ACCEPT the report from the Community Development Director and CONSIDER the
following proposals as additional changes to the Urban Limit Line for inclusion in the
General Plan Amendment Study initiated by the Board of Supervisors on January 26,
1999:
1, As requested by Supervisor Joe Canciamilla, consider including in the
General Plan Amendment Study proposed changes to the Urban Limit Line
In Fast County as depicted 1n the map marred as Exhibit "A."
2. As requested by Supervisor Gayle B. Uilkerna, consider including in the
General Plan Amendment Study proposed modifications to the Urban Limit
Line boundary to reflect the acquisition of parklands and open space since
1991, This request involves placing parkland or open space land area, which
is now set aside for non-urban use, outside the Urban Limit Line for the
following locations: Martinez Ridge to the vest of the City of Martinez and
John Muir rational Historic Site, C&H Properties near Crockett, and the Shell
(a.k.a. McNabney) Marsh. See the reap marked as Exhibit "B" for the locations
of these proposed changes to the Urban Limit Line.
3. Acknowledge the August 5, 1999 letter and maps from the City of Clayton
requesting modifications to the Urban Limit Line to place land area inside the
Urban Limit Line for the Marsh geek Road area, Irish Canyon area, and
Mitchell Canyon area (see Exhibit " ").

A budget for the General Plan Amendment Study was approved by the Board of
Supervisors on April 6, 1999, which included $200,000 set aside for environmental
review. In preparing this budget, staff anticipated that additional charges to Urban
Limit Line might be included in the study at a later date. The request from District 2
Supervisor to add the precising of the Urban Limit Line boundary for specific
parkland and open space acquisitions since 1991 is within the current budget
resources. The request from District 5 Supervisor for changes to the Urban Limit
Lire in East County appears to be within the current budget resources. The proposal
from the City of Clayton could change and expand the scope of the environmental
review because the potential growth inducing impacts of placing land area inside the
Urban Limit Line would need to be evaluated.

On January 26, 1999, the Board of Supervisors authorized a General Plan
Amendment Study for consideration of changes or modifications to the Urban Limit
Line contained in the County General Plan. The action identified four specific
changes to the Urban Limit Line in several locations in the County, primarily in
Supervisorial Districts 3 and 5. As part of this action, the Board agreed to defer the
Identification of speck urban Limit Line changes in East County until July 1;. 1999,
pending the outcome of a strategic plan review process with East County
jurisdictions Initiated by the District 5 Supervisor. In addition, the Community
Development Department was directed to coordinate with each Supervisorial District
on a public outreach program to encourage public understanding and participation
in the Urban Limit Line review process, and provide input to the Board on changes
to the Urban Limit Line.
On July 27, 1999, the Board of Supervisors set a new deadline of August 10, 1999
to consider proposals for additional changes for the Urban Limit Line as part of the
General Plan Amendment Study. The following is a report on bath the public
outreach effort and proposals for additional changes to the Urban Limit Line for
inclusion in the General Plan Amendment Study initiated by the Board of Supervisors
on January 26, 1999.
Public Qutreach Effort
At the request of Supervisorial Districts 2, 4, and 5, a series of evening public
workshops on the Urban Limit Line were conducted in various locations in each
district. The purpose was to provide the public with background on the Urban Limit
Line, review the recent actions by the Board of Supervisors in authorizing the
General Plan Amendment Study, explain the study process, and receive public input
at the Initial study stage. A total of eight workshops were conducted between May
19 and August 9. In addition staff has made individual presentations to several City
Councils and is scheduled to make a presentation at the August 11, 1999 meeting
of LAFCO. The following is a summary of the public workshops conducted so far:
Supervisorial District 2: Workshops were held in Martinez (May 19), Lafayette
(May 26), and Hercules (June 16). Public input from these workshops
addressed both the study press and overall concerns with growth and future
development in the County. Members of the public also indicated continued
support for the Briones bills Preservation Agreement. There were several
suggestions to adjust the Urban Limit Line boundary to include specific

locations where parklands and open space have been acquired since 1991.
There was also a suggestion to move the Urban Limit Line to create a buffer
for certain industrial uses, such as refineries.
SuDervisorial leis trict 4: Workshops were held in Clayton (July 28), Pleasant
Hill (August 3), and Concord (August 9). Public input from these workshops
addressed both the study process and overall concerns with growth and future
development in the County. Officials from the City of Clayton outlined a
proposal to modify the Urban Limit Line south and east of the city limit.
Sur)ervisorial District 5, Workshops were held in Byron (June 17) and
Pittsburg (July 12), as well as a public meeting conducted in Antioch (July 29):
Public input from these workshops addressed both the study process and
overall concerns with growth and future development in East County.
A more complete report summarizing the public input/comment received from both
the workshops and other meetings/presentations is now being prepared by staff and
will be made a part of the study record.
Pro oosals for Additional-Chanaes to the Urban Limit Line
The department has received the following proposals for additional changes to the
Urban Limit Line to be included as part of the General Plan Amendment Study
initiated by the Board of Supervisors on January 26, 1999:
Suoervisorial District 5
As illustrated in the map marked as Exhibit "A," the proposed changes in
Supervisorial District 5 would generally involve the inward movement of the existing
Urban Limit Line to the southern boundary of city limit lines for the cities of Pittsburg,
Antioch, and Brentwood, and would result in placing a significant amount of acreage
outside the Urban Limit Line.
SuDervisorial District 2
The proposed changes to the Urban Limit Line in Supervisorial District 2 involve
modifications in specific locations adjacent to the Urban Limit Line boundary to
reflect the acquisition of parklands and open space since 1991. This request
involves placing new parkland or open space land area, which has now been
designated as a non-urban use, outside the Urban Limit Line for the following
locations: Martinez Ridge to the west of the City of Martinez and the John Muir
National Historic Site; two parcels near Crockett acquired by the East Bay Regional
Park District from C&H Properties; and, Shelf (a.k.a. McNabney) Marsh. See the
map marked as Exhibit "B"for the location of these proposed changes to the Urban
Limit Line.
City of Clayton
The City of Clayton has submitted a letter to Supervisor Mark DeSaulnier (District
4),. dated August 5, 1999, requesting consideration of changes to the Urban Limit
Line in the vicinity of Clayton. The letter includes a map describing changes to place
land area Inside the Urban Limit Line, as follows:

