A RESOLUTION APPROVING OBLIGATIONS TO BE UNDERTAKEN BY THE
CALIFORNIA STATEWIDE COMMUNITIES DEVELOPMENT AUTHORITY
TO BENEFIT CALIFORNIA SHOCK TRAUMA AIR RESCUE

Project. Air rescue helicopters, other air rescue equipment and related property

Public Hearing Date: July 27, 1999
WHEREAS, the Institution has requested that the Authority enter into an Installment Purchase
Agreement for the purpose of providing funds for the financing and refinancing of the Project and
related costs located or+10 be located in the jurisdiction of the Local Government Participant; and
WHEREAS, under the Installment Purchase Agreement the Authority will agree to make, but

Agreement, Installment Payments of principal, pre-nium, if any, and interest in a pn=ipal amount not
exceeding the Maximum Principa. Annount and the Institution will agree to make Institution Purchase
Payments in arnounts equal to the Installment Payments; and
WHEREAS, the Authority has requested that the governing body of the Local Government
P + on and delivery of the Instal men' Purchase Agreement and the -P- 'ec'
Participant approve the execution .011,

Exercise of Powers Agreement (the "Joint Powers Agreernent"), dated as of June 1, JL988, among
certain local agencies, including the Local Government Participant; and
WHEREAS, the Local Government Participant held a public hearing on the Public Hearing
Date providing a reasonable opportunity for Persons to comment on the execution and delivery olftlhe
Installment Purchase Agreement and the Project.; and
WHEREAS, it is intended that this resolution shall constitute the approval of the execution
and delivery of the InstallInerit Purchase Agreement and the Project required by Sect-ion 147(f) of the
Code, Section 9 of the Joint Powers Agreement and Section 91530(f) of the Government Cod-, of the
State of California;
NOW,THEREFORE, BE IT RESOLVED, by the governing body of the Local Government
Participant, that the execution. and delivery of the Installment Purchase Agreement and the Project are
hereby approved for the purposes of Section 147(f) of the Codc and Section 9 of the Joint Powers
Agreement.
RESOLVED FURTHER, the Clerk of the Local Government Participant shall certify the
adoption ofthis resolution, and thenceforth and thereafter the same shall be in full force and--&Ct.

Re: Public(TBS .A)Nearing for CALSTAR
,. The purpose of this letter is to request that Contra Costa County schedule and hold a
public hearing for California Shock Trauma Air fescue("CALSTAW')so that tax exempt bonds
can be used to refinance 51,7 million and purchase$600,000 of new air rescue equipment.
As with the issue last year,the bonds will be issued by the California Statewide
Communities Development Authority(Authority)and bond counsel,Gilmore&Bell, will
confirm-that there is no obligation or any other liability to the County. A local public bearing is
required by federal tags law and tae Authority's Joint Powers Agreement(JPA). The project site
in Contra.Costa County is located at 177 John Glenn Drive,Concord,Ca. Due to the nat;ire of
CALSTAR's business,hearings will be conducted in Alaineda,Contra Costa, Placer,Mendocino
and Santa Clara Counties.
The County is already a member of the Authority. Under separate cover bond counsel
will transmit a copy of the'1,EF A Notice and TEF A resolution to be adopted after the hearing.
Bond counsel can work with you to provide for the required notice of publication.
I have enclosed a copy of the CALSTAR overview, if possible, we would like to
scheduled this item for the July 27, 1999,Board.agenda. Thanks for your help.

CALSTAR was !ne first public wnproflt helicopter ambulance supported by a consortium of
corp tions aid hospitals in the nation. CAILSTARs organizational model Ww" developed to
avoid-the cost inefficiencies inherent in i° .y hospital based helicopter ambulance pro grams-
Helicopter ambulance programs operated by single hospitals invariably become loss lea deen for
those institutions with other patients subsidWng the rervenue loss. CAZ&AR was designed in
anticipation of continuing cost containment trends in health cam reimburse that are
impacting eIdsting helicopter programs- As insurers have attempted to reduce payments for
patleat transportation by bell-copter by adopting more stringent medical necessity c&wh-a,or
capping payment rates, single hospital-jvograms f temination,consolidation,or shared
support relationships similar to CALSTI,4R.

A Pilot and two critical care Flight Nurses (RN's)Make up the normal CALSTAR fright crew.
Pilots have a minimum of 3000 hours ofbinehelicopter flit time, FE light Nurses have+d,.xee
to five years experience in either an intensive care it or emergency room and most have
prehospital care experience prior to joinin CALSTAR, ALI Flight Nurscs undergo an intensive
Course(didactle & Clinical) in aeromedical trareport,pediatrics,basic trauma lee support and
prehospital care prior to commencing flight dales. Flight N- esare required to mainmin
certification as a Certified Flight Nurse(CM,,Critical Care Registered'Nurse(CCRIN),
Advanced Cardiac Life Support(ACLS' and Pediatric Advanced Life Support(PALS).
