RECOMMENDED ACTION: ACCEPT a letter from U.S. Department of Housing and Urban Development delsgnating the Housing Authority of the County of Contra a Nigh Performer under the Public Housing Management Assessment Program. This designation is for the fiscal year ending 3/31/99. ii. FINANCIAL IMPACT: None. III. REASONS FOR RECOMMENDATION/BACKGROUND in 1992 HUD established the Public Housing Management Assessment Program to evaluate the management each of the Nation's public housing authorities, The PHMAP establishes eight(8) indicators of manag ment performance ranging from vacancy rates to the quality of capital improvements to the level of resident services provided. Attached is the notification from HUD that our total PHMAP score is 100% and the scoring report. Public Housing Agencies that receive a score of 90%or more are designated as"High Performer"and our agency has been designated as such. iV. CONSEQUENCES OF NEGATIVE ACTION: None. Box 2759 Martinez, CA 94553 Dear Mr. McEwan: SUBJECT: Public Housing Management Assessment Program (PHMAP) core The purpose of this letter is to inform you of your total weighted Public Housing Management Assessment Program (PHMAP) score and status. Your total weighted PHMAP score for the PHMAP assessment of your fiscal year ending 3/31/99 is 100 percent. This percentage is derived by dividing your actual number of points achieved by the potential number of possible points with the ratio multiplied by 100. A public housing agency that achieves a total weighted PHMAP score of 90 percent or more shall be designated as High Performer. Your Housing Authority is hereby designated as a High Performer. Incentives afforded to public housing agencies designated as high performer or standard performer are in accordance with 24 CFR& 901.130. Your total weighted PHMAP scare and your score for any indicator or component may be changed by this office subsequent to data included in an independent auditor's report or data acquired during an on-site confirmatory review. You may appeal your PHMAP scare and status to this office, including a troubled or mod- troubled designation, only on the basis of data errors; the denial of modification or exclusion requests when their denial affects the agency's total weighted PHMAP scare; the denial of an adjustment based on the physical condition and/or neighborhood environment of its developments; or a determination of intentional false certification. To receive consideration, an appeal shall be received by this office no later than close of business on the fifteenth calendar day after the initial notification letter is mailed, not counting the day the letter is mailed. If the fifteenth day falls on a weekend or holiday,the date specified will be the next business day. If your appeal is not received by this office by close of business fifteen calendar days from the date of this letter,this letter will serve as the final notification letter. A copy of this letter wvill then be forwarded to the Chairperson of the Board of Commissioners, and to the appointing authority(s) of the Board of Commissioners.
