Approve and authorize the Health Services Director or his designee (donna Wigand) , to
execute on behalf of the County, Contract #24-838-5 with Contra Costa Association for
Retarded Citizens, enc.' in the amount of $130, 000, for the period from Wuly 1, 1999
through June 30, 2000, to provide in-home, transition, and outpatient services for
Medi-Cal eligible children and their families enrolled in Lynn Center's early and
Periodic Screening, Diagnosis, and Treatment (EPSDT) Program. This Contract includes
a six-month automatic extension through December 31, 2000, in the amount of $65, 000.
FISCAL IMPACT:
This Contract is funded as follows:
$ 67, 015 Federal FFP Medi-Cal Funds
_ 62, 585 State FrSDT Funds
$130,000 Total
CHILDRKT'S IMPACT S'T'ATE T:
This E SDT Mental Health Services Contract will support the following Board of
Supervisors' community outcomes: "Children_ Ready For and Succeeding in School";
"Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and
Provide a "High Quality of Life for Children and .Families" . Expected program outcomes
area Increase and maintain school attendance as measured by school records; Increase
in positive socia: and emotional development as measured by the Child and Adolescent
Functional Assessment Scale (CAFAS) ; Increase in family satisfaction as measured by the
Parent Satisfaction Survey; and Decrease in out-of-Nome placements as measured by mental
health and social services statistics.

On Ugly 28, 1998, the Board of Supervisors approved Contract #24--838-4 with Contra. Costa
Association for Retarded Citizens, Inc. , for the period from :Tuly 1, 1598 through gone

RECOMMENDATIONS :
Approve and authorize the Health Services Director, or h-is designee (Donna
Wigand) , to execute on behalf of the County, Contract #24-941-3 with True to
Life Children' s Services, in the amount of X50, 005, for the period from July
1999 through June 50, 2000, for the provision of intensive day treatment
and mental health services to severely emotionally disturbed children.
FISCAL IMPACT:
This Contract is funded as follows :

CHILDREN'S IMPACT STATEMENT:
The Contract between Centra, Costa County Children' s Ment-al Health and True to
Life Children' Services supports three of the Board of Supervisors community
outcomes . 1) Children ready for and succeeding in school- , (2) Fam-il-Les that
are safe, stable and nurturing, and (3) Commun4nies that are safe and provide

a high auality of life for children and families . The expected program
outcomes which include all goals identified by Children' s Statewide System of
Care gu]-delines are as --Follows : A) To increase and maintain school
attendance as measured by school records; D) To increase positive-L 0S ' t4-ve social and
emotional development as measured by the Chid and Adolescent Functional
Assessment Scale (CAFAS) ; C) To increase family satisfaction - as measured by
the Parent Satisfaction Survey; D) To decrease use of acute care systems; and
E) To impact placement- at discharge to a lower level of care .
BACKGROUND/REASON(S)--FIS R-RECOMMENDAZIPILLSI:
On January 19, 1999, the Board of Supervisors approved Novation Contract 424-
941-2 W4tn -rue to Life Children' s Services, for the period from July 1, 1998

through June 30, 1999, to provide intensive day treatment and mental health
services to Seriously Emotionally Disturbed (SED) children.
Approval of Contract #24-941-3 will allow the Contractor to continue
providing services through June 30, 2000 .

RECOMMENDED ACTION:
Approve and authorize the Heap, Services Director, or his designee
(Milt Camhi) , to execute on behalf of the County, Contract 427-287-2
with ljouis Klein., M.D. , Inc . , for the period from: February 1, 1999
through January 31, 2000, .for the provision of Drofessional health care
services for the Contra Costa. Health Plan, to be paid as follows :
a. ?nor Medi-Cal and Conwercials Members:
County shall pay Contractor those rates set forth in the Fedi-Cal
Schedule of Maximum Allowances in effect on August 1, 1998. In the event
rate increases are subsequently approved by the State of California and
are included in the County' s Health Plan capitated payment, County will
thereafter increase the rates County pays to Contractor accordingly.
b. For Medicare members:
Services for members who are Medicare recipients will be rei,=" ursed at
the Medicare rate of payment. Physician will bill Medicare as primary
payor and County will pay medicare-required copayments and deductibles
for Medicare approved services.
FISCAL CAL IMPACT:
This Contract is funded by Contra Costa Health Plan (Health Plan)
me;iber premiuls , Costs depend upon utilization, As appropriate,
patients and/or third party payors will he billed for services.
BACKGR0jRP/REASON( FOR RECOMMENDATION(S) :
On ;January 27, 1998 , the Boated of Supervisors approved Contract #27-
287-1 with Louis Klein., M.D. Inc . , for t-111--e period .from February 1.
1998 through uan,ary 31., 1995, for prevision of professional health
care services to the Health Plan.
-The Health Plan has an obligation to provide certain specialized
professional health care services for its members under the teras of
their Individual and Group Health Plan membership contracts wits the
County.
Approval of this Contract 27-287-2 will allow the Co=ntractor to
continue to provide professional health care services throug�� January
31, 2000 .

1n August, 1997, the ,State of CaliforniaLegislature passed Assembly Bill
1542 which brought major changes to the welfare programs previously
operated by the State. Among the changes was a provision which required
treatment of substance abuse and mental illnesses of Welfare-to-Work
participants, when these conditions interfere with -oa.rt.icipation in
Welfare-to--Work activities . Subsequently, the County' s Social Services
Department a d health Services Department signed an Int-erd.epartmen tal
Services Agreement (#21-427) which allowed the Health Services Department
to -;rovide substance abuse and Trental health seryices to Welfare-to-Worm
participants referred by the Social Services Department .
On August 11, 1998 , the Board of Supervisors approved Contract #24-959
with Family Stress Center, for the period .from August 1., 1998 through
June 30, :.999, to provide me ntal health services for recipients of the
Cal-Works Prcra ,.
Approval of Contract 424-959-1 will allow t_^e Contractor to continue
providing services, through June 30, 2000 .

REC0XMKENDED ACTION:
Approve and authorize the Health Services Director, or his designee
(Donna Wigand) , to execute on behalf of the County, Contract #24--960-1
with Touchstone Counseling, for the period from July !, 1999 through June
30 , 2000 , to provide mental health services for recipients of the
California Welfare-to-Work Program (Cal-works program) , at the rates set
forth below.
(1) .50 per minute for mental health services, as described in the Cal -Works
Provider Manual, excluding group therapy sessions;
(2) 1 per minute per individual for croup therapy sessions, not to exceed
180 minutes per session as described in the Cal-Works Provider Manual; and
(3) 8 1,00 per minute for medication support services, as described in the Cal-
Works Provider Manual.
FISCAL IMPACT:
This Contract is funded by the Social. Services Department from State AD
1542 Funds .

In August, 1997, the State of California. Legislature passed Assembly Bill

Welfare-to-Work activities. Subsequently, the County' s Social Services

Services Agreement (421.9427) which allowed the Health Services ?department
to provide substance abuse and rental health services to Welfare-to-Work
participants referred by the Social Services Department .
On August 11, 1998, the Board of Supervisors approved Contract 424-960
with Touchstone Counseling, for the period from August 1, 1998 through
June 30 , 1999, to provide mental heath services for recipients of the
Cal-Works Program.
