fare-to-Work activities . Subsequently, the County' s Social services
Department and health Services Department signed an Interdepartmental
Services Agreement (#21-427) which allowed the Health Services Department
to provide substance muse and mental health services to Welfare--to-Work
participants referred by the Social Services Department .
On August 11, 1-998, the Beard of. Supervisors approved Contract #24-958
W4. th Rubicon Programs, Inc . , for t1ne period from August 1, 1998 through
June 30, 1999, to provide mental health services for recipients of the
Cal-Works Program,
Approval of Contract #k24. 958-1 will allow the Contractor to continue
providing services, through June 30, 2000 .

SPECIFIC REQUEST($)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION
Approve and authorize the Health Service: Director, or his designee
(Milt Camhi) , to execute on behalf of the County, Contract 427-316--2
with Jacob :Rosenberg, M.D. , for the period from July 1, 1999 through
June 30 , 2000, for the provision of anesthes a/pain management services
nor the Contra Costa Health Plan, to be paid as follows
a. For Medi-Cal and Co=mercials Members
County shall pay Contractor those rates set forth in the Medi-Cal
Schedule of Ma.x1murr, Allowances in effect on August 1, 1998. .Tn the event
rate increases are subsequently approved by the State of California and
are included in the County's Health Plan capitated payment, County will
thereafter increase the rates County says to Contractor accordingly.
b. For Medicare m®nbers
Services for members who are Medicare recipients will be reirbu.rsed at
the Medicare rate of payment. Physician. will ;ill Medicare as urinary
payor and County will pay Medicare-required copayments and deductibles
for Medicare approved services.
FISCAL IMPACT
This Contract is funded by Centra Costa Health plan (Health Plan)
member premiums . Casts depend upon utilization . As appropriate,
patients and/or third party payors will be billed for services .
BACKGROUND/REASON(S) FOR RECO ENDATION( ) .
The Health Plan has an obligation to provide certsin specialized
professional health care services for its members under the terns of
their Individual and Group Health Plan ;membership contracts wits- the
County.
The Health Plan is also required under the terms of its Local
lnet at�ve contract with the State, to contract �v?th community
physicians and oth er providers, called "Safety Net- " and "Traditional"
Providers, for she x rovision. of medical care to Med-.-Cay recLcients .
Approval of this Contract 427-316-2 will allow the Contractor to
continue to provide anesthesia/pain management services, through June
30, 2000 .

Northern California Neurological Medicai Group, Inc , , for the period frorr,

health care services, to be paid as follows :
100` of the fee stated in the Medicare Physicians Revenue Based Relative Value
Scale ( BFiVS) fee schedule in effect on August 1, 1998. Tn the event Yate
increases are subsequently approved by the State of California and are
in cluded in the County's Heal.th Plan capitated payment, County will thereafter
increase the rates County pays to Contractor accordingly.

REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Health Plan has an obligation to provide Certain specialized

Under Contract 27-24.8-2 , Northern California Neurological Medical croup,
Inc . , will provide professional health care services to Health Plan
members, through April 30, 2000

26-271.-5 with Nurture Company, for the period from July l., 1.999 through
June 30, 2100101, in the amount of $32, 837, to provide coordinat-on services
of a Perinatal Unit Volunteer Program for Contra Costa R€crion.al Medical
Center.
FISCAL IMPACT:
Funding for this Contract is included in the Heaa.t s Services Department
Enterprise l budget . As appropriate, patients and/or third-party payers
will be billed for services.
BACrKGRO IREASON(S) FOR RECCE AT1yC N(_g_ :
During the te.r'n of the Contract, the Nurture Company shall train, and
supervise volunteer staff to provide support services for a Perinatal
'nit Volunteer Program for Contra Costa Regional Medical Center. This
volunteer program,, is a program of mothers helping moth-ers and, is staffed
entirely by volunteers . 1t was designed to help pregnant women, who
could utilize the services of a volunteer before and after the delivery
of the baby.
On September 1., 1998, the Board. of Supervisors approved. Contract #26-271--
4 with t he nurture Company, for the period from July 1., 1-998 through June
30, 1999, for the provIslon of, coordinating the Perinatal -Jnit Volunteer
Program at Contra Costa Regional Medical Center.
Approval of Contact 26-271.-5, will allow the Contractor to continue to
provide coordination services through June 30, 2000 .

experience for students is considered to be an integral part of :Doth