Marsh Creek Road Specific Plan area: - Add the northern portion of the city
approved Marsh Creek Road Specific Plan area inside the Urban Limit Line
(approximately 250 acres);
Irish Canyon area: Redraw the Urban Limit Line on the east to add
approximately 800 acres inside the Urban Limit Line.The city intends to
designate the majority of the acreage as open space and set aside a smaller
portion of the acreage on the southside of Black Diamond Way (a.k.a.
Nortonville Road) for residential development. There would be density
transfers from the open space area to the residential development area to
permanently hold the open space and compensate land owners;
Mitchell Canyon: -Add approximately 340 acres, located on the southwestern
comer of the city inside the Urban Limit Line. The majority of this acreage is
within the city's Sphere of Influence boundary and they have notified LAFCO
of their desire to bring the rest of the acreage within the sphere. The city is
also interested in removing some 875 acres of Mount Diablo State Park due
east of Mitchell Canyon that are within their sphere.

ADDENDUM TO ITEM D.2

On this date, the Board of'Supervisors considered the report from the Community
Development Department on proposals for modifying the Urban Limit Line ("L LL"
Dennis Barry, Community Development Department Director presented the staff report and
recommendations, and a brief history of this item. Patrick Roche, Community Development
Department was also present. Mr. Roche advised the Board of the proposed changes to the
Urban Limit Line, and indicated there was positive participation in the public outreach
programs in each Supervisor's District.
Supervisor Canciamilla suggested that each Supervisor report on issues that arose from their
District meetings, the Board would then hear related public comment as to those reports. The
re-norts were as follows:
Supervisor Gioia advised that there were no suggested changes or
modifications to the ULL in his District. There are joint planning efforts between the City
and the County on future development planning for the area. There is a temporary
nioratorium in the El Sobrante Valley until January 2000, while the joint planning efforts go
forward.
Distri-a II: Supervisor Uilkema advised that the cities in her District unanimously
support the current Briones Hills Agreement. They indicated that they did not intend to grow
into that area or cause it to urbanize. The majority felt that land that has been publicly
acquired, should be removed from ULL consideration, and should remain in a non-urbanized
state.
District JI: Supervisor Canciainilla stated that this District was previously covered in
the Board's initial action in January 1999, and would be heard from again. Supervisor Gerber
agreed.
Disirict 1Y; Supervisor DeSaulnier advised that there were questions in his District as
to what fhe proposed ULL changes meant to the County and to traffic through the Central
County. The City of Clayton favors the ULL, and suggested amending three different areas,
the Marsh Creek Road Specific Plan area,the Irish Canyon area, and the Mitchell Canyon
area.
The Board discussed the issues, and the following people presented comments regarding
District IV:
1. Pete Laurence,Mayor, City of Clayton;
2. Bob Doyle, East Bay Regional Park District;
3. John Rubiales, RMC Construction, 5847 Herriman Drive,
Clayton;
Istrict Y: Supervisor Canciamilla advised that the meetings in his District included
quality of life issues, traffic issues and questions regarding the ULC He noted that as
demonstrated by the proposed modifications submitted this day,there is not a clear consensus
as a result of those meetings.

The Board continued to discuss the issues, Supervisor Canciamilla advised that he might
request a continuance for 30 days. Supervisor Gerber stated that she could not support a
continuance, this matter had been ongoing for over a year. Supervisors Uilkema, Gioia and
DeSaulnier stated that they would be in support of a continuance if proposed.
Supervisor Canciamilla moved to continue the matter for 30 days, to September 14, 1999, at
11:00 a.m. Supervisor Gioia seconded the motion.
The vote on the motion was as follows:
AYES: SUPERVISORS GIOIA,UILKEMA,DeSAULNIER and CANCIAMILLA
NOES: SUPERVISOR GERBER
ABSENT: NONE
ABSTAIN: NONE
The Board took the following action:
IT IS BY THE BOARD ORDERED that consideration of the report on the
proposals for modifying the Urban Limit Line is CONTINUED to September 14,
1999, at 11:00 a.m.
