Adopted this Order on November 1 , 1983 , by the following vote:
AYES: Supervisors McPeak , Torlakson , Schroder
NOES: Supervisor Fanden

SUBJECT: Hazardous Waste Task Force
The Board of Supervisors on September 27, 1983 having authorized
Supervisor McPeak to chair a Steering Committee to decide on the size and composition
of the proposed Hazardous Waste Task Force; determine who will make appointments
to the Task Force; recommend a final charge for the Task Force, and determine the
estimated cost of and means for funding the Task Force's work; and
Supervisor McPeak having reported these matters back to the Board in a
letter dated October 26, 1983; and
Supervisor Fanden having recommended an expansion of the first principle
in order to include clearly the concept of recycling; and
Leslie Stewart, on behalf of the League of Women Voters, having sugqested
a change in the timing for charge :(6);
IT IS BY THE BOARD ORDERED that:
1 . a twenty-member Hazardous Waste Task Force is hereby created
to consist of representatives from the following:
Community-Public Interest Representatives
League of Women Voters
Sierra Club
Citizens for a Better Environment
Environmental Defense Fund
West County Conservation Group
One Academic Representative
One Citizen At-Large
Private Industry Representatives
California Foundation on the Environment and the Economy
California Manufacturers Association
Bay Area League of Industrial Associations
Council of Richmond Industries
The Industrial Association
Pacific Gas and Electric
IT Corporation
Labor
Oil , Chemical and Atomic Workers Union
Central Labor Council
Government
Board of Supervisors
Contra Costa Mayors' Conference
Hazardous Materials Committee
Solid Waste Commission

2. The Task Force is to be guided by the following principles:
(1 ) to encourage on-site recycling, resource recovery,
reuse and treatment of hazardous waste by those
industries which generate hazardous waste in order to
minimize transportation problems;
(2) to encourage off-site disposal of hazardous waste by those
industries that generate hazardous waste;
(3) to minimize the use of landfill as the final disposal
method for hazardous waste;
(4) to take appropriate advantage of available state of the art
technology which will assist in accomplishing the other three
principles;
(5) to encourage public knowledge of hazardous waste issues and
participation by the public in the process of resolving
hazardous waste problems.
3. The Task Force is CHARGED with the following tasks:
(1 ) to determine the amount of hazardous waste generated in this
County and to identify the hazardous waste streams disposed
of in this County;
(2) to determine where hazardous wastes are disposed of, including
hazardous waste generated outside this County which is disposed
of inside the County;
(3) summarize applicable state and federal laws and regulations
which regulate hazardous waste storage, transportation,
and disposal , and outline the responsibilities of each federal ,
state, and local agency having jurisdiction over various
elements of hazardous waste;
(4) to determine how best the hazardous waste which is generated
in this County should be handled in terms of storage, trans-
portation, treatment, and disposal ;
(5) to determine what new technology, methodologies, and processes
are needed in order to accomplish the principles identified
above, including off-site disposal ;
(6) to determine the best ways to maximize public knowledge of and
awareness about hazardous waste issues in order to assist the
public in participating in the process of resolving hazardous
waste problems;
(7) to recommend to the Board of Supervisors how changes should be
achieved, what role each element of the public and private
sector should play in accomplishing the plan proposed by the
Task Force, and what further actions the Board of Supervisorsr
should take.
4. The Task Force is to make an interim report to the Board by
May 1 , 1984 covering charges (1 ), (2) , and (3).
5. The Task Force is to make an interim report to the Board by
September 1 , 1984 covering charges (4) and (5).

6. The Task Force is to accomplish charge (6) during the month
of September, 1984.
7. The Task Force is to make a final report to the Board covering
charge (7) by December 31, 1984.
8. The Board concurs in the proposed staffing outlined in Supervisor
McPeak's letter subject to final decisions being made regarding
the loaned executive and possible cash grants.
9. The Hazardous Waste Steering Committee is authorized to meet on
one more occasion to finalize the list of names of individuals to
be appointed to the Task Force. This list of names is to be
reported to the Board for the Board's consideration not later than
December 6, 1983.
